In response to the Planning Comments, 1. Staffing arrangements during active campground use: A full staff are on site during business hours (typically 7am to 7pm). After business hours there is one staff member on site at the main office from 7pm to 7am on weekends and busy week days. The staff member may be in the staff quarters above the livery late nights but is on site and aware of noise from the campground as well as making regular trips through the campground to check on campers. There is a posted notice on the front door of the livery with the managers (my) direct number as well as numbers and directions for hospitals and law enforcement. 2. Anticipated flooding actions: Thanks to large sources of data, we can closely monitor and anticipate flooding in our area. We watch several radar, precipitation, forecast, river gauge and hydrological prediction services closely during our season and have seen the river rise many times. Depending on the severity of the anticipated flooding we move all picnic tables and johns back across the tracks to higher ground where they are chained and where they can be moved again if the river continues to rise. If it looks like the rise will continue we have a plan in place (which has been implemented several times before) to move all equipment to even higher elevation up the road. I personally have made these moves in the dead of night and it can be done quickly and effectively at short notice. However as I noted, given the fore casts it is rare that we have less than 24 hours to execute. We shut down operations when the river level reaches 6 ft on the Scottsville gauge. The river does not reach the road or start bleeding into the campground until a little over 15 ft. and does not cross the tracks untill 22 ft. (historic flood levels), giving us ample time to act. The applicant must now pay the required fee for this application to be further processed for review. The fee required for SP -2017-00004 is $1075.00 Please provide a check to the front office staff in the Department of Community Development for the amount noted above, payable to the "County of Albemarle," by no later than Tuesday, August 11`, 2017 If this fee is received after Tuesday, August 15` then your application will be processed with the next round of application submittals. Please note that there will be at least one public hearing by the Planning Commission and one public hearing by the Board of Supervisors. Virginia State Code requires that notice for public hearings be made by publishing a legal advertisement in the newspaper and by mailing letters to adjacent property owners. Therefore, at least two fees for public notice are required before a Special Use Permit may be heard by the Board of Supervisors. The total fee for public notice will be provided to you after the final cost is determined and must be paid before the application is heard by a public body. Staff estimates the total cost of legal advertisement and adjacent owner notification to be between $400 and $450 per hearing. This estimate reflects the average cost of public notice fees for Special Use Permit applications, but the cost of certain applications may be higher. If applicable, any fees for waiver/special exceptions will be required at the time the additional fees noted above are calculated. The current fee for a special exception is $457.
