We received your road bond inspection request with fees paid for the Buffalo Hills Road (Westview Subdivision)
project on 11/27/2018. The current bond amount is $51,670. This amount is not going to be reduced or released at
this time. The reasons are outlined in the attached checklist and email from VDOT. Also, please ensure items from
letter dated June 2001 have been addressed.

Hello Emily,
Based on a preliminary field and inspection report review, it appears the following is necessary prior to VDOT
acceptance;
• Asphalt
o Severe cracking showing evidence of base failure. Approximately 1800 LF (width varies) of base repair
on shoulders, isolated areas, and full width. A repair plan should be submitted and approved and then a
joint field inspection to mark out all of the repair areas.
o The areas of intact surface course without any deficiencies are too short and few. The entire surface
course will need to be mill and overlaid. Seal repair any isolated cracks after milling.
• CMP Pipes Across Road
o It appears each pipe has reached the end of it's service life and needs to be
lined/repaired/replaced. There are five cross pipes. A repair plan should be submitted and approved.
o All easements and drainage areas need to be free of trees, brush, and long grass
• Guardrail
o Appears in good condition. The terminal end is not correct and doesn't have a tension cable. A GR 11
needs to be installed here.
• Private Entrances
o One driveway is completely failed and needs to be re -done.
o There are a few that need to be cleaned out and minor repair at the end
o Need to verify some field entrances are per standard
• One 25 mph speed limit will need to be installed approximately 100' from the entrance.
• Asbuilts and plats still need to be reviewed
• All repairs will need testing reports performed and notification for VDOT inspection
• Utility IPPs and quit claims need to be submitted if they haven't been already
• After all of the major repairs a 45-day inspection can be performed.

Re: Westview, as -built road plans
Dear Mr. Ray:
Thank you for the as -built road plans received on 11 June 2UU1. These plans have received afield
review with VDOT. The following items will need to be addressed by the developer:
1. Because of the significant variations from the approved design plans, the horizontal and vertical
centerline must be evaluated as a new design. Please provide the actual centerline curves and sight
distances or design values for review. Should areas fall short of the design standards, reconstruction
may be necessary.
2. The lots and road right-of-way must be revised and re -platted so that the road centerline is the right-
of-way centerline.
3. Shoulders and ditch lines may need reconstruction to match the plan typical section. Areas pointed
out by VDOT are stations 11 to 19, 25 to 27, 37 to 41, 30+50 to 34, 45-60 to the cul-de-sac.
4. All drainage ditches leaving the right-of-way must be within easements to a natural stream or
drainage swale. Some areas noted during the inspection: ditch lines on lot 2, 8, 9, 12, outlet on lot 7.
