On behalf of Central States Tower ("CST" or the "Applicant"), please accept the enclosed Tier II PWSF application to construct and operate a 99 foot flush- mounted Tier II monopole telecommunications facility on a 2.78 acre parcel located at 3626 Dick Woods Road, Charlottesville, VA 22903, which is owned by Gregory Ross Gallihugh(the "Property"). The anchor tenant will be T-Mobile. T-Mobile is licensed by the Federal Communications Commission to provide wireless communications services throughout Albemarle County (the "County"). This proposed facility will fill a coverage/capacity gap in T—Mobile's network in this area. The proposed 99 foot tower will be less than 10 feet taller than the tallest reference tree within 25 feet in accordance with Section 5.1.40(b)(10) of the Zoning Ordinance. The rear portion of the Property (behind the residence) is wooded with mature trees and these trees will assist with screening the tower and ground equipment from adjacent properties along Dick Woods Road. The Applicant would like to request to fence the compound area pursuant to Section 5.1.40(b)(5)(iii), given the lease area's location relative to the nearby residences,to keep the public,especially children, out of the compound area for safety reasons. If such request is accepted,the tower and associated ground equipment will be located within a 30' x 35' fenced compound within a 60' x 80' lease area, sited behind the existing residence on the subject Property. The details of the fence are shown on Sheet S- 4 of the enclosed plans. The tower will be made of galvanized steel and painted Sherwin Williams "Umbra SW4008" to blend into the surrounding trees. The facility will be unmanned and will be visited approximately once a month, on average, by technicians. The facility will not be lit unless required by the Federal Aviation Authority, and will not emit any odor, fumes or glare. Notwithstanding the above, there may be a small light on the ground equipment cabinet for temporary maintenance use only. The noises emitted from the equipment on the ground will not be any louder than normal residential HVAC equipment. Therefore, the impact on surrounding properties resulting from this beneficial passive use will be minimal. 4435 Waterfront Drive + Suite 100 + Glen Allen, VA 23060 + 804-548-4079 + www.networkbuilding.corn The proposed tower will achieve the following: • Improve T-Mobile's existing network by providing seamless coverage in the area; • Support the latest wireless technologies (voice and data); • Provide coverage to the following: o Those living and working in nearby residential neighborhoods; o Those traveling on nearby roads (i.e. 1-64, Dick Woods Road and neighborhood roads); o Emergency personnel operating in the area. The subject Property is zoned Rural Areas District, RA. In accordance with Section 10.2.1(22) of the Zoning Ordinance, communication towers are permitted in the RA District with the approval of a Tier II PWSF application. Section 5.1.40 of the Zoning Ordinance regulates PWSF's. The submission requirements listed in this section are highlighted in the attached application and checklist. In accordance with Section 5.1.40 of the Albemarle County Zoning Ordinance, I have enclosed the following: • Application for Personal Wireless Service Facility Application; • Authorization to Submit Land Use Applications Letter(signed by the Property Owner); • Will and Deed; • Pictures of Site; • Color Sample of Proposed Monopole Tower(Umbra SW 4008); • Sixteen(16) Copies of the Plan(11"x17"); and • Fee for Tier II Facility ($1,957.00).
