County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to
act on any VSMP permit by issuing a project approval or denial. This project is apgoved. The
rationale is given in the comments below. The VSMP application content requirements can be
found in County Code section 17-401.
As outlined in letter dated June 1, 2017, an early or mass grading permit may be
permitted after the following approvals are received:
1. Proffer #1 from ZMA 98-20.
This plan is approved, however, a pre -con will not be held and a land disturbance permit will not be
issued until the proffer above is satisfied. Bonds may be posted and DEQ permit acquired at the
applicant's risk.
B. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A S WPPP must
contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. SWPPP Section 2 —Provide a copy of the DEQ coverage letter when obtained. Rev. 1:
Comment addressed.
2. SWPPP Section 7Item 31I—Change second to last word in sentence from "exceptional" to
"impaired." Rev. 1: Comment addressed.
3. SWPPP Section 5—Provide a copy ofthe plans for the previously approved Regional SWM
Facility. Rev. 1: Include the plan showing the design including c -factors, etc. Rev.
2: Comment addressed.
SWPPP Section 9 — Complete and sign the certification. Rev. 1: Comment still valid. Rev.
2: Comment addressed.
5. SWPPPSection l0—PerVAC25-880-70 Part K, provide the persons with the authorityto sign
inspection reports or to modify the stormwater pollution prevention plan. Rev. 1:

C. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.

D. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-403.
1. The plan denotes that an existing stormwater management facility is providing the required
controls. Please provide the following information to document thatthe existing facility satisfies
the stormwater management requirements for this project:
a. County SWM Facility ID Number. Rev. 1: Comment addressed.

b. Design plans, calculations, drainage area map(s), and runoff coefficients. Rev. 1: Provide
approved plan number and plan showing approved runoff coefficients. Must show
that the proposed runoff coefficients meet the approved plan's design. (this was
previously discussed with the county as an acceptable way to show that the existing
stormwater facility can handle the proposed conditions and that the proposed plan
can be grandfathered, but it still must be shown/outlined on these plans) Rev. 2:

c. Engineer's statement that the existing facility and its subsequent use as a SWM is
grandfathered in per 9VAC25-870-48(A) for quantity and/or quality or both for this

2. Per Section 6 of the Albemarle County Engineering Design Standards Manual and Drainage Plan
Checklist, please provide the following:
a. Inlet drainage area map. Rev. 1: Comment addressed.
a. Please demonstrate that concentrated runoff(1 cfs or greater) does not run across the
entrances at Hansen Road or Rolkin Road. Rev. 1: Comment addressed.
b. Drainage for the site and site entrances discharge over land into the existing Rolkin Road
and Hansen Road closed conduit storm drain system. Please demonstrate with appropriate
drainage computations that the spread at the existing curb drop inlet structures remains
adequate. Rev. 1: Comment not addressed. Please show calculations that the existing
pipes can handle the proposed flow. Rev. 2 Comment not addressed. Drainage
areas not sufficient. Provide pipe calculations showing that the existing pipes can
handle the flow from the proposed development. For example, from X3 to El, and
Al to X4, etc. Add these calculations to sheet C10. Rev. 3: Please include the pipe
from C1 towards the existing pond. Also, velocity in all pipes should be kept to a
maximum of 15 ft/s. Rev. 4: Comment addressed.
c. Please demonstrate that the owner of TMP 78-73AB has the right to enter property at
TMP 78-73A1 to adjust existing system drain pipe from existing storm drain structure X2
to new storm drain structure F5 as per this plan. Rev. 1: No disturbance shown offsite
for existing structure X2, however, your comment response letter says that a man
hole will be sticking out a couple feet above the ground? This is not illustrated by
grades or the profile? Please explain/clarify. Rev 2: Why is structure F5 sticking so
far out of the ground? This is not a recommended engineering practice. Rev. 3:

d. The closed conduit storm drain system from new storm drain structure F5 to CS to C4 to
C3 to C2 to Cl is a public system as off-site water from TMP 78-73A1 flowsthrough this
system. This portion of the system is to be placed in an easement. Please provide deed of
easement and plat. WPO plan cannot be approved until these items are recorded. Rev. 1:
Comment still valid. Plat was submitted and is currently under review/revisions.
Deed will be necessary with the plat. Rev. 2: Comment still valid. Provide
information when plat/deed are recorded. Rev. 3: Information to be provided when

e. The new storm drain system discharges into the existing storm drain system at structure

Virginia Code §62.1-44. 15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is approved, and the reasons are provided in the comments below. The erosion control
plan content requirements can be found in County Code section 17-402.
1. The requirements of ZMA 98-20 Proffer #1 shall be satisfied prior to issuance of a grading
permit. Rev 1: Provide a note showing this proffer on the plan. Rev. 2: Comment

2. ARB conditions shall be satisfied prior to issuance of a grading permit. Rev 1: Provide a note

3. Show tree protection fencing on the landscape and grading plans. Please add tree protection
fencing for tree identified as "8 to remain" located to the west of new storm drain structure D1.

7. Please add the symbology for low maintenance ground cover sorghastrum nutans to the E&SC

8. Please provide sediment trapping device (silt fence) on low side of construction entrance or
extend diversion dike to construction entrance. Rev 1: In Phase 1, please extend silt
fence on the northern end up to the construction entrance. The diversion dike will not
work parallel to the contours and the water will likely not make the 90 degree turn.

The VSMP permit application and all plans may be resubmitted for approval when all comments have
been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package
with a completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and the
fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and the

b. Design plans, calculations, drainage area map(s), and runoff coefficients.
c. Engineer's statement that the existing facility and its subsequent use as a SWM is
grandfathered in per 9VAC25-870-48(A) for quantity and/or quality or both for this
project.
d. Copy of recorded Deeds of Easements/Maintenance Agreement between existing SWM
facility owner permitting TMP 07800-00-00-073AB owner successors or assigns the
right to use the existing SWM facility.
2. Per Section 6 of the Albemarle County Engineering Design Standards Manual and Drainage Plan
Checklist, please provide the following:
a. Inlet drainage area map.
b. Please demonstrate that concentrated runoff (1 cfs or greater) does not run across the
entrances at Hansen Road or Rolkin Road.
c. Drainage for the site and site entrances discharge over land into the existing Rolkin Road
and Hansen Road closed conduit storm drain system. Please demonstrate with appropriate
drainage computations that the spread at the existing curb drop inlet structures remains
adequate.
d. Please demonstrate that the owner of TMP 78-73AB has the right to enter property at
TMP 78-73A1 to adjust existing system drain pipe from existing storm drain structure X2
to new storm drain structure F5 as per this plan.
e. The closed conduit storm drain system from new storm drain structure F5 to C5 to C4 to
C3 to C2 to C1 is a public system as off-site water from TMP 78-73A1 flows through this
system. This portion of the system is to be placed in an easement. Please provide deed of
easement and plat. WPO plan cannot be approved until these items are recorded.
f. The new storm drain system discharges into the existing storm drain system at structure
Al in Hansen Road and at an existing structure in Rolkin Road. Please provide
documentation/calculations demonstrating that the pipe downstream has been designed to
handle these contributory drainage areas.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion
control plan content requirements can be found in County Code section 17-402.
1. The requirements of ZMA 98-20 Proffer #I shall be satisfied prior to issuance of a grading
permit.
2. ARB conditions shall be satisfied prior to issuance of a grading permit. Show tree protection
fencing on the landscape and grading plans. Please add tree protection fencing for tree identified
as "8 to remain" located to the west of new storm drain structure D 1.
3. Please provide Albemarle County Engineering General Construction Notes for Erosion and
Sediment Control Plan Notes 12 through 20 on the plan.
4. Please provide deed book and page as well as dimensions for existing storm drain easement
running through property.
5. Please shade all critical slopes (managed slopes shown on County Critical Resources Map).
6. Please add the symbology for low maintenance ground cover sorghastrum nutans to the E&SC
Symbols Legend on sheet no. C6 of 9 of the plans.
7. Please provide sediment trapping device (silt fence) on low side of construction entrance or
extend diversion dike to construction entrance.
8. On Phase 3 E&SC plans, extend silt fence to the entrance at Hansen Road and along Rolkin Road
to a point where the existing asphalt path crosses the storm drain pipe from structures X1 to C1.
9. Please verify that cut or fill balance does not exceed a deficit of 10,000 C.Y. or more.

10. Please show a stockpile location and contractor's staging/parking area.
11. Please adjust sediment trap 1 such that wet volume capacity meets or exceeds 67 C.Y. per acre of
drainage area directed to trap.
12. Please show location of dust control on the Phase 1, Phase 2, and Phase 3 Erosion and Sediment
Control plan sheets.
The VSMP permit application and all plans may be resubmitted for approval when all comments have
been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package
with a completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and the
fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
