HomeMy WebLinkAboutZMA196800002 Staff Report 1968-05-16STAFF REPORT Zoning Map Petition - 002 The Teahouse of Charlottesville, LTD., requesting B-1 Commercial a-nd R-3 Residential zoning. ,_Location: South side of Route 250 West, approximately 3 miles west of Charlottesville and 600 feet east of Route 677. Area Characteristics: This parcel together with the immedi- ately surrounding area is zoned Agricultural A-1. There, presently existing as nonconforming uses, a restuarant, motel and trailers. There is one single family dwelling located immediately east and to the rear of the property. General Information: A building permit was issued prior to April 15, 1968 for construction of a shopping center and apartments on these parcels. (15,000 sq. ft. of shopping space and 100 apartment units.) Staff Recommendation: The staff is of the opinion that the general character of the area is agricultural regardless of the nonconforming uses now present. Under the Agricultural zone, a motel and restaurant are allowed with a Conditional Use Permit. A shopping center could best serve the area as neighborhood centers located in close proximity to the exist- ing residential area where it would be more accessible. The zoning of this area to Commerical B-1 and R-3 Residential constitutes spot zone upon which strip commercial will result. There is presently sufficient B-1 Commercial zoning located on 250 West near the entrances of Farmington and West Leigh to provide the services needed. The unavailability of public sewer and water is of concern to a large proposal such as this. The staff can see no change in conditions since the adoption of the Zoning Ordinance and Map to warrant this re- zoning.
