site.Please note that a total of three letters of Revision are allowed before all changes to the site plan are

As per our review of the revised plans dated December 8, 2003, February 5, 2004 and received in
our office February 24, 2004 and the Landscape Easement dated March 23, 2004 for the above
referenced project, all of the outstanding conditions of ARB approval as outlined in our letter
dated February 5, 2004 have been addressed. You may consider this letter your Certificate of
Appropriateness.
This approval is predicated on the fact that the design and materials, as proposed and exhibited
for review, will be used. The acceptance of approval implies that the applicant has agreed to
execute the design as indicated on the site plan, attachments, materials, samples, and other
submittal items presented. Any changes in the approved design or materials will require an
amendment to the plan and must be reviewed and approved by the Architectural Review Board.

The following comments are in response to your siteplan review dated December 16,2003.
1. The plat has been recomputed to match the current plan and the revised plat is being

3. The latest revisions to the development plan are being submitted to Janet Miller for
administrative review and approval, at which time we will expect to receive a Certificate of
Appropriateness from the Architectural Review Board.

Dear Mr. Miller:
The plan, entitled "Final Site Development Plans for Suntrust-Pantops Branch"dated September 25,
2003, last revised December 8, 2003, is hereby approved for construction. One set of the approved plan is
enclosed for your records. Any previously approved plans are voided with this approval. This approval is for
basic compliance with the General Water & Sewer Construction Specifications of the Albemarle County
Service Authority and does not relieve the contractor from responsibility for his work as it relates to the plan
and specifications.
The Albemarle County Service Authority requires that a copy of the approved construction plan be on
the job site. It is the contractors responsibility to mark up a copy of the approved construction plan showing
as-built information and provide this data to your client at the completion of utility installation. The final as-built
plan shall be submitted in a digital format.
A preconstruction conference shall be scheduled with the project manager to ensure coordination
and answer any questions. This will be a short meeting to review the project, materials, test methods and
schedule, in order to expedite construction. Please have tht proper party call me at 977-4511 to schedule the
meeting.
This approval is valid for a period of eighteen (18) months from this date. If construction is not in
progress at the end of this time period,the approval shall be void. If you have any questions or if we can be
of assistance, please advise us.

Re: South Pantops Traffic Analysis
Dear Mr. Roel!:
Per your request, enclosed please find our traffic assessment regarding a possible change
in land use development for the Pantops development. Specifically, this analysis looks at the
South Pantops area of development, west of Hansen Road and south of U.S. Route 250 (see
Figure 1). Based on conversations with Mr. Glenn Brooks, Albemarle County, we have been
asked to evaluate the Hansen Road intersections at Route 250 and Abbey Road (primary access
to the development in question). The following evaluation develops updated future traffic
project for these two (2) locations, then analyzes anticipated traffic Levels of Service (LOS) and
turning lane requirements.
Traffic Projections
A comprehensive traffic impact study for Pantops was completed in 1998. Attached
Figure 3 (no enclosed Figure 2) depicts Year 2004 projected background traffic which is used as
the basis of background traffic for this analysis. The site traffic for Pantops is depicted in Figure
4. This is used as the basis of Pantops traffic to be adjusted to reflect the change in a portion of
land use assumptions. Finally, Figure 5 depicts both background and site traffic from that report.
Attached is an October 16, 2002, letter which includes the assumed traffic impact for the
changes in the land uses immediately north of Hansen Road. Table 1 shows the projected traffic
for the specialty retail, hotel, and general office uses assumed in the 1998 report, compared with
the proposed revised uses of a drive-in bank and general office space. Handwritten on the form
is the breakdown of the total peak hour entering and exiting trips. This is utilized later in
generating revised site traffic.
Figure 6 depicts total development of Pantops without the trips generated from the
previous South Pantops parcel (see Table 1). Also, it is important to note that the assumption is
made in this assessment, as well as subsequent ones, that the northbound Route 250 left turn at
Hansen Road will not be permitted. Again, Figure 6 represents the remaining Pantops traffic in

the Hansen Road corridor, to be added to local street background traffic plus new South Pantops
site traffic.
The 1998 study indicates that general Pantops traffic distribution would be based on 50%
of the traffic arriving from the south via U.S. Route 250 (passing through the Interstate 64
interchange), and the remaining 50% approaching essentially from 250 to the north. This 50% is
broken out by indicating 47% approaching literally from Route 250, and the remaining 3%
approaching from South Pantops Road. Based on this general breakdown, Figure 7 depicts the
distribution of South Pantops site traffic onto the Hansen Road area which is to be analyzed in
greater detail.
Based on the trip generation in Table 1, and the traffic distribution in Figure 7, the site
traffic assigned to the Hansen Road network is presented for the A.M. and P.M. peak hours, at
full site development, in Figure 8. Figure 9 depicts total traffic: Route 250 2004 background
traffic from Figure 3, general Pantops traffic from Figure 6, and proposed South Pantops site
traffic depicted in Figure 8. Note also that volumes are shown at the secondary access of Hansen
Road and Rolkin Road, although this intersection is not formally analyzed.
For purposes of capacity and turning lane analysis, Figure 10 depicts the assumed road
geometrics. Note that the northbound Route 250 left turn onto Hansen Road is not indicated.
Accordingly, the only traffic exiting Hansen Road onto 250 will need to turn right onto a third
eastbound Route 250 continuous lane.
At the main site entrance intersection of Hansen and Abbey Roads, all four (4)
approaches are assumed to be comprised of one (1) lane, serving left, through, and right traffic.
The site and Abbey Road approaches are assumed to be controlled by STOP signs.
Capacity Analysis •
Based on Figure 9 volumes and Figure 10 road geometrics, intersection capacity analyses Ii
were performed (intersection "HCM" summary sheets are enclosed). For the A.M. peak all
intersection approaches operate at either"B"or"C"levels of service.
The site exit lane is projected to operate at an "F" service level in the P.M. peak. If an
additional exit lane is provided — resulting in one (1) entering lane, and exiting left and exiting
through/right — then an "E" LOS for the left, and "C" for the through/right result. All other
movements are acceptable levels.
The attached capacity sheets indicate that the Hansen right turn onto Route 250 would

operate as a"C" in the A.M. and "F" in the P.M., if it is assumed this movement is controlled by
a STOP sign, or merges into the Route 250 through lanes, as a yield condition. In fact, this
movement is free flow, turning into a new, third through lane. This P.M. peak hour volume of
235 is well within the capacity of a single lane; the HCM software simply does not evaluate this
condition—that is, it is free flow vs. intersection controlled. Accordingly, the Hansen right turn
should operate very satisfactorily.

Turning Lane Analysis
Based on the previously described projected traffic volumes, left turn and right turn
• analyses were undertaken. For the left turns, Table C-1-2 warrants for left turn lanes on 2-lane
highways, from VDOT guidelines, were utilized. The 40 mph operating speed column was used,
although, clearly speeds will be at much lower levels. Further, this applies only to the east/west
approaches since the north/south approaches are controlled by STOP signs, and the need for
additional through or turning lanes are dictated by capacity analyses. Finally, because certain
"opposing volume" and percent left turn data fall outside the columns presented in Table C-1-2,
the advancing volume value to meet the left turn lane warrant was estimated based on a
reasonable pro-rating of the values.
Results of the left turn lane analysis for Hansen Road approaches at the site entrance are
depicted in Table 2. As can be seen, the warrants for left turns on either of the Hansen Road
approaches are not met.
The right turn lane warrant analysis is based on attached Figure C-1-8, and findings
presented in Table 3. The northbound Hansen Road approach does not warrant a turning lane.
However, the southbound approach, serving the Route 250 traffic turning right into the site, does
meet the warrants for a right turn lane.
In conclusion, the analysis indicates that the following lanes should be added to the road
network depicted in Figure 1:
1. A separate right-turn lane on the southbound Hansen Road approach to the Abbey
Road/site entrance; and
2. A separate left-turn lane exiting the site at Abbey Road, resulting in a site entrance
cross section of one entering lane, and a left only and through/right exiting lanes.
