COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road,North Wing Charlottesville,Virginia 22902-4596 Phone(434)296-5832 Fax(434)972-4126 Memorandum To: Tom Jones Buddy Weiner cc: James Pierce Craig Kotarski From: Rachel Falkenstein Date: 3/14/16 Subject: TMP 90A1-1D, Boys&Girls Club Pre-Application Meeting Date: 3/7/2016 The following are County staff comments regarding the above noted pre-application meeting.This meeting may satisfy the requirements for the mandatory pre-application.The purpose of for the meeting is summarized below: The purposes for a pre-application meeting are to:(i)provide the applicant and the county a common understanding of the proposed project;(ii)inform the applicant about the proposed project's consistency with the comprehensive plan, other relevant policies, and county regulations; (iii)broadly identify the planning,zoning and other issues raised by the application that need to be addressed by the applicant;(iv)inform the applicant about the applicable procedure;and(v)allow the director to identify the information the applicant must submit with the application, including the supplemental information delineated in subsection(c). Receiving the relevant supplemental information will allow the application to be comprehensively and efficiently reviewed (I)Common understanding of the proposed project • The applicant is proposing an expansion of the existing Boys and Girls Club Southwood Facility site to add additional capacity for the Club. • There is an existing special use permit(SP)on for a community center in R-2 Residential zoning. • The addition of the new building will require an amended SP. • The applicant proposes to add a transportable modular unit so that when the Southwood Community is redeveloped, it can be easily relocated on the site. (ii)Consistency with the Comprehensive Plan • This parcel is designated Urban Density Residential in the Southern and Western Neighborhoods Master Plan which calls for residential uses at a density of 6-34 units per acre as well as institutional uses such as places of worship, public and private schools,and early childhood education centers. • The existing buildings serve as both a community center and Boys and Girls Club space within the Southwood mobile home community. The proposed expansion will allow the Club to expand their enrollment and add needed capacity,as the Club currently has a waiting list for membership. The expansion of the existing Boys and Girls Club facility and community center use is consistent with the Comprehensive Plan recommended land use. 1 4tire **44•1 (iii)Broadly identify the planning,zoning or other issues raised by the application that need to be addressed by the applicant. Important items for consideration with your special use permit application are as follows: • An amendment to the existing SP is required for the proposed use(links to the previously approved SP: approval letter and concept plan). An updated concept plan will be required as well as a narrative about the proposal to include the maximum number of children to be served by this facility. • A parking analysis is needed to ensure adequate parking is available for the expanded use(see attached zoning comments) • We recommend that you contact Jay Schlothauer, Building Official, to make sure the proposed mobile unit will meet building code standards for the proposed use. Contact Jay at 296-5832 x3228. • A site plan or a site plan exception will be required for the proposed use. • If you are requesting a site plan exception,we recommend you submit this request with the SP application so both applications can be reviewed simultaneously. Board approval will be required for a site plan exception (see procedures below). (iv)Applicable procedures • SP Application and associated information: o The proposed use requires the submittal of an SP application and additional information(see below). o The SP flowchart provides information on the flow of review for a SP application. • Community Meeting: o The applicant is required by ordinance to undertake a community meeting process as part of the review of the SP request.See attached Community Meeting Guidelines for more information. o You have the option of working with the 5th and Avon Community Advisory Council to use their monthly meeting as the Community Meeting for this project. o Staff will work with you to generate a list of adjacent property owners that should be notified about the Community Meeting. o Please keep staff informed of the community meeting location and time. Staff will attend the meeting to answer questions, but the applicant is responsible for facilitating the discussion. • Site Plan Exception o To apply for an exception from the requirement to provide certain details in a site plan,submit a written request stating the reasons for the request and addressing findings in section 32.3.5(a)(2). o Submit the Site Plan Application and indicate on the checklist the items you are requesting to not show on the site plan.The same should also be done on the Final Site Plan checklist. (v)Identify the information the applicant must submit with the application,including the supplemental information. • An SP application along with the application fee of$1075, plus the cost of public notice requirements when the application is being processed (staff will provide this fee amount,once calculated). • The application should include the appropriate signature of the owner,the owner's agent, or a contract purchaser(see zoning comments for more information). • Include the attached SP checklist with your application submittal. It will need to be the copy of the checklist that has been completed by staff and filled out by you indicating you have provided the necessary items. • Provide additional items (as listed in the SP checklist), including: o A concept plan showing the location of the proposed building and any other site changes such as parking or outdoor play areas, etc. 2 Sue o A written description of the use. The applicant should provide an analysis of parking demand during a typical peak period of use in order to determine whether or not the current amount of on-site parking is adequate to serve the expected increase in membership and staffing. At a minimum, the analysis should include: • The current number of marked and unmarked parking spaces serving the site • A count of the number of parked cars serving the use every 30 minutes over a 2 hour period of peak use, 2 days a week over a 3 week period • The anticipated increase in the number of members and staffing • An estimation of the number of children and employees walking to the site or taking transit and the staggered nature of pick up and drop off for Boys and Girls Club activities 2. Any proposed changes to the parking area should be reflected on the concept plan to accompany the special use permit 3. The applicant should review the Authorized Signatures section of the Land Use Law Handbook to identify who is eligible to sign the special use permit application on behalf of Southwood LLC. 4
