Subject: SUB-2018- Richard P. Palermo — Rural Subdivision
The County of Albemarle Planning Division will grant or recommend approval of the
Final Plat referenced above once the following comments have been addressed: [Each
comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
2. [14-302 (13)(1)] General Information. When revising the plat include a date of last
revision on the plat. This date should be updated prior to each resubmission.

7. [14-309; 14-3101 Soils evaluation; Health Director Approval. Soils work must be
submitted to the County. The County will forward it to the Health Department for
review. Approval of the soil evaluation by the Health Department is required for
both Tract 2 & Tract 3 before approval the subdivision will be final.
Rev. 1: Comment not addressed. Address the comment. Ensure that once the
documentation is prepared that it is submitted to the County for review. As
specified above, the County will then forward it to the Health Department for their
review.
Rev. 2: Comment not fully addressed. A soil submission was received on
9/6/28 and is under review by the VDH. The final plan will not be approved
until approval by the VDH has been received by the County.
11. [14-302 (B)(8)] Yards. Revise the yards to be correct for the RA zone.
Address the following:
a) The front setback is incorrect. Revise it to be 75'.
b) Include the setback for internal roads in the note.
Rev. 1: Comment not fully addressed. Revise the "County Building Setbacks:"
information on the cover sheet to state the following:
• Front yard (from existing public roads or public road prescriptive easements)
= 75'
• Front yard (from internal public or private road) = 25'
• Side yard = 25'
• Rear yard = 35'
Rev. 2: Comment not fully addressed. Revise the "County Buildinq
Setbacks:" information on the cover sheet so that "50' Private Street = 2517'
is revised to state "Front from internal public or private road = 25' "
14. [14-302 (A)(4), (6) & 14-303 (E)] Private Easements; Alleys and shared
driveways; Dimension standards and information on all lots, streets, alleys,
easements, and shared driveways. Label the "50' Joint Access Easement" as
either "New" or "Existing". If "Existing" provide the deed book and page number
for the plat and deed. If it is "New" provide all required locations, dimensions,
notes and labels and ensure that the easement is accurately drawn on the plat
and be able to be scaled.
Rev. 1: Comment not fully addressed. Revise the label for the proposed private
easement to state "NEW 50' Private Street Easement". Engineering has been
made aware that "Private Street" is the necessary label in this circumstance and
has therefore revised their comments accordingly.
Rev. 1 UPDATE: Comment changed — Address Engineering comment on the
wording of label for access easement. Previous comment was not correct about
needing to be a private street.
Rev. 2: Comment not fully addressed. Address the following:
a) See the attached markup of the plat that shows changes to the labeling
of the access easement.
b) Please note: Because this will be a "shared driveway", and does not
have any special circumstances to mandate it, County review of the
shared driveway easement agreement is not required. A deed of
easement is suggested by the county but it is not required for approval
of this plat. Therefore, there is no need to resubmit the draft deed of
easement.
16. [Comment] The Critical Slopes shown on the plat do not appear to match those
shown on the County's GIS. Revise the Critical Slopes to match the GIS.
Rev. 1: Comment not addressed. The Critical Slopes shown on the plat do not
appear to match those shown on the County's GIS. Revise the Critical Slopes to
match the GIS. See comment #20 below in reference to this.
Rev. 2: Comment not fully addressed. Attached to these comments alease
see an exhibit that overlays the County GIS, showing the critical slopes, on
the last submitted (9/21/18) plat. Address the following:
a) Show critical slopes on the plat where all areas of critical slopes shown
on the County GIS. Some critical slope areas are not shown on the plat.
b) Remove from the plat all areas of critical slopes NOT shown on the
County GIS. There are areas hatched as critical slopes that are not
shown as critical slopes on the County GIS.
19. [Comment] See the attached comments from the other reviewers. Engineering
and Planning approval is still required before approval of the plat.

21. Rev. 1: [NEW COMMENT] There are two areas of stream buffer not shown on
the plat, both of which cross Route 706. Ensure all of the stream buffer/WPO
areas are shown accurately on the plat.

see an exhibit that overlays the County GIS, showing the WPO/stream
buffer areas, on the last submitted (9/21/18) plat. Address the following:
a) Show WPO/stream buffer areas on the plat where all areas of
WPO/stream buffer areas shown on the County GIS. Some WPO/stream
buffer areas are not shown on the plat.
b) Remove from the plat all areas NOT shown as WPO/stream buffer areas
on the County GIS. There are areas hatched as WPO/stream buffers that
are not shown as WPO/stream buffers on the County GIS.
22. Rev. 2: [NEW COMMENT1 The County staff has provided a markup of the
last submission of the plat, an exhibit showing the WPO/stream buffer and
Critical Slopes areas, as well as an overlay comparison of the last
submitted plat to the County's Online GIS (showing both the Critical Slopes
and WPO/stream buffer areas). Address the following:
a) Ensure that all markups are addressed on the plat.
b) Ensure that the WPO/stream buffer area on the plat match those shown
on the County GIS (see overlay & exhibit).
c) Ensure that the Critical Slopes on the plat match those shown on the
County GIS (see overlay & exhibit).
