As a proposed private school, we believe that our project fits well within these guidelines. • Parts of this parcel are also designated as Greenspace, which includes stream buffers, floodplain, steep slopes and other environmental features. Typically only passive recreation will occur in these areas or greenway trails. • The proposed private school is consistent with the Comprehensive Plan; staff recommends that the greenspace areas shown on comp plan, including the existing tree canopy and landscaping on the site not be disturbed for the proposed use. [end quote] Applicant is in contact with the Health Department to confirm that existing water and sewer systems can accommodate the additional use (1st year, 15 infants, 2-20 months-old; 2nd year, 12 toddlers; 3rd year, Age 3-6: bringing enrollment to 45-50). Applicant has commissioned an engineer to conduct a left turn warrant, and anticipates a left turn lane on Stony Point Road (Rt. 20) will not be necessary. Existing entrance is (at least) 470’ from Cascadia (confirmed). Parking need is estimated to be 20 spaces (5, student drop-off; 15, staff) while 64 general use parking spaces are available. Applicant understands there is a stream buffer that runs through the property, and intends to respect this boundary as well as all Greenspace around the church. The number of parking spaces on site appears to be adequate, according to the information provided by the applicant; the maximum number of children enrolled will be 50, with fifteen (15) employees on site, requiring a total of five (20) parking spaces. 2. No new parking is required thus a site plan will not be required. Even with the addition of the additional play equipment within the existing area does not rise to the need for a site plan. If one is needed then a LOR should suffice. 3. A revised concept plan is advised to show the playground on the two page plan provided vs the GIS layout. The plan could also be revised to remove the parking numbers for the church and replace it with the parking for this use. 4. Newberry and I am the Planning Division staff member that will be reviewing your application as you move forward from here. Below are some guidelines to keep in mind for the community meeting tonight: 1. The meeting is to be facilitated by Applicant. 2. Staff can provide general information on applicable County policies/process, but will not comment about the proposal itself. 3. The Applicant provides an overview of the proposal using their application materials (location maps, concept plans, additional narratives, etc.) and other materials may be provided if available. 4. Various formats for the meeting are acceptable and may vary depending on project type (open house/"walk- through" format or presentation with Q&A period are acceptable formats). 5. Staff documents issues identified in the meeting and provides a response to the applicant and to the PC and BOS in staff report as appropriate. My overall experience is that the goal of having the community meeting is achieved when the applicant makes a short presentation about their proposal and then allows attendees to ask questions. So, it sounds like you're sufficiently prepared for tonight. It's always difficult to know how many people will attend, so I recommend providing a sign-in sheet for anyone that wishes to receive information/updates about your application.This allows the applicant and staff to follow-up with the interested parties. Currently the building is classified as Group A-3 (assembly). Only certain rooms of the building were evaluated. Based on the presence of multiple egress doors leading directly to exterior grade, Rooms 01, 02 and 03 are approved for occupancy for children under the age of 2-1/2 years. This row of rooms may be divided by movable partitions or left open. Also,they may be combined with the hallway space by disassembling the movable hallway partition. Children over the age of 2-1/2 years may also be accommodated in these rooms. Other rooms were evaluated for use solely by children over the age of 2-1/2 years. The rooms approved for use and occupancy by these children are 04, 05, 06, 07, 104, 105, 106, 111, 112 and 113. The determination stated herein reflects the Virginia Uniform Statewide Building Code only.
