Provide a planting plan for the mitigation. Please refer to the Mitigation Plan checklist here. (Rev. 1) Comment addressed. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ Engineering Review Comments Page 3 of 3 database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. Add a note to the plans and calculations stating the total drainage area of Moore's Creek at each outfall versus the drainage to that outfall to show Channel Protection compliance (1% rule). Entering a floodplain does not provide compliance under 9VAC25-870-66.B.4. (Rev. 1) Comment addressed. Acknowledged. 5. Provide more detailed depictions of the proposed outfalls showing how the endwalls and riprap will be set into the bank and verification from the Army Corps (Vini Pero)that they are acceptable. (Rev. 1) Comment not addressed. Per emails with Timmons, the next submittal should address this. (Rev. 2) Comment addressed. Acknowledged. D. Erosion and Sediment Control Plan (ESCP) 1. If possible, the proposed permanent storm pipe should be installed first and used as the basin's outlet. (Rev. 1) Comment addressed. Acknowledged. 2. (Rev. 2 comment) Show the proposed Level Spreader on the plans. Provide a detail/narrative on the plans stating that the basin will be tied into the storm system as soon as possible per email to Andrew on 6/7/18. Plans have been updated to reflect revision to sediment basin outfall to include level spreader. Sequence of construction has been modified to reflect that the basin should be tied to the storm system as soon as possible. E. Mitigation Plan 1. Provide a planting plan for the mitigation. Please refer to the Mitigation Plan checklist here. (Rev. 1) Comment addressed. Acknowledged. We have included hard copies of the plans and calculations for your review. We recommend waiting until site plan comments have been issued to ensure that no major changes to the site design are required. A letter of nutrient credit availability has been provided on Sheet C6.0. 3. The VRRM worksheet was difficult to read. Please provide a larger copy(or email me the excel file). Acknowledged, a digital copy of the VRRM worksheet will be provided for your use and review. 4. Add a note to the plans and calculations stating the total drainage area of Moore's Creek at each outfall versus the drainage to that outfall to show Channel Protection compliance (I% rule). Entering a floodplain does not provide compliance under 9VAC25-870-66.B.4. The total drainage area for Moores Creek is 22,465 AC. I% of this drainage area is 224.65 AC. Site area contributing to Moores Creek is 6.54 AC. Calculations have been updated. See Sheet C6.0 for additional information. 5. Provide more detailed depictions of the proposed outfalls showing how the endwalls and riprap will be set into the bank and verification from the Army Corps (Vini Pero) that they are acceptable. Per discussions with Frank Pohl, the outfall location has been moved uphill outside of the floodway. D. Erosion and Sediment Control Plan (ESCP) Virginia Code 62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17- 402. I. To prevent erosion, the sediment basin outfall should not release the flow at the top of the slope. If possible, the proposed permanent storm pipe should be installed first and used as the basin's outlet. The proposed sediment basin outfall will utilize a portion of the proposed storm sewer pipe system that connects to the end wall and riprap directly adjacent to Moores Creek eliminating the concern for any additional soil erosion. E. Mitigation Plan I. Provide a planting plan for the mitigation. Please refer the Mitigation Plan Checklist. See Sheet L.OI the mitigation planting plan. The mitigation plan checklist has also been provided for your review. Nue sod We have included PDF copies of the plans and calculations for your review.
