The approval of the preliminary site plan is valid for one year in accordance with Zoning Ordinance Section 32.4.3.1. A final subdivision plat must be submitted to the Department of Planning and Community Development before expiration of the preliminary site plan or at time of dedication of road right-of-way,whichever occurs first. If the preliminary site plan approval expires, a new application must be filed and processed. The final subdivision plat will be subject to all final subdivision plat requirements (Chapter 18, Code of Albemarle County) in addition to the following conditions: 1. Satisfaction of items a. through h. of Engineering Department memo of 10 June 1997 [attached]; 2. Albemarle County Service Authority approval of final construction drawings for all new water and sewer lines and adjustments to existing line. You are responsible for contacting all applicable departments and agencies, and satisfying the conditions for approval of the final plat. When the final plat meets all requirements and conditions, and tentative approval has been granted by each department or agency, a final submittal must be made to the Department of Planning and Community Development to avoid expiration. Grading may occur prior to final plat submittal upon approval and issuance of appropriate permits by the Department of Engineering. Brooks, Senior Engineer DATE: 10 June 1997 RE: UREF Research Park at North Fork, Phase 1 The revised preliminary site plan and letter addressing comments received on 6 June 1997 has been reviewed. All Engineering Department comments have been addressed. However,the road alignment has not been agreed to by VDOT. Therefore,Albemarle County Engineering will recommend approval of the preliminary site plan when the following condition has been met. 1. VDOT approval of the preliminary road alignment. (VDOT comment from Richmond is pending.) Final road plans and infrastructure plans will be subject to all applicable ordinance requirements and the following conditions: a. [32.7.4, Dept. Policy] Engineering Department approval of stormwater pond plans and computations. b. [Dept. Policy] Engineering Department receipt of a copy and proof of recordation of County standard stormwater management facilities maintenance agreements for the ponds. c. [32.7.4.3] Engineering Department approval of an erosion control plan. d. [Dept. Policy] Engineering Department receipt of proof of compliance with State and Federal agencies regulating activities within jurisdictional streams and wetlands. e. [WRPA Ord.] Water Resources Manager approval of a Water Quality Impact Assessment outlining mitigation measures for encroachments into the Water Resources Protection Area Buffer. f. [32.7.3, 32.6.6d, Sub. Ord. 18-36]Engineering Department approval of final public road plans and drainage computations. g. [32.7.3] VDOT approval of final public road plans and drainage computations. h. [Dept. Policy, VDOT comment#1, 32.5.6m] Indicate the available sight distances at the entrance on Route 29. Also, indicate the distance to the nearest intersections or entrances in either direction. Page 2 Memorandum: UREF Research Park at North Fork 10 June 1997 Final plats and site plans which have primary access to the proposed roads and are served by Phase 1 infrastructure can be approved when the proposed roads are built or bonded in accordance with the approved final public road and infrastructure plans. Final plats and preliminary and final site plans will also be subject to Engineering Department review of all applicable ordinance requirements. Brooks, Senior Engineer DATE: 17 July 1997 RE: UREF's North Fork Research Park,preliminary plan, vertical road alignment The vertical alignment profile for the North Fork Research Park's entrance road received on 10 July 1997 has been reviewed. Albemarle County Engineering comments on the preliminary plan for Phase I infrastructure have been addressed. The VDOT letters approving the preliminary road alignment are attached. Albemarle County Engineering recommends approval of the preliminary plan. Final plans and plats will be subject to Engineering Department review as outlined in our memorandum of 10 June 1997. They still owe us information on the increased plumbing load so we can verify if a larger meter size is in order. If a larger meter is required, construction drawings will be required for review and approval. We won' t grant final approval until this is resolved. Manor House at University Village: The Service Authority can grant final approval. UREF Infrastructure Plan: The Service Authority can grant preliminary approval. Before we grant final approval we will need to review and approve final construction drawings for all the new water and sewer lines, plus adjustments to existing lines.
