We have revised the plans per County comments dated July 26th, 2018. Please find below a detailed response to each of your comments. A. Stormwater Pollution Prevention Plan (SWPPP) SWM Plan (Rev. 1) Partially addressed. C3 references BK3667/PG685 — Image below is from BK3667/PG691. Revise WPO Plan, consistent with BK/PG reference and recorded plat/s matching reference for TMP #32-41 D5 on WPO Plan. BK3667/691 — This comment reflects recorded land record information — please resolve, or call to discuss. The BKPG numbers are now consistent with the recorded plat. I SWM Plan Booklet. C. (Rev.1) Not addressed. Provide land record book/page reference of a recorded plat that shows property boundaries that match WPO Plan. The BKPG numbers are now consistent with the recorded plat. C. Erosion and Sediment Control Plan (ESCP) 1. C-2 C. 2. C-3 a. 3. C-4 (Rev. 1) Partially addressed. Delete Stage 1, items 4 and 5. Items 4 and 5 have been deleted from the Stage 1 sequence. (Rev.1) Not addressed. See SWM Plan review comment #2, above (review plat at BK3667/PG691). Also, J. Anderson email sent: 7/26/20181:15 PM. The BK/PG numbers are now consistent with the recorded plat. iii. Where DD parallel with road exceeds 2%, provide stabilization in accordance with VESCH Std. & Sec. 3.17 (ref. VESCH p.111-54). (Rev.1) Addressed Include SCC in legend, this sheet. The SCC callout has been included on the legend. We have revised the plans per County comments dated June 20th, 2018. Please find below a detailed response to each of your comments. A. Stormwater Pollution Prevention Plan (SWPPP) 1. Sec. 1, Registration Statement — Revise to read South Fork Rivanna River; sign/date. The registration statement has been revised to replace the typo, "Form", with the correct word, "Fork". 2. Sec. 4/5 (ESC/SWM Plans) — Update these sections with revised plan sheets. The ESC and SWM Plans have been revised with the updated plan sheets. 3. Sec. 9, Signed Certification — Sign/Date. The signed certification has been signed and dated. SWM Plan 1. Revise Title to read: VSMP Plan for Hollymead Town Center Hotel (eliminate the word Site). The plan title has been revised as requested. 2. Stormwater Management: Relocate note that appears after Stage 4 sequence of construction to just after Project Description. Revise note to reflect percent impervious proposed with HTC Hotel, which appears to approach 100% of GIS mapped TMP #32-41 D5. If BLA has adjusted acreage of TMP #32-41 D5, provide recorded copy of plat. Adjust acreage to reflect increased parcel size, as GIS real estate records correspond with plan information with area of parcel TMP #32-41 D5 is 1.97 Ac. The note after Stage 4 has been relocated as requested. The percent impervious has been included as well. There has been no changed to the acreage the site, it is currently still 1.97 acres. Plat provided for reference. 3. SWM Plan Booklet. a. Update Open Space Exhibit, as required, to match recorded parcel acreage and boundaries — see also comment C2 below. It is essential that % impervious with this project not place adjacent parcels (TMP#32-41 D6, for example) at a future development impervious area ceiling deficit. The Open Space Exhibit has been updated to match recorded parcel acreage. b. Open Space Exhibit appears to show off-site areas as turf/open space which may be included in calculation of project overall site impervious area. Excluded all areas beyond project LOD. Revise % impervious calculation and update booklet, VRRM and plan sheets as necessary. The Open Space Exhibit has been revised to show only the areas within the property boundary. The calculations pertain only to the area within the property boundary. c. Confirm property boundaries as shown are accurate, consistent with recorded plats, established boundaries, and county real estate records. Provide evidence that boundaries are accurate. The property boundaries as shown are accurate per recorded plats provided by Roger Ray & Associates. Plat provided for evidence. d. Transfer image of 5/4/18 Shimp Engineering booklet cover letter to plan sheet: this information informs SWM plan review. The SWM cover letter has been included on the plan sheets. 4. Provide SWM design for portion of proposed impervious area that exceeds water quality/quantity capacity of future Regional Stormwater Pond, if needed, as required per 9VACX25-870-65 (Part IIB/water quality); 9VAC25-870-66 (quantity). The proposed impervious area does not exceed the required capacity for the existing Regional Stormwater Pond. B. Pollution Prevention Plan (PPP) The PPP content requirement can be found in County Code section 17-404. 1. See A., above. Update Sec. 6 Exhibit, as needed. The PPP has been revised as needed. C. Erosion and Sediment Control Plan (ESCP) 1. C-2 a. ESC Note 11: revise last sentence to read: "Any sediment buildup shall be removed. The note has been revised as requested. b. General Note 10: Revise since Owner must obtain bonds, no the Contractor. The note has been revised as requested. c. Sequence of Construction: Relocated Stage 2 items 4 and 5, to Stage 3, prior to item 2. Stage 2 items 4 and 5 have been relocated as requested. IM 2. C-3 3. C-4 4. C-5 a. North boundary parcel TMP #32-41 D5: does not match GIS real estate records; furnish recorded deed with plat that establish north boundary of parcel matching boundary shown on plans. The parcel boundary for TMP#32-41 D5 is accurate, plat provided for reference. a. VESCH Std. & Spec. 3.09, Diversion Dike i. `The channel behind the dike shall have a positive grade to a stabilized outlet." Provide positive grade by shifting south end of dike west, more interior to the site. Dike shown includes light uphill portion, and appears zero grade over a distance of 200'. Revised design such that sediment laden runoff from the site interior reaches the sediment trap. The dike has been shifted to provide positive grade. ii. Provide SF behind relocated portion of DD. SF has been provided behind the DD. iii. Where DD parallel with road exceeds 2%, provide stabilization in accordance with VESCH Std. & Sec. 3.17 (ref. VESCH p.111-54). The detail for stabilization has been included on Sheet C8. a. List CRS in ESC legend. CRS has been listed in the ESC legend.
