RE: ARB201800133 Oakleigh — Apartment Building
Dear Mr. Edwards,
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
December 3, 2018. The Board unanimously approved the request, pending staff administrative approval of the
following conditions:
I . Provide specs for the window glass. Show that visible light transmittance (VLT) shall not drop
below 40% and visible light reflectance (VLR) shall not exceed 30%.
2. Provide a solid, non -chain link fence for the mechanical equipment located behind the apartment
building. The detail submitted at the meeting is acceptable.
3. Provide a revised lighting plan for review.
4. Include in the plan a detail for the design of the dumpster adjacent to the apartment building.
5. Consider adding material changes to the right side elevation to achieve a more human scale and to
more fully develop the fagade to be in keeping with the front and rear elevations.
6. Consider adjusting the scale of the roof form and consider introducing other roof forms on the east
elevation to reduce the mass and modulate the scale.
7. Provide top of wall and bottom of wall elevations for the retaining walls.
8. Provide a statement from the arborist that the Oak trees will not be impacted by the change in parking
and travelways.
9. Note that a site plan amendment is required for the proposed revisions.
10. A work session with the ARB is required prior to final approval.
11. Provide views from Rio Road at the Charlottesville Rehab Center and the Garden Spot and provide a
view in context with the other buildings in the development.
12. Confirm setback requirements.
Please provide:
1. One full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal' form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff s review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
