HomeMy WebLinkAboutSUB201800158 Review Comments Final Plat 2018-10-25County of Albemarle Department of Community Development Memorandum To: David Jordan From: Tori Kanellopoulos- Planner Division: Planning Services Date: October 25, 2018 Subject: SUB-201800158 Glenmore K2C-II Phase 2- Final Subdivision Plat The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] Planning 1. [14-302(A)(4)] Private easements. Provide the deed book and page number for all private easements. 2. [14-302(A)(9)] Building sites on proposed lots. Add a note to the first sheet: "Each proposed lot contains a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance." 3. [14-302(B)(5)] Zoning classification. According to the County's GIS website, TMP 93A5-R is not in an Entrance Corridor, therefore that reference should be removed from Sheet 1. 4. [14-302(B)(5)] Zoning classification. Side setbacks should be listed 10', not 15'. Please list the reference for this change. The original PRD rezoning has 15', however the approved preliminary subdivision plat has 10'. 5. [14-302(B)(5)] Zoning classification. Revise note: According to the County's GIS website, the steep slopes for TMP 93A5-R are preserved, not managed. 6. [14-302(B)(5)] Zoning classification. Provide a table of dwelling units to show how many have been completed and how many will be completed for K213, K2C and K2C-II (as these are all under the same ZMA200600016), and as the total for these Phases is 110 dwelling units. 7. [14-303(G)] Ownership of common areas. Include a note to indicate that `Glenmore Partners [or other name of the HOA]' will be the owner of all common/open areas and shall maintain them. Also include a table showing the amount of open space in Phases 1, 2, and 3. 8. [14-317] Instrument evidencing maintenance of certain improvements. Before final approval, the roads for Phase 2 and the equestrian trail in Phase 2 will need to be bonded. Please provide a private street maintenance agreement for the roads. 9. [ZMA2006-016 Application Plan and SUB201600061 Road Plans] As part of the rezoning, equestrian trails in the open space were shown/required. The equestrian trail is shown on SUB201600061 Road Plans for Phases 1-3 for K2C-II. Engineering may have comments on the location of the trail in Phase 2, as it may overlap with the proposed stormwater management facility adjacent to lots 44 and 43. Fire Rescue 1. Cul-de-sacs shall be 96' to allow for emergency apparatus access and turn around. This will be a requirement of any site or road plan submittal. 2. Street widths shall provide for a minimum of 20' of clear, unobstructed travel width. Acceptable widths can be discussed during site or road plan approval based on the designed on -street parking, if any. VDOT 1. No Objection Engineering Sheet 3 1. C21, Add `(Total)'. 2. North subdivision boundary line segment: Please revise 212.57' (Total) to read 243.80' (Total). Sheet 4 3. Lot 46: Label SU 4. SSE5-X, E of Lots 45, 46: Label line segment distances (totaling 173.80'). Sheet 6 5. Provide Forest /Open Space easements. Engineering anticipates 23.60 Ac. of Forest /Open Space easement to be recorded with Glenmore Subdivision K2C-II, Phase 1 and 2. (Ref. Attached email to Shimp Engineering, P.C., 10/8/2018 5:01 PM. See also WP0201600008.) 6. Recommend PDE between Lots 39 and 40. 7. Confirm no preserved slopes lie on portion of parcel to be subdivided. 8. Provide and label SWM Facility Access easement to `Detention E,' east of Lots 43, 44. Ref. Albemarle County Design Standards Manual (ACDSM), p. 12, Best Management Practices for SWM for access requirements (below). Bert Management Prnetires for 5tormwater Management. All practices must have adequaic vehicle access; 10' width graded at less than 201%. Anything over 20% must be surfaced with gravel or pavement. Coordinate Deed with Engineering to accompany permanent drainage and SWM facility easements (ref. ACDSM, link: http://www.albemarle.org/department.asp?department=cdd&relpage=4447; pg. 15) c. Drainage easements are to be labeled on plans and plats, "Drainage Easement" and "dedicated to public use". d. Drainage easement plats must be accompanied by a deed. Standard deeds are provided by the Count Attorney, along with administrative guidelines. Provide and label SWM Facility Access easement to `Detention B,' west of Lots 15, 16. 11. Provide and label SWM Facility Access easement to `Detention A,' east of Lot 13, since not provided with plat recorded at DB 4946 PG 11-44. Ref.
