Dear Mr. Walker:
It was good to meet with you earlier this week. This letter is to follow up on your question regarding
locating your business on this property. The zoning of this property allows automobile and truck repair
shops as a use by -right. Please be aware that if vehicles awaiting repair will be stored in a location that is
visible from Route 250 East, a special use permit will be necessary. I will further explain in the
proceeding.
This parcel is zoned Highway Commercial and Entrance Corridor Overlay. A special use permit is
required to store or display items that are visible from an Entrance Corridor. If vehicles awaiting repair will
be stored overnight such that they are visible from Route 250, a special use permit is required. If a
special use permit is necessary, I suggest that we meet to discuss it. In any event, if you have questions,
please let me know.
Parking requirements are one (1) space per each employee plus two (2) spaces for each service stall. I
understand that there are about 21 parking spaces on this property. If your use does not a) require more
parking than exists or b) involve changing the entrance onto Route 250, no site plan is required.
Before you occupy the building and open your business, please receive approval of a zoning clearance
from this department. You can contact either Sharon Taylor or Sharon Bridges at 296-5832 for the
zoning clearance application.
I mentioned your plans to Jay Schlothauer, Building Official. He commented that the existing building
construction should be appropriate for your use; however, he would do an on -site inspection to discuss
any proposed alterations you have. Please contact him at the same number to set that up if you wish.

On September 15 you requested a parking for the site identified above, You would like Goodwill
Industries to lease the space previously used by Authorized Auto Service, Inc. Since there is no
specific parking standard for this We of "thrift shop" business in section 4,12.6, you have supplied
1]1C with the information weeded to address section 4,12.7, In Malang this determination, I have
considered the total number of spaces sufficient to accommodate the vehicles of all GoodwA
employees at the site, and all customers, both potential purchasers and donators. Thexe are no
concurrent uses on this site. la addition, You gave zne a parking study that included the store sizes
and number of parking spaces for Five other Goodwill stores in Virginia. From your analysis and
figures, you calculated that the busincss at thin location needy 41 parking spaces. We accept your
analysis aad find that Goodwill may use this property fox their Thrift Shop.
You suggested that the G fl; Craft, and Antique Shop standard for parking would be the closest
category arirhin our ordinance. We agree and will therefore use it for all thrift shops and second-
hand stores ul the future. The standards: 1 space per 200 square feet of gross floor area; provided
that for any area devoted to farnituxe, parking shall be i space per 400 square feet of such area.
