As we have previously discussed by email communication,Malloy Properties III, LLC is the new contract purchaser of the property, and we request that it be substituted as the Applicant in the place of Malloy Properties VI, LLC. We are enclosing seventeen copies of the revised concept plan, entitled"Conceptual Special Use Application Plan for Malloy Ford"prepared by Shimp Engineering with a revision date of July 18, 2016 (the"Concept Plan"). As we have also previously discussed,we are simultaneously submitting with this resubmittal package a new Special Use Permit application for the same property and Applicant, for a Body Shop. The same Concept Plan will be utilized for both SUPs for ease of review. These comments and the Concept Plan reflect revisions to the project materials based on your comment letter of June 3, 2016, as well as the ARB advisory recommendations as relayed in your letter of June 10, 2016. Revisions: 1) Striped Display Area Parking Spaces. Sheets 1 and 3 of the Concept Plan show all parking in the display area with striped parking locations. 2) Lighting Plan. We understand that the site plan for the dealership will require a lighting plan with pole lights of a maximum height of 30 footcandles in the display lot and 20 footcandles in all other locations. Previously existing nonconforming pole lights will not be removed or if they are,they will be replaced with fixtures that met all ordinance and guideline requirements as well as the surrounding new poles. 3) Landscape Plan. The landscaping plan mitigates visual impacts of the proposed use by including: A. Large shade trees are evenly distributed at the interior of the display lot at a rate of 1 tree for every 10 spaces. Thus, 4 more trees were added to the display area, from 13 trees surrounding the striped parking spaces, to 17 trees. Sheet 3 shows these additional trees surrounding the display area off of Route 29. I LLIAM S M U LLE/4 B. Ground cover is provided continuously throughout the north, east and south sides of the front display area. Sheet 3 shows a thick lining of greenery surrounding the display area with 30- 36" shrubs and 2.5"caliper street trees. C. Large shade trees spaced 40' on center were provided in new planting beds or islands along the portion of the south perimeter of the middle vehicle storage area that is closest to Route 29. D. Landscaping was added to the stormwater management facility to provide additional screening. 4)Albemarle County Service Authority. Sheet five of the Concept Plan shows that the water line is not in conflict with the landscaping area. 5)There were a few new revisions to the Concept Plan that we have not previously discussed: A. The existing building marked "vehicle prep building"will be removed, as it is not in sufficient condition to be reused. B. We have removed the note on the previous version of the Concept Plan that said"Owner may choose to provide vehicle service drop-off area within this existing building instead of incorporating new addition." Mr. Malloy has confirmed that he will construct the proposed addition for service drop-off. That addition will provide additional screening of the middle vehicle storage area and the proposed body shop.
