Hi Chris and Ashley,
I'm writing to follow up on the fee payment for the temporary road connector SP amendment(see below). After
checking with four intake specialists who are here today, they all confirmed that they have no record of receiving the
fee payment as of yet.
CDD will need to receive that fee payment before the end of the week in order to run the Legal Ad / notice of public
hearing on Monday (10/9). If that doesn't happen, my understanding is that the PC hearing will have to be postponed
from 10/31 until sometime in November.
I'm including Elaine on this message, as I will be out of the office on Friday and Monday, just in case the situation
doesn't get addressed prior to my departure.

Hello Ashley and Chris,
I'm forwarding the application fee information (below) for you to pay at your earliest convenience ($2,151.00 total).
Stephanie explained to me that typically there are two fee payments—one in the beginning for the application, and
then another payment later in the process for the cost of publishing the legal ad(s). However, in this case, it can be just
one consolidated payment in the beginning (due to this application being expedited and the compressed timeline that
results).
Stephanie also noted that this is the total fee payment for this application, unless a hearing is deferred at your request
which results in the need to re-advertise the legal ad.

Subject: The SP vs the ZMA - Birdwood/Boars Head
Hi all,
I think this was our conclusion regarding where the (potential)approval for the temporary connector road lands:
The SP is for Birdwood as a temporary connection. Boars Head does not need to apply for anything legislative for the
temporary connector(although we may want the owner of Boars Head to affirm permission to make the temporary
connection).
For the permanent connection, a rezoning and SP amendment are both needed.The Boars Head rezoning is needed
because there is a proffered plan and residential units potentially affected by circulation changes.The Birdwood SP
change is needed because the light would be moved there, also changing the circulation pattern.
Please advise if I have this wrong or more info is needed. Eventually,we need to provide it to UVAF/Valerie.

Interdivisional Meeting: SP-2o17-00023 (Birdwood— Boar's Head Temporary Connector Road)
September 29, 2017
VDOT:
• Applicant needs to provide a special event Maintenance of Traffic(MOT) Plan,to include a
"parking plan"as well as a"traffic control plan" involving monitoring and assistance with turning
motions to mitigate traffic issues at intersection with US 250 during arrival periods
• VDOT indicated there are no problems with postponing discussions about possible future
signalization(or other intersection improvements) at Golf Course Drive and US 250, until such
time that the UVAF is ready to proceed.
o With regards to potential future development,VDOT indicated initial support for a
"signal swap"from Ednam Drive to Golf Course Drive; however,the addition of a
new traffic signal at Golf Course Drive without removal of the existing signal at
Ednam Drive is not supported by VDOT.
• Adding a new signal without removing an existing signal would not be
congruent with traffic management goals in the STARS Corridor Study.
• Additionally, if the Golf Course Drive intersection becomes signalized when
it becomes the new main entrance into Birdwood and Boar's Head,the
existing warrant for a traffic signal at Ednam Drive would likely disappear
due to the overall change in traffic patterns on that corridor.
ACSA:
• ACSA indicated there are"quite a few concerns"with this proposal, and how this proposal relates
to separate proposed projects that are also in process. Specifically, conflicts were noted between
the existing water main and the proposed grading, stormwater infrastructure, and landscaping.
• ACSA also noted that issues with the existing water line have been identified during recent reviews
of the UVA Squash and UVA Golf site plans.ACSA expressed the importance of reviewing these
projects holistically, and noted that it may be necessary to require a utilities master plan to be
prepared and submitted to ACSA.
• ACSA noted specific issues with the existing 6"water line along Berwick Drive. He noted these
issues have been previously identified, and ACSA has requested revised modeling and associated
data to reflect the existing 6"water line. (Previous modeling and analysis used a 12"water line,
which is incorrect.)
• Either a partial upgrade or a full replacement will be necessary. Revised/ corrected modeling is
necessary before ACSA can determine the location and extent of required water line replacement.
• ACSA also noted that no expansions or new development are to be permitted at the Boars' Head
Sports Club without this existing 6"water line being replaced along Berwick Road, as it is now
considered undersized and unable to accommodate increased demand/service. Fire Rescue
corroborated this important detail, noting that the existing Sports Club facility is close to being
"short on fire flow requirements."
• ACSA indicated the need for the applicants to confirm the similarities or discrepancies between
the currently-proposed (temporary) road alignment and the future (unrestricted/ permanent)
road alignment.
CDD-Engineering:
• Engineering will provide technical comments upon separate submission of required plans (WPO
Plan, Road Plan, etc.).
• All questions involving the required WPO Plan's relationship to other WPO Plans currently under
review(including but not limited to WPO-2o17-00038 or WPO-2o17-00031) need to be directed
to the County Engineer.
RWSA:
• "RWSA has reviewed the provided materials for the Boar's Head Temporary Connector Road
(SP2017-23)and does not anticipate any impact to existing or planned RWSA facilities."(9/27)
CDD-Zoning:
• Zoning and Planning will coordinate further on how the recommendations for this current SP
Amendment request relate to the SP Amendment that was recently approved with conditions (SP-
2017-00009).
• Zoning and Planning will coordinate further on procedural details and permitting requirements,
with regards to this current SP request and possible future permitting requirements with
anticipated future SP Amendment requests.
Fire-Rescue:
• "The proposed gate will require a Knox Pad lock for emergency access when closed."(9/25)
• Fire flows must be improved,based on field tests that were conducted prior to the original WA
Squash facility addition.
• There should be no new development of the Boar's Head Sports Club facility without establishing
a second entrance.
