N. Chesterfield, VA 23237 RE: ARB-2018-132: Christian Aid Mission, freestanding sign (TMP 07600-00-00-05500) Dear Mr. Lee, I have reviewed the above -noted application. The following revisions are requested to make the proposal consistent with the Entrance Corridor Guidelines: 1. Revise the landscape plan to show that all proposed shrubs will be planted at 24" height minimum. 2. Andora juniper is not an approved shrub species on the Albemarle County Recommended Plants List. Choose a species that is on the approved list, which can be found at: http://www.albemarle.org/upload/images/forms_center/departments/Community Development/fo rms/S ite_Plan_Annlications/Plant_List _Approved _Species _04_21 _03 .pdf Staff is concerned that the proposed sign location will not allow for sufficient landscaping as it is proposed in this application and that the proposed sign location may conflict with utility easements if such exist. Therefore, staff sought the guidance of the Architectural Review Board at its November 5, 2018 meeting (the action memo is enclosed). The ARB named the following conditions: 1. Submit a more detailed site plan to clarify site constraints, including any easements. 2. The color of the post and the cabinet frame should be a matching, neutral color instead of blue and white, respectively. Please respond by email within 15 days of the date of this letter indicating whether you will or will not proceed with these revisions. Your decision to make the revisions will suspend the 60-day review period associated with your original submittal. If you choose to complete the revisions, please email the revised drawings to me. If you choose not to proceed with these revisions, staff will be unable to approve your application. Failure to respond to this letter shall be presumed to be a request to proceed to action on the application without further revisions. If you have any questions about this action, please contact me as soon as possible. SDP-2017-21: Malloy Ford dealership, LOR #1: landscaping change Mr. Wardell recused himself from this discussion and left the meeting at 1:06 p.m. He said this is a project our firm is doing on the building architecture. After considering the proposal, it was the consensus of the ARB that the revised display parking layout would be acceptable if the trees on the west side of the display lot were evenly spaced across the lot. Mr. Wardell returned to the meeting at 1:15 p.m. b. ARB-2018-132: Christian Aid Mission sign After considering the new sign proposal, it was the consensus of the ARB that the sign would be appropriate if the power easement could be avoided, if there was sufficient space in the proposed location to erect the sign and install landscaping, with the following conditions: 1. Submit a more detailed plan to clarify the site constraints, including any easements. 2. The color of the post and the cabinet frame should be a matching neutral color instead of blue and white, respectively. c. ARB-2017-43: Mechum's Trestle: Paint colors After considering the revised paint colors, it was the consensus of the ARB that either shade of gray (Benjamin Moore 685 Ambler Slate or 680 Mopboard Black) was acceptable for the brise soleil, canopies, parapet coping, and window and door trim. d. Next ARB Meeting Staff reported that the next ARB meeting was scheduled for Tuesday, November 13, 2018. e. John Warner Parkway and Rio Road Entrance Corridor Proposal Staff reported that the Planning Commission recommended approval of adding the John Warner Parkway to the Entrance Corridor Overlay District. f. Discussion of Guidelines Revision — Put on agenda at next meeting as discussion item. The ARB discussed the need for updating the Entrance Corridor guidelines and asked for the topic to be added to the next meeting agenda with points of discussion to include: 1) steps required to revise the guidelines, 2) creating corridor -specific guidelines, and 3) adding guidelines for types of development that weren't originally addressed in the guidelines. Unfortunately, your application is missing the $129.00 ARB review fee and I cannot resume review of this sign permit application until that fee is remitted (please see the letter attached). Please remit payment directly to the intake staff; if you have questions about remittance, please contact the intake staff directly at 434.296.5832. For future reference, the only time an ARB review fee is waived is when a) the sign is not in the Entrance Corridor, or b) when there is a Comprehensive Sign Plan for that parcel. This sign will be in and visible from the Entrance Corridor and there is no Comprehensive Sign Plan for this parcel, hence the fee is required. Those parcels which do have Comprehensive Sign Plans can easily be referenced on the ARB website, under the heading ARB Comprehensive Sign Criteria. I am sorry that this error was not caught earlier, because otherwise your application is complete and I appreciate the thoroughness with which you met all the requested information and materials. Although I have not reviewed the application, I have checked it for its completeness and I could not miss that you are requesting a pole sign. Pole signs are not encouraged forms of freestanding signs in the EC; monument signs are preferred. I am pasting a hyperlink to the Entrance Corridor Sign Guidelines here so that you may read the language on freestanding signs. I have also cut -and -pasted that language below: 8. As the language states, existing site conditions should be the determining factor; as such, you may wish to provide photographs of the proposed sign placement of the sign as seen from the EC, which is 5th Street Extended.
