Subject: SUB20180013I- Cascadia Blocks 1-3 Phase 3- Easement Plat, Boundary Line
Adjustment, and Special Lot
The County of Albemarle Planning Division will grant or recommend approval of the
Boundary Line Adjustment referenced above once the following comments have been
addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302(A)(4)] Private easements. The drainage easement shown on Lots 218 and
219 is not aligned with the drainage easement on the open space on the other side
of Knoll Lane. Revise this easement plat to show the proper alignment for the
portion of the easement on the far side of Knoll Lane or submit another easement
plat to show the correct alignment. Both sides of the easement needs to match
LOR#1 for SDP201400075 as well.
2. [14-302(A)(14)] and [14-303(G)] Open space. Include a note on Sheet 1 to
indicate that the HOA will maintain and own the open space. This is shown as
Note 12 on SUB201600226.
3. [Comment] An existing HOA declaration was submitted and has been forwarded
to the County Attorney's office to ensure that the new open space will be in
compliance. However, it appears that a separate document will be required, as has
been done previously for new open space in each Phase of Cascadia. The Planner
will forward along comments from the County Attorney's office once received. In
order to expedite the process, however, the applicant may forward the
supplemental documentation to the Planner for the new open space, before the
County Attorney comments are received.
4. [Comment] The new open space is referred to as Open Space B1 in this plat, and
Open Space Z in LOR#1. Indicate which submittal has the correct name and
revise either this plat or the LOR to match.
5. [14-303(T)] Special lots. Include the following Note on Sheet 1: "Open Space B1
([or Open Space Z, whichever name is correct]) is a special lot established solely
for open space."
6. [14-303(T)] Special lots. Label the new open space as "Special Lot for Open
Space B1 ([or Z, whichever name is correct])."
7. [14-303(C)] Boundary lines. Include the measurements for the curvilinear lines
for existing boundaries.
8. [14-303(D)] Acreage of lots. On this plat, there appears to be a slight error in the
acreage of two lots. The acreage Lot 222 is 0.057 acres and the acreage for Open
Space B1 is 0.029 acres. On LOR#1 for SDP201400075, the acreage for Lot 222
is 0.055 and the acreage for Open Space B 1 (called Open Space Z) is 0.031 acres.
Indicate which submittal has the correct acreage and revise either this plat or the
LOR to match.
9. [Comment] On this plat, the build to line for Lots 215 and 216 (Block J) is listed
as 22.5'. On the LOR, the build to line for Block J is listed as 21.5'. Indicate
which submittal has the correct build to line and revise either this plat or the LOR
to match.
10. [Comment] As shown on SUB201600226 and LOR#1 for SDP201400075, the
units for lots 215-222 are affordable units. Include a note (as shown in Note 16 on
SUB201600226) on Sheet 1 that the units on lots 215-222 are affordable units for
this phase.
11. [Comment] This plat will need to be approved and recorded before LOR#1 for
SDP201400075 may be approved. The review for LOR#1 is in progress.
12. [Comment] The LOR#1 shows a label for a new sewer lateral. However, no
sewer lateral appears to be proposed on this easement plat. Either add the new
sewer lateral to this easement plat, submit a separate easement plat to create the
sewer lateral, or revise the LOR if it is no longer correct.
