The expansion would expand the number of students served from 120 to 200 on a per day basis. The parking study was conducted during the week of September 1 I, 2016 and included parking counts for the existing facility during pick up over 30 minute increments. Additionally trip data from the Institute of Transportation Engineers (ITE) Parking Generation, 4th edition,was used to further inform the overall study. The parking study was performed during pickup, versus drop off, as nearly all students arrive at the Boys & Girls Club facility by bus and are dropped off at the curb. The data provided in Table I below shows the parking counts during the peak pick up period, between 4:00pm—5:30pm. Time Vehicle Count Dates 9/13/2016 9/14/2016 9/15/2016 4:00pm 13 18 14 4:30pm 16 20 18 5:00pm 20 26 21 5:30pm 15 15 15 Table 1: Field Verified Parking Counts Per the field data gathered for the parking study the peak parking required on a per student basis was at a rate of one parking space per 4.62 students (120 students/26 vehicles). However, this rate appears to be an outlier as it is nearly 20% higher than any other count. Using the next highest count of 21 vehicles, the parking space ratio of 120 students to 21 vehicles, yields a parking rate of one space per 5.71 vehicles. Looking to the ITE Trip Generation Manual there were a couple of options as it relates to after school programs. The first was based on the number of employees, at a rate of 1.38 vehicles per employee. The other was based on square footage, with a rate of 3.16 vehicles per I,000 square feet. Based on the addition,which totals 2,736 square feet and will require an additional 6 staff members,the ITE Trip Generation Manual yields a need for an additional 9 spaces for either criteria. Per the parking study, a club with 200 students, based off the 5.71 parking spaces per student would yield a need of 36 parking spaces. Based on the ITE data and the field surveyed data, the 40 parking spaces shown on the Application Plan should be sufficient for the addition to the Boys&Girls Club Southwood location.
