RE: Woolen Mills Flood Study — Response to Comments
Comments for the Woolen Mills Flood Study were provided via email on August 29, 2018. The
comments are provided below in bold font with the response immediately following. Please let me
know if you have any further comments on the submittal.
1) Clearly show/identify all proposed development to occur within the floodplain/floodway on
the Floodplain Workmap Exhibit (e.g. stormwater piping and structures are missing, contours
do not entirely match the VSMP plan, identify proposed guardrail/lighting/rain garden,
mill/overlay of parking areas or travelways, sanitary sewer, etc.). The FDP not only confirms a
no -rise condition but also confirms all proposed activities/improvements are in compliance
with the County ordinance. All proposed work should be clearly shown on this plan.
All layers of the site layout, utility layout (except annotation), and grading plan are now turned
on within the Workmap.
2) It is difficult to follow the mapped (effective) floodplain limits. Please make use another line
type that is bold.
I have changed the line type and increase the width of the line to make the effective limits for
the floodplain and the floodway stand out.
3) Please make sure all conditions are shown, as it appears some of the lines disappear.
I have reorganized layering to try to improve visibility of the lines.
4) Callout the mapped floodway on both sides of the stream and make the line bold so it is easier
to see.

5) The 100 YR floodplain proposed conditions (no backwater mapped) line appears to stop at
contour 316. Please continue this line along with the existing conditions line.
The proposed conditions (no backwater) now is visible and mapped to the first cross section
along Moores Creek.

6) For the section of parking area located within the floodway, add a note on the Exhibit and
VSMP plans stating that this area will be milled and overlaid and no grading/fill will occur.
Regrading of parking lot within the floodway is not permitted [18-30.3].
Note has been added to the plan.
7) One other clarification, in section 4 of the report, 'Results', first sentence, should "...with the
backwater condition..." be "without the backwater condition"? You then state 'therefore, the
regulatory base flood elevations will not change as a result of the proposed improvements."

We have discussed this comment via phone, and I have revised the Results section of the
narrative to clarify this statement.
