Hi Peter,
I just reviewed your revised drawings and I have two additional requested changes:
1. The sizes of the parking spaces on the west side of the display area have changed due to the reorganization of
planting beds. You now have (18) spaces with lengths above 18' (there are no dimensions of 18' by the way; 19'
is the shortest length of those 18 spaces) spaces and (2) spaces with lengths below 18' (14.5' and 16'). If you
continue the same nomenclature, revise the labels under "variable length display spaces" to read (18) 10' x 19'+,
(2)10'x14'+..
2. Revise the plant schedule to only include the proposed/extant vegetation in the display area OR within the
Limits of Revision.
a. Retitle the landscaping schedule to reflect that it is for that area of revision only
b. Correct the following quantities in the landscape schedule:
i. There is only 1 Armstrong Red Maple in the Limits of Revision, but 4 if you continue to include all
that are visible on the page
ii. There are only 2 Willow Oaks visible on the page/within the limits of revision
iii. There is only 1 European Hornbeam visible on the page and none within the limits of revision; if
you revise the table to only reflect those trees, shrubs, and groundcover within the limits of
revision rather than what is visible on the page, excise this European Hornbeam from the table
altogether.

RE: SDP2017-21 Malloy Ford Minor Amendment — Letter of Revision #1
Dear Mr. Shimp:
Your Letter of Revision application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. Reproduce the drawings to scale. When a 1" = 20' scale was compared to the scale bar, the two did
not align:

2. Correct Sheet 1 Site Plan to state that there are six (6) 10' x 12' display spaces on the eastern edge
of the display parking area, not 6-12'x'18' Display Spaces.
The LOR submission was submitted to Engineering, Zoning, and the Architectural Review Board staff for
their comments.
Engineering (comments provided by Frank Pohl)
1. With 10 -foot wide display parking spaces, the travelway in the display parking area may be
reduced from 24 -feet wide to 20 -feet wide.
Zoning (comments provided by Francis MacCall)
1. Identify striped display spaces that may display more than one vehicle on Sheet 1 Site Plan. Note
that the approved concept plan with SP2016-11 illustrates 55 parking spaces, the maximum
allowed under the current SP.
ARB (comments provided by Heather McMahon)
1. The sixth condition, subsection c., of the Special Use Permit (SP2016-11) for Malloy Ford
Outdoor Storage and Display states that "Ground cover shall be provided continuous
throughout the north, east and south sides of the front display area." Illustrate the approved
groundcover (Liriope spicata) on Sheet 2 Landscaping Plan.
2. Include a plant schedule on Sheet 2 Landscaping Plan that provides the symbol, species,
common name, quantity, and caliper at planting for those trees, shrubs, and groundcover
proposed/previously approved in the display area.
3. An ornamental tree on the southeast corner of the display area is positioned directly over the
proposed sewer line. Engineering staff recommends a minimum distance of seven feet (7')
between the center of an underground utility line and the center of a proposed tree. Ensure
there are no conflicts between proposed trees in the display area and proposed/extant utilities
without reducing plant quantities.
4. Evenly disperse the vegetation along the Entrance Corridor to reduce gaps. Space the large
shade trees 35 -feet on center and intersperse with ornamental trees and shrubbery.
5. Rectify the error at the northeast corner of the display parking area, in which a shrub is shown in
the asphalt parking area rather than in the abutting landscape area.
In addition, ARB staff presented the proposal to the Architectural Review Board for comment and
guidance at its November 5, 2018, meeting (action memo enclosed). The following comments was made
by the Architectural Review Board:
1. Revise the landscape plan to show the trees on the west side of the display lot evenly spaced
across the lot.
ARB staff has since discovered that the proposed square footage of the display area (14,325 s.f.) is an
increase of 2,251 s.f. from what was approved in the final site plan (12,074 s.f.), and the increase is at
the expense of the planting areas at the eastern and southern perimeters of the display area. Please
note that staff will ask the ARB for comment and guidance on this issue at the November 13, 2018,
meeting. Note also that the parking calculations should be adjusted to accurately reflect the change in
display area.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the applicant fails to submit
a revised final site plan to address all of the requirements within six (6) months after the date of this
letter the application shall be deemed to have been voluntarily withdrawn by the developer.

OTHER BUSINESS
a. SDP -2017-21: Malloy Ford dealership, LOR #1: landscaping change
Mr. Wardell recused himself from this discussion and left the meeting at 1:06 p.m. He said this is a project
our firm is doing on the building architecture.
After considering the proposal, it was the consensus of the ARB that the revised display parking layout
would be acceptable if the trees on the west side of the display lot were evenly spaced across the lot.
Mr. Wardell returned to the meeting at 1:15 p.m.
b. ARB -2018-132: Christian Aid Mission sign
After considering the new sign proposal, it was the consensus of the ARB that the sign would be appropriate
if the power easement could be avoided, if there was sufficient space in the proposed location to erect the
sign and install landscaping, with the following conditions:
1. Submit a more detailed plan to clarify the site constraints, including any easements.
2. The color of the post and the cabinet frame should be a matching neutral color instead of blue and
white, respectively.
c. ARB -2017-43: Mechum's Trestle: Paint colors
After considering the revised paint colors, it was the consensus of the ARB that either shade of gray
(Benjamin Moore 685 Ambler Slate or 680 Mopboard Black) was acceptable for the brise soleil, canopies,
parapet coping, and window and door trim.
d. Next ARB Meeting
Staff reported that the next ARB meeting was scheduled for Tuesday, November 13, 2018.
e. John Warner Parkway and Rio Road Entrance Corridor Proposal
Staff reported that the Planning Commission recommended approval of adding the John Warner Parkway
to the Entrance Corridor Overlay District.
f. Discussion of Guidelines Revision — Put on agenda at next meeting as discussion item.
The ARB discussed the need for updating the Entrance Corridor guidelines and asked for the topic to be
added to the next meeting agenda with points of discussion to include: 1) steps required to revise the
guidelines, 2) creating corridor -specific guidelines, and 3) adding guidelines for types of development that
weren't originally addressed in the guidelines.
ADJOURNMENT
The meeting was adjourned at 1:48 p.m. to the next ARB meeting on Tuesday, November 13, 2018 in Room
241, Second Floor, County Office Building at 1:00 p.m.
