I recommend revising the plan to correct the elevated vehicles note and to clarify the screening of vehicles awaiting repair prior to moving forward to the Planning Commission. Comments that are available at this time are listed below. As you know, the ARB will review this proposal on June 6, 2016. Once we have the ARB's recommendation on the proposal, we will be able to recommend whether the proposal is able to move forward to the Planning Commission, or if issues should be resolved prior to public hearing. Plannine Initial comments on how your proposal generally relates to the Comprehensive Plan are provided below. Comments on conformity with the Comprehensive Plan are provided to the Planning Commission and Board of Supervisors as part of the staff report. The Comprehensive Plan shows this area as commercial mixed use in Neighborhood 1. This designation includes as primary uses: community and regional retail, commercial service, and auto commercial service and office. Secondary uses include: office, research & development, flex, residential, open space, and institutional uses. The proposed use is similar in type and scale to the designated uses. The Comprehensive Plan (Chapter 2, Natural Resources and Cultural Assets) establishes the goals for preserving the scenic resources that are essential to the County's character, economic vitality and quality of life. The Entrance Corridor Overlay District is intended to support that goal by maintaining the visual integrity of the County's roadways. The Architectural Review Board addresses potential adverse aesthetic impacts in the Entrance Corridors by applying the County's Entrance Corridor Design Guidelines during their review of development proposals. The ARB's recommendation to the Planning Commission will be available after that meeting. 1 The Places 29 Master Plan calls for the widening of Berkmar Drive to four lanes. As you may be aware, the County has just begun work on a Small Area Plan that will likely include this part of Berkmar Drive. The proposed use is similar in type and scale to the designated uses.The Comprehensive Plan (Chapter 2, Natural Resources and Cultural Assets) establishes the goals for preserving the scenic resources that are essential to the County's character, economic vitality and quality of life. The Entrance Corridor Overlay District is intended to support that goal by maintaining the visual integrity of the County's roadways. The Architectural Review Board addresses potential adverse aesthetic impacts in the Entrance Corridors by applying the County's Entrance Corridor Design Guidelines during their review of development proposals. The ARB will review the subject request for conformance with the Design Guidelines on June 6, 2016. The ARB's recommendation to the Planning Commission will be available after that meeting. 1 The Places 29 Master Plan calls for the widening of Berkmar Drive to four lanes. As you may be aware,the County has just begun work on a Small Area Plan that will likely include this part of Berkmar Drive. It is not known yet whether Berkmar Drive will need to be widened to four lanes. New development would be expected to either provide land for these improvements or accommodate future improvements. Previously, we asked that you consider a reservation for dedication of right-of-way in this area; however,we note that you have declined to do this as no development is proposed adjacent to the Berkmar right-of-way. We also note that you are not proposing any development which would impede widening of Berkmar at this location. I could not find records of an easement along the road, which would be consistent with the line having been installed within VDOT right-of-way as Justin had assumed. As long as there are no plantings within 10' of the existing water line (which the attached plan does not appear to show), I have no issues with the proposed landscaping plan. Valerie forwarded your email to me and the pictures and upon further review I can confirm that the waterline is actually in the ROW, not on our property. For reference, the hydrant is about 2' or so on to our property, there is no recorded easement so I suspect it was just placed in the wrong location years ago and nobody noticed that it was actually on the parcel not the ROW. As far as our landscape goes, we are showing all of our EC required landscaping on our own property, so this waterline should not interfere with anything we have proposed. We may need to keep a little distance from the hydrant, but I think we have plenty of room in that corner to work. Hope this helps clarify, let me know if you need anything else.
