The applicant is proposing to install a large compactor at the rear of the building. This will reduce the travelway width to 16 feet at the rear of building. I don't know if this is adequate. Fritz, AICP Development Process Manager/Ombudsman 434-296-5823 ext 3242 TO: Francis McCall Albemarle County Planning Department FROM: Bob Pingry For Triangle Realty SUB: Minor Site Plan Amendment to Northtown Block Phase IIA DATE: August 30, 2018 Triangle Realty is applying for a minor site plan amendment per your review of minor site plan changes we desire to make to the parking lot and exterior to the Gander Mountain building referred to as Phase IIA of the approved Northtown Block Site Plan. The following changes are requested. Exhibits of the changes listed below are attached. 1. Delete the first 7 parking spaces beginning at the northeast corner of the building. 2. Add concrete over the existing asphalt to these 7 parking spaces to match the sidewalk curb and existing island at the northeast corner of the building to provide a new drop off for donations with two supporting columns for a new 20' depth x 25' wide covered canopy 3. Add one 6'0" double door to the west side of the building under the canopy 4. Add one 6'x8' roll up door next to the existing 3'0" exit door on the west side of the building 5. Delete one parking space in front of the new 6'x8' roll up door for loading and stripe for "Loading Zone." 6. Add a new 10'x10' loading dock on the south side of the building at the southeast corner of the building. 7. Add a new 8'x8' roll up door centered on the new loading dock. There is no change to the approved site plan impervious area. The travel lane at the southeast rear corner of the building will be 16' wide from the new loading dock. The parking spaces will be reduced by 8 spaces total. The approved Phase II site plan requires 174 spaces and provided 1.96. The amended Phase IIA site plan will provide 188 spaces with the loss of the eight spaces. The applicant also requests the following reduction to the Phase II required parking of 174 spaces to 161 based on the Retail Leasable floor area of the anchor tenant the applicant is under lease with, 25,000 GSF of the former Gander Mountain comprising the Phase 11(A) GSF: The anchor tenant for Phase IIA will be "Goodwill" occupying approximately 25,000 GSF of the existing 45,600 GSF Gander Mountain building. Goodwill has a "retail leasable" floor area of between 50% and 30% (see statement from Goodwill below) instead of the zoning code allowance of 80% of gross floor area. using the "conservative" lower percentage of the Goodwill floor area, the parking requirement calculation for the Goodwill store is 25,000 GSF x 70% x 4.75/1,000 SF = 83 spaces. Assuming the remaining vacant space of 25,600 GSF uses the zoning code leasable area ratio of 20%, the required parking for the remaining vacant space is 20,600 GSF x 80% x 4.75/1,000 SF = 78. The adjusted calculated total required parking for the leasable area of the "Gander Mountain" building is 161 (83 parking spaces for "Goodwill' based on 70% leasable area and 78 based on 80% leasable area, for the remainder of the building) which is 13 spaces less than the "approved site plan parking calculation of 174 spaces leaving a surplus of Phase II (A) Amended parking of 188-48-97=43 spaces.
