Reviews Comments:While acknowledging VDOT position expressed at interdivisional meeting 6 Jan to prohibit
advertising visible from Rt. 29 (auto sales/body work) unless entrance modifications consistent with
DOT standards are made (a single new customer increases use, and increased use triggers
application of current standards), in light of County Attorneys precaution against any such prohibition
(expressed 7 Jan 2016 meeting/J. Newberry email: 1/7/2016 5:11 PM), Engineering does not object
to SP to permit the sale of motor vehicles associated with existing auto repair shop and proposed
body shop.
Although new business is anticipated to attract customers, effect of additional business service
offerings on peak turning movement from Rt. 29 with or without new offerings may not differ by much.
This opinion is not supported by data one way or the other. Sales specials or events may of
themselves generate movement higher than current peak rates. VDOT concerns are not necessarily
misplaced.

Dear Mr.Newberry,
We have reviewed the special use permit requests for Salam LLC to add the uses of motor
vehicle sales and body shop to his existing business located off of Route 29 and offer the
following comments:
1. Trip generation based on proposed uses needs to be provided for review.
2. 24VAC30-73-110 indicates that when a change of use to an existing entrance occurs,
access management regulations will be applicable. A change of use in this situation
applies when a significant increase in the traffic using the existing entrances occurs. If it
is determined that a significant increase occurs as a result of these special use requests,an
access management spacing exception will likely be required and improvements to the
existing entrances,potentially including the closure of one of the existing entrances,may
be required.
