Frank, In regards to the first comment, referring to the Albemarle County Design Standards Manual, a Special Use Permit for fill in the FEMA floodplain requires certain information for review. If you'll recall our conversation from our meeting in March, we did not conduct a traditional floodplain study. Instead, we calibrated our computer model to mimic FEMA's floodplain information thus reducing variables and possible miscalculation. This seemed to be an approach you were on board with, as long as we provided both FEMA's information (including the stream profile with elevations) and our computer model information for review. Bottom line, I understand if a full floodplain study is required. But that seems like an excessive amount of work just to prove that we're not in the floodplain and therefore wouldn't even need to do a study. Which actually reminds me, the FEMA map has a floodway delineated for this stream and its policy in such a scenario is that any encroachment into the floodplain is permitted without requiring any impact study as long as the encroachment remains out of the floodway. The proposed plan does not encroach the delineated floodway, so would this study even be required in the first place? Thanks for all of your help Frank, I appreciate it. COMMENTS 1. Refer to Albemarle County Design Standards Manual for permitting requirements. 2. Provide a set of drawings showing all proposed development/work within in the floodplain, including grading, stream crossings, etc.. Include a copy of the ZMA plan. 3. Show the Flood Hazard Overlay District information (limits of the floodplain, floodway, flood elevation, FIRM panel #, and the flood zone) on the drawings. 4. Provide hydraulic/hydrologic calculations/modeling performed and the mapping presented at the pre - application meeting. 5. Provide a detailed narrative explaining what is proposed, the discrepancies in the current mapping and what you have claimed to be existing conditions, and how the proposed improvements will not affect the floodplain. 6. Provide two (2) copies of all submitted documentation (except for the model, which can be submitted on one CD). 7. Reference the full zoning approval number (ZMA200400024) and the WPO number that is currently under review for this impact.
