Subject: SDP -2016-060 Rivanna Village Block A Villas- Final Site Plan
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Requirements:
1. [32.5.2(1)] A plat and associated deeds will be required for all easements prior to final
site plan approval. If not contained in open space, all trails should be within easements.
2. [ZMA201300012 Proffer 8, Code of Development Section 5.4.1] Landscape Buffer along
Glenmore Way. On the final site plan depict the amount of disturbance and the grading
required for the installation of the trail. This does not appear to be shown even though
indicated in the response letter that it was added.
3. [32.7.9] Street trees and other required landscaping. Even though the street trees and
other landscaping are shown and provided on the road plans, include the number
required vs provided on the site plan. You can reference the road plan application
number as well for this. Also, tree canopy required vs provided has not been shown.
4. [32.7.9] Provide a filled out and signed tree conservation checklist on the landscape
plans.
5. [32.5.2(n); COD] Label the material for the 6' trail. Per the code of development this
should be asphalt. Also in the label, include the sheet number where the detail can be
found.
6. [ZMA2013-012 Proffer 9] Affordable Housing. Label the units that will satisfy this
requirement, or state that cash will be provided in lieu of the units.
7. [Code of Development Section 4.2] Covenants to Provide Architectural Review
Committee. Prior to final site plan and/or final subdivision plat approval a Declaration of
Covenants, Conditions and Restrictions for Rivanna Village shall be reviewed/approved
by the County Attorney's office in consultation with County Planning staff. The above
document shall be approved by the County and recorded by the developer prior to final
site plan and/or final subdivision plat approval. The DB page reference information of
this recorded document shall be noted on the final site plan and/or final subdivision
plat. This has not been provided to date.

The following road names are will need to be changed:

Per Part I, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of
PDF), "A proposed road name which duplicates an existing or reserved road name in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be made for cul-de-
sacs which have the same name as the road from which they originate (example: "Amberfield
Court" which originates from "Amberfield Drive")."
Roads named VILLAGE RD, VILLAGE CT, and SYCAMORE ST exist in the City of Charlottesville and
SYCAMORE CT exists elsewhere in the County.
New road names will need to be submitted. A suggestion that keeps "SYCAMORE" could be
SYCAMORE LEAF LN or a similar name that has a word after SYCAMORE. Please keep in mind, "A
road name shall not exceed more than sixteen (16) characters including spaces and the
designator's abbreviation." (Part I, Section 4-c).
We recommend providing three (3) candidate names for each road to our office for
review, in case your first choices are not acceptable.
