Zoning approved the permit on 11/8. Jeff Baker was the reviewer. Left a message for Bart last Friday requesting
information as to why replacing the face panel is no longer a refacing permit. Got no call back.
Beth. Go ahead and submit new drawings as planned. Maybe one day we will get a clearer explanation from Zoning
about refacings.

Just to let you know, Bart Svoboda in Zoning has re-evaluated this application and considers it a replacement or new
sign, not a refacing. If there is an adjustment in fees necessary, I assume he will be in touch with you.
Also, I still plan to ask the ARB for guidance on the landscaping issue at Tuesday's meeting, but after conferring with
Margaret this morning, while applicants have labeled "grass" as a landscape choice on their applications, there has not
been in an instance in our collective memories of grass being accepted as being in compliance with the landscaping
criteria of the sign guidelines.

The ARB meets on Tuesday, November 13; 1 can ask their guidance as to whether grass is an acceptable level of

Hi Heather,
Let me know what you find out. Stewart Wright indicated to me that this application would be considered a refacing.
The sign panel will be fabricated from 1" thick carved PVC, painted text and border, but vinyl for the small logos due to
the gradient.
In the past it was acceptable to indicate that grass would be surrounding a freestanding sign. My client does not wish
to add to their existing maintenance work load by landscaping the base of the sign. There's nothing worse than a
poorly tended landscape bed. I understand the objective of the ARB, but I also understand my clients wish to keep
things simple. Will the ARB still be considering "grass" as an acceptable level of landscaping?

Hi Beth,
Typically, a "refacing" is when new vinyl is applied to an existing cabinet. As I understand it, this is a replacement sign
using existing posts. I will verify with Zoning whether my interpretation is correct. If it is, I think this is the opportunity
to ask for the iandscaping we now ask for all monument signs in the Entrance Corridor; I am not sure how, when this
sign was first approved in 2006, landscaping was missed or if it was not installed, but I will research the ARB files for an
answer.
I assume that the materials of the sign and posts are wood, and since the letters are carved, they are painted — no vinyl
applique, correct?
Lastly, I had asked for a site plan because I do not know on which of the two entrances to NRAO's parcel/site this sign is
positioned from the photograph you submitted, and I wanted to make sure it was visible from the EC before going any
further. But a quick look on Google Streetview shows that it is clearly visible, so you may disregard that request (unless
Zoning staff wishes to verify that it is suitably set back from the right-of-way, but if that's the case, the Zoning reviewer
will let you know).

I received your letter regarding NRAO's freestanding sign permit application (ARB -12018-143). This permit is to reface
an existing freestanding sign. I just wanted to confirm the scope of work, as I am not usually asked to provide a site
plan or landscaping plan for existing signs. Attached is a photo of the existing sign. I do not plan to alter or modify the
sign location, structure or landscaping.
Also attached is an updated rendering with the colors listed. Please let me know if you need anything else.

Dear Ms.Robinson,
We have received your above-referenced sign application. Your application was incomplete.We cannot
begin review until the missing information is submitted. The following items were missing from your
submittal:
1. Provide a site plan or latest approved plat showing,to scale,the proposed location of the sign with
dimensions as well as the distance from the sign to the property lines and/or edge of the VDOT right-of-
way.
2. Identify all proposed materials and colors on the sign drawing. Include standard color ID numbers
(Pantone,Benjamin Moore,Acrylic,etc.)for all materials,text, graphics,base, faces,trim caps,returns,
etc.
3.Provide a site plan showing proposed landscaping around the sign, including botanical names and
planting sizes.
Please re-submit your sign drawings,including the missing information. (You may email the revised
drawings to me at hmcmahon(a,albemarle.org or send the copies by U.S. mail.)If the missing items are
received within 15 days of the date of this letter,we will proceed with review, and the submittal date will
be adjusted according to the date of your resubmittal. If the missing items are not received within 15 days
of the date of this letter,the application will be denied and a new fee will be required to submit a new
application.
