HomeMy WebLinkAboutZMA201800007 Review Comments Appeal to BOS 2018-10-08County of Albemarle Department of Community Development Memorandum To: David Benish, Chief of Planning From: Rebecca Ragsdale, Principal Planner Date: October 4, 2018 Subject: ZMA201800007 Belvedere Carriage House/Accessory Unit Proffer and Code of Development Amendment Code of Development: • Table 1 and 2 Minimum and Maximum Residential Densities tables need to be updated to include accessory units in the Carriage House Units columns. • For ease of tracking minimum requirements in the future, I recommend adding a requirement that carriage house/accessory unit lots must be designated at final site plan or final plat. • The code of development must be amended to require one additional parking space per carriage house or accessory unit. Proffers: • Proffer 2.1- unless proffer amended, SFD that contain accessory units must still pay the cash proffer. • Proffer 2.2-An estimate of carriage houses provided to -date should not be included in the proffer language. • Proffer 2.2.2-The building official should provide comments on this proffer language. It should be revised to clarify that accessory units may also be located within single family attached unit types. Other comments: • An exact accounting of carriage houses constructed to -date should be provided as separate document. • The Commission may be interested in how many are actually being used to provided affordable housing/lease history. • 1 recommend that language be added to the proffers and the code of development that carriage house units/accessory units may not be uses for transient lodging. We have 6 open zoning complaints regarding use of carriage houses for transient lodging.
