RE: ARB-2018-138: Northside Material Recovery Facility
Dear Mr. Shimp,
At its meeting on Monday, December 3, 2018, the Albemarle County Architectural Review Board
unanimously voted to forward the following recommendations on the above -noted plan and waiver request
to the agent for the Site Review Committee:
Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and
recommended conditions of initial plan approval:
Prior to Initial PIan approval the following items shall be resolved to the satisfaction of the ARB:
1. Landscape screening is recommended instead of a fence or wall. Screening should include
the off -site wooded area on TMP 32-73.
2. Maximum stockpile heights as listed on revised plans are acceptable.
3. If the requirement that all manufacturing, compounding, assembling, processing,
packaging, or other industrial business activity be conducted within a completely enclosed
building is maintained, locate the building outside of the EC overlay.
Regarding recommendations on the plan as it relates to the guidelines: None
Regarding conditions to be satisfied prior to issuance of a grading permit:
I. Show tree protection on the site plan.
2. Provide a conservation checklist on the plan.
Regarding the final site plan submittal:
1. Provide a plant schedule on the site plan.
2. Add the standard plant health note to the plan. "Ail site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the
plant,"
3. Show tree protection on the site plan.
4. Provide a conservation checklist on the plan.
Regarding the Waivers and Modifications:
I . Landscape screening is recommended instead of a fence or wall. Screening should include
the off -site wooded area on TMP 32-73.
2. Maximum stockpile heights as listed on revised plans are acceptable.
3. If the requirement that all manufacturing, compounding, assembling, processing,
packaging, or other industrial business activity be conducted within a completely enclosed
building is maintained, locate the building outside of the EC overlay.
You may submit your application for continued ARB review at your earliest convenience. Application forms,
checklists and schedules are available on-line at www.albemarle.org/ARB_ . Please be certain that your ARB
submittal addresses the above -noted issues.
