Below are photos for your records - Pipe at Headwall is grouted, Pedxing is installed, and
white line to guide vehicles turning into Parkview.
I will provide a photo of the "Yield to Pedstrians" signage once installed.
I also had the contractor racked the section under the guardrail to make sure the runoff can
sheetf low (the dirt displaced when the guardrail posts were installed, did block the runoff in
some spots.)

I think you are correct. We don't need to meet on site but if you want to meet as we talked
about Tuesday at 12 noon would be good for me. (Zoning inspection at 1pm).
WRT section between RT240 & stream on east side. In extreme conditions, this has been
checked by on -site superintendent. There is no area where water is visible on the pavement
during or after any storm we have had. This season has provided a true test.
You are welcome to view when we meet.
I will send photo to you to confirm the 2 "Yield " signs for pedestrians signs are installed and it
will be up to the developer to decide if the wooden sign is necessary for the new homeowners to
have a warning sign. Thanks for that recommendation.
With the signs installed, Does this satisfy County Engineer to confirm to Zoning that the road is
acceptable as required?

Last paragraph of email below is helpful, and appears reasonable. Comment to revise ditch to match
plan detail is withdrawn. I cannot meet today or tomorrow, unfortunately.
We may not need to meet, but I'm free next week, except Monday. Please let me know if you'd like to

• Ditch comment withdrawn, but as follow-up, I will revisit to check east side of Parkview Drive
between Rt. 240 and the stream. County Engineer spotted shoulder elevation that may impede
drainage from asphalt surface; i.e., shoulder may need to be bladed. I've been asked to
check. Ditch comment is withdrawn, but east of Parkview south of stream is a location where
relatively minor shoulder work may be required to ensure proper drainage on Parkview
Drive. If shoulder elevation is high, it should be lowered so storm runoff exits freely at all
points, not just one or two points. Again, I must check, and plan to early next week, with you if
possible. We value your opinion.
• ESC comments -superintendent is aware. We appreciate Wagner working with Mark Hopkins on
this. (2 ESC comments)
• Headwall, addressed.
• UD pipe, addressed.
• Crosswalk: yes, please provide "Yield to pedestrians" yellow signs —recommend two signs:
o First: Sign facing south for NB traffic traveling from Rt. 240, approaching Emerson
Commons. Recommend place 125' - 150'(f) prior to right turn entrance into Emerson
Commons. Place with proper horizontal /vertical sign edge clearance; detail below. If
this is in a guardrail section, then behind guardrail.
o Second: exiting Emerson Commons prior to asphalt trail crosswalk. Location appropriate
for travel development exit speed (10 mph f), before asphalt trail without obscuring
stop sign. I think that should do it.
o Also, recommend all-weather wooden sign on asphalt pedestrian trail to warn pedestrians
of intersecting traffic — `Warning, caution, stop, check traffic,' etc. Not a requirement
but recommendation.

So sorry - due to ice storm I have not had internet and there have been many power issues so
keeping my computer on has not been possible. I just received this email.
I can meet with you toay - Tuesday - anytime after 1 I am.

You are correct - the road is not a bonded item. This is not a new private road. It is an upgrade
of an existing road so it was always intended to be handled as such.
I am not sure what this changes? We can talk when we meet.
I was waiting on your "1 or 2" additional comments that you were going to send by last
Thursday before composing a response.
PLease send to me or give to me in the field when we meet. I have the contractor jumping to
get all item addressed asap.
WRT to comments 1 - 5:
2 relate to E&S and it has always been assumed this falls under E&S and not under road as -
built inspection. There is an E&S bond and based upon Mark's inspection these spots had been
identified already per site superintendent.
What has been addressed:
The pipe at headwall has been grouted.
The UD pipe is now covered with rip rap so it is protected.
The crosswalk is painted - but need to know - What exact signage are you looking for?
A "Yield to Pedestrians" yellow sign? 1 as you come out and 1 as turning is what I
anticipated but need to confirm before contractor installs.
Last thing is comment on the ditch location for a very short section on the West side after the
guardrail. I was hoping you can look at this in the field with me.
The drainage is working perfectly even in the worst storms - tested many times over the past
months. It is a transition spot and trying to achieve the typical section which was applied (as it
shows) in the section where the guardrail is designed to go and not intended for this spot. The
grade rises quickly (from road elevation) and really doesn't fit the typical section
anyway. This is also the only spot that a tractor for mowing the farm fields to enter from the
private road (rather than going out onto RT240) and cutting this off does not seem
warranted. THis property is in the growth area and will be developed (now that support
infrastructure is in place) and all that side of the road will change accordingly.
Hopefully, you will re -consider this comment as function has been satisfactorily addressed
although it does not exactly meet what you view on paper.

free to meet on -site, tomorrow or Monday? Focus of my inspection will be Mitigation
plantings. Mark has reviewed stabilization and spot erosion, and shares concerns that
additional ditch protection is needed to arrest erosion (photos, below). For a while, I thought
Parkview Drive improvements were bonded. Ana reminds they are not. Several comments
outlined below relate to Parkview Drive. It's possible Zoning may withhold CO unless As -
built road /asphalt trail conditions match plans, but there is no road plan or site plan bond
for this project —my mistake.
Are you free tomorrow or Monday? My only conflict: 9:30a-12p, Monday. It will be a
pleasure to see you again. Thanks for your help and patience.

higher than the road. It was dark, so I may be incorrect, but this needs to be verified to ensure

Nothing to discuss. Just need you to confirm the road improvements are
completed and accepted by the County Engineer as required for the first
Certificate of Occupancy to be issued per the zoning approval letter.

Although somewhat unusual, this is a requirement because this is not a new
private road rather the existing private road was upgraded and those
improvements were as required by the County Engineer (at the time) and
shown on the site plan.
See the upper right corner of the C1.01 of the site plan - attached.
Whether you write a letter or an email to confirm this - Zoning needs some
confirmation before the Certificate of Occupancy on the first house can be
issued.
I have left a message for Andrew in Zoning to request a zoning inspection so
he will be asking.
