Available comments from all reviewers are provided below or attached to this letter.The major issues that should be addressed before moving forward to the Planning Commission are summarized below: • Determining the specific maximum number of children that will attend the school at peak capacity as well as hours of operation; • A revised conceptual plan that incorporates comments from the reviewers below. Planning Initial comments on how your proposal generally relates to the Comprehensive Plan are provided below. Comments on conformity with the Comprehensive Plan are provided to the Planning Commission and Board of Supervisors as part of the staff report. Comprehensive Plan This parcel is designated Urban Density Residential in the Pantops Master Plan, which calls for residential uses at a density of 6-34 units per acre as well as institutional uses such as places of worship, public and private schools, and early childhood education centers including day care centers and preschools. The proposed use is consistent with the Plan. Neighborhood Model Projects located within the Development Areas are typically reviewed for consistency with each of the Neighborhood Model Principles found in the Comprehensive Plan (see 1 Soo° '•11104 Objective 2 in the Development Areas chapter). Since this use would be conducted within an existing church facility,a full Neighborhood Model analysis is not provided; however, preliminary analysis is provided for the aspects of the Neighborhood Model that do apply to your request. Principle 2—Mixture of Uses Locating a school within an existing church facility promotes the County's goal of increasing the efficiency of land uses. Principle 7—Parks, Recreational Amenities and Open Space The proposal does not negatively impact the County's goal to protect green systems that contribute to a high quality of life in the Development Areas. Principle 10—Redevelopment Locating a school within an existing church facility also maximizes the use of sites served by existing infrastructure and negates the need to expand further out into the Rural Areas. The Planning Division also comments on the conceptual plan and other requirements of County Code. These comments are provided below. Community Meeting The meeting held on March 7th at 6pm in the lower level of Broadus Memorial Baptist Church satisfied the requirements for a community meeting as described in Section 33.4 of the Zoning Ordinance. Conceptual Plan It is not clear on the conceptual plan where the proposed use will be conducted, areas to be designated for conservation and/or preservation areas, parking envelopes, etc. These are features that were requested to be shown by the special use permit checklist provided by County staff. I believe this comment can be quickly addressed with some labeling and we can sit down together to do it. Specific aspects of the conceptual plan are sometimes referenced in the conditions of approval from the Board of Supervisors, so it should be revised for clarity. Also, do you have any additional information about the playground area?Section 4.16.2 of the Zoning Ordinance contains minimum standards for recreation areas. It would be helpful to document the size of the existing playground area and determine if any proposed changes could require an amendment to the site plan. Please see comments from Francis MacCall in the Zoning Division where he states that he does not expect a site plan amendment would be required. Engineering—John Anderson,434-296-5832.ext. 3069,ianderson2@albemarle.org • Applicant is in contact with the Health Department to confirm that existing water and sewer systems can accommodate the additional use (1st year, 15 infants, 2-20 months- old; 2nd year, 12 toddlers; 3rd year,Age 3-6: bringing enrollment to 45-50). 2 • Applicant has commissioned an engineer to conduct a left turn warrant, and anticipates a left turn lane on Stony Point Road (Rt. 20)will not be necessary. Existing entrance is (at least)470'from Cascadia (confirmed). Parking need is estimated to be 20 spaces (5, student drop-off; 15, staff)while 64 general use parking spaces are available. • Applicant understands there is a stream buffer that runs through the property, and intends to respect this boundary as well as all Greenspace around the church. • Engineering supports Application for Special Permit, and commends Narrative consideration of relevant traffic, utility, and environmental requirements. On March 23rd, I provided an email from Joel that indicated he was expecting a revision to your initial request so that a left turn lane warrant would not be met on Stony Point Road. On April 1st, you indicated that you are working directly with Joel to determine the number of children the site can accommodate without generating the need for a left turn lane. Please let me know the maximum number of children acceptable to VDOT. I will request that you amend the narrative of your special permit request and then I will use this number in my staff report. Fire/Rescue—Robbie Gilmer,434-296-5833,rgilmer@albemarle.org Robbie commented that: "Fire inspection required prior to final approval." On April 1St,you indicated that your fire inspection is complete. Can you please forward written documentation of the Fire/Rescue approval? After outstanding issues have been resolved and/or when you are ready to request a public hearing, staff will set your public hearing date for the Planning Commission in accordance with the Planning Commission's published schedule and as mutually agreed by you and the County. The staff report and recommendation will be based on the latest information provided by you with your initial submittal or resubmittal.
