[General Comment] All Planning comments are for the Creekside V road plan application only. 2. The road plans should only show the improvements that will be approved, bonded, and constructed within the street right-of-way. Rev. 1: The proposed sidewalks outside of the public right of way will need to be bonded with the road plans. Easements and deeds of dedication and easement for the private sidewalk easements will be reviewed and approved with the final plat. Please see Comment #10 for additional information regarding HOA acceptance of the private sidewalk easements. Rev. 2: Per comment #10 of last review, no confirmation has been provided to the County demonstrating that the Old Trail Community Association agrees to accepting the easement over the sidewalks. The road plans cannot be approved until written confirmation from the HOA has been provided that these easements will be accepted. Rev. 3: Comment still not addressed. Please see previous comments regarding documentation that the Old Trail Community Association agrees to accepting the easement over the sidewalks. [General Comment] The following information can be removed from the Site Data table on the Cover Sheet: Phasing, Recreation. Rev. 1: Comment addressed. 4. [General Comment] Please revise the proposed density and open space sections in the Site Data table on the Cover Sheet. These sections should not reference or include the existing phases of Old Trail Creekside. Please only state the density of Creekside V, Phase I and Creekside V, Phase 11. Please only state the acreage and percentage of open space in Creekside V, Phase 1, and Creekside V, Phase 11. Rev. 1: Comment addressed. 5. [General Comment] On all applicable sheets, please add the words "public r/w" to all existing street labels, and include the deed book and page number for the existing streets. Rev. 1: Comment addressed. 6. [General Comment] Please call out and clearly delineate the proposed right of way lines for Jackson Lane and Birmingham Court so staff can verify where the proposed sidewalks and street trees lie (i.e. within the proposed sidewalk easements, or within the right of way). Rev. 1: Comment not fully addressed. The road plans contain a label stating `6' planting strip." However, the strip measures 5' in width when scaling the drawings at 1'= 50'. Please revise the planting strip width so it meets the minimum 6' width required by 14-422. Rev. 2: Comment addressed. 7. [General Comment] Lot sizes and setbacks should reflect the lot sizes and setbacks shown on the final plats for Creekside V, Phases I & II. Please amend the side setbacks on all lots so they are 10'. Rev. 1: Please amend the setback notes on Sheet 1 so that they reflect the correct non- infill setbacks stated in Section 4.19. The notes should be as follows: Non-infill development Front Minimum: 5 feet from the right-of-way or the exterior edge of the sidewalk if the sidewalk is outside of the right-of-way Front Maximum: None Garage Minimum: 18 feet from the right-of-way or the exterior edge of the sidewalk if the sidewalk is outside of the right-of-way Side loading garage: 5 feet from the right-of-way or the exterior edge of the sidewalk if the sidewalk is outside of the right-of-way Garage Maximum: None Side Minimum: 5' minimum (10' building separation) Side Maximum: None Rear Minimum: 20 feet Rear Maximum: None Rev. 2: Comment addressed. [General Comment] Please amend the rear setback on Lot 6 in Phase II so it is 20'. Rev. 1: Comment addressed. 9. [General Comment] Please identify Creekside V Phase I with a label on all applicable drawings. Please identify Creekside V, Phase II with a label on all applicable drawings. Rev. 1: Comment addressed. a. The proposed lots in Phase I should be numbered 1-4, and the lots in Phase 11 should be numbered 1-5. Rev. 1: Comment addressed. 10. [General Comment] Please provide documentation from the Old Trail Community Association that they agree to take ownership of the sidewalk/landscaping easements and maintain all required improvements within those easements. Rev. 1: Comment not addressed. No documentation has been provided that states that the Old Trail Community Association agrees to take ownership and maintain the improvements within the proposed private easements for sidewalks and street trees outside of the right of wa. Rev. 2: Comment not addressed. Please see comment #2 regarding documentation from the Old Trail Community Association that is required prior to road plan approval. Rev. 3: Comment still not addressed. Please see comment #2 regarding documentation from the Old Trail Community Association that is required prior to road plan approval. a. Please identify the proposed sidewalk easement as "private" as requested on the final plat comments for Phases I & II of Creekside V. Rev. 1: Comment not fully addressed. The "existing sidewalk easement" along Jackson Lane on Lots 45 in Old Trail Creekside III, Phase IIIA is not labeled as "private." State the instrument number that created the easement, and state that it is 10' in width and private. The "existing sidewalk easement along Jackson Lane on Lot 46 in Old Trail Creekside 111, IIIB is not labeled as private. State the instrument number that created the sidewalk easement and state that it is 12.5' in width. Rev. 2: Comment addressed. Additionally, state the width of all proposed private sidewalk easements outside of the public right-of-way in Creekside V, Phases I & IL Rev. 2: Comment addressed. 11. [General Comment] The acreages shown for Open Space L and Open Space K do not match the acreages given on the final plats currently under review. Please make sure that these figures match across all plans and plats associated with Creekside V. Rev. 1: Comment addressed. 12. [General Comment] Road plans cannot be approved until the special exception request for coordination of streets, Section 14-409 (A), has been acted on by the Planning Commission. If the request is denied by the Commission, Phase II of Creekside V may need to be redesigned, which includes the road layout. The special exception request is going to the Planning Commission on December 5, 2017. Rev. 1: Comment addressed. The Planning Commission approved the exception request to allow the cul- de-sac in Creekside V, Phase II on December 5, 2017. 13. [General Comment] Road plans cannot be approved until the Board of Supervisors accepts the proposed open space parcels. Rev. 1: Comment not fully addressed. Open space dedication is scheduled to go to the Board of Supervisors for acceptance on February 14, 2018. Rev. 2: The Albemarle County Board of Supervisors approved the acceptance of the open space in Old Trail Creekside V, Phases I & II on February 14, 2018. The open space parcels will be reviewed with the SUB201700146 and SUB201700148 final plats. 14. [General Comment] Please be aware that the proposed trails within the proposed open space parcels in Old Trail Creekside V Phases I & II and the proposed trails within the existing County owned open space parcels in the existing phases of Old Trail Creekside will be bonded as part of these road plans.
