Perez, Senior Planner Division: Planning Date: December 6, 2018 Subject: SDP201800076 Earlysville Business Park - Minor Amendment The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [32.7.9(a)] Landscape Screening. Industrial uses and parking areas shall be screened from RA districts. Provide the required screening along the Eastern portion of the site (see below for general location that requires screening). It is suggested the applicant utilize a 6' tall wooden fence. 75749', i T 574.5 TC 574.10 � o0 i Pad ca J91 + - LOT 2 i. 2. [4.12.19] Dumpster Pads. Label, dimension, and depict the dumpster. Also dimension the dumpster pad. Ensure the dumpster is provided screening from the adjacent RA parcel (wooden dumpster corral is typical). Review comment #1 will adequately address the screening issue once complied with. 3. [Comment] If the fence impedes the 2' overhand for the 6 spaces, modify the space sizes to meet the minimum length without the overhand factored in. 4. [Comment] Improvements. The site plan shall be revised to dimension, depict, and label the necessary improvements and easements on TMP 31-21D (new SWM easements... etc). 5. [Comment] Continue the 10' gravel access road from the edge of pavement of the public roadway to the SWM facility. Also, provide an end of state maintenance sign at the edge of pavement. 6. [Comment] Revise sheet 1, note #1 to reference this as a minor site plan amendment, currently it's listed as a major site plan amendment. Also, please do this for all sheets on the side panel where it incorrectly lists it as a major site plan amendment. Also, revise the title on sheet 1 to provide the project #: SDP201800076. 7. [4.20] Setbacks. Revise the building setbacks as follows, the other setbacks listed were correct and shall remain: Building Setbacks Front Minimum — 10' Front Maximum — None 8. [4.16] Parking. The required parking calculations are incorrect. Six employees generate a need for 6 spaces. Seven Company Vehicles generate a need for 7 spaces. 9. [Comment] Prior to site plan approval the plat shall be approved and recorded as it provides the R/W. Also, associated with the plat - deed of dedications are required for all public drainage easements. Please provide the deed of dedications for County Attorney review and approval. 10. [Comment] VSMP approval is required prior to minor site plan approval. Road plan approval and bonding is required prior to minor site plan approval. Engineering — David James 1. VSMP amendment to be approved prior to this site amendment. 2. Cover sheet — The project # is SDP201800076. 3. Show 6" curb between sidewalk and parking space. Building Inspection — Mike Dellinger 1. Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. 2. Parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same level as the parking space they serve. Fire and Rescue — Shawn Maddox 1. Knox box is required on the new building. Please add a note indicating this requirement and that the location can be coordinated with the fire marshal's office. 2. If the building will be greater than 30' in height this will change the unobstructed travel way requirement. 3. A fire lane must be marked to allow for emergency apparatus turn around. If further information is desired, please contact Justin Deel at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
