Subject: SP201800015 I Albemarle Montessori School 1 2nd round zoning comments
Please consider the following comments regarding the above SP application:
The applicant has proposed that the new Montessori school will use the playground currently in
use by the Montessori daycare center at the neighboring parcel TMP 42B2-01-2B. The
increased number and higher ages and sizes of the children in primary school grades may
require larger or different play equipment and a larger size of playground. The applicant should
address this aspect of playground use. Comment has been addressed. See Proposed
Condition #5.
2. The applicant's proposed traffic pattern to circulate around the bullding will require a
designated curbside pickup and drop off location, which must be shown on a general concept
plan. This pickup and drop off location will likely reduce the available number of parking spots,
but may not reduce the available parking spots below the required parking numbe° Comment
has been addressed.
3. Applicant needs to address the parking considerations for afterschool or special events
activities, such as parent association meetings, family days, student presentations and
performances, etc. Please provide the total parking available and the total parking required in a
-`• •-'v The provided parking study lists a total of 40 maximum children and 4 staff, with
a suggested 1 parking space per 1 child for visitor parking and 1 pick-up/drop-off space per 8
children, for a total of 13 required spaces. See proposed Condition #6.
4. The narrative provided asserts that parents will pickup their elementary aged children between
12 noon and 5:45 pm. Please address this, as a day ending at 12 noon would not provide a full
day of school Comment has been addressed.
Proposed Conditions include:
1. The maximum enrollment shall be forty students.
2. The school's hours of operation shall not begin before seven fifteen a.m. and shall not continue
later than five forty-five p.m. Classes shall not be held on Saturday or Sunday.
3. Occasional afterschool or special events activities may occur on or after five forty-five p.m.
Monday through Friday, and at any hours on Saturday and Sunday.
4. There shall be no outdoor amplified sound associated with this use.
5. No more than twenty-five children enrolled in Albemarle Montessori may be on the playground
at one time. This number includes the children in both the elementary school and preschool.
6. Parking will be calculated at a required one space per employee, plus one visitor's space per
twelve children, and one pick-up/drop-off space per eight children. The permitted forty student
enrollment will require thirteen parking spaces.
7. Parking on Insurance Lane and Hollymead Drive during afterschool, weekend, and special
events at the school is prohibited.
