Reviews Comments:1. A separate sign application is required for the signs illustrated on the site plan amendment. The
sign location and design are not approved with the site plan amendment. If you choose to keep the
sign information on the site plan amendment drawings, include a note indicating your understanding
that the sign is not approved with the amendment and will be applied for under separate permit.
Please see the zoning ordinance chapter 18 section 4.15 for sign regulations. In particular, see
4.15.9 and 4.15.12. Also see the Entrance Corridor Sign guidelines which apply to signs in this
location. Note that the ARB will require a level of coordination among the freestanding signs in the
vicinity of this entrance and along the Rt. 250 frontage.
2. The ground-mounted up-lights must emit less than 3,000 lumens. This proposed lighting can be
included with the sign permit application. Add information indicating the maximum lumens emitted by
the fixtures.
3. Entrance Corridor sign guidelines require that ground-mounted fixtures be screened from the road
by landscaping. Please include this landscaping in the sign application.
4. The existing landscaping shown west of the entrance road does not appear to reflect the current
condition. Revise the plans to show the current condition, including tree line, shrubs, and signage.
Show that the proposed landscaping is coordinated with the existing landscaping.
5. Provide additional detail on what “selective tree cutting” means, west of the entrance road.
6. Provide additional detail on what “existing landscaping to be trimmed and removed” means on
Sheet L-key.
7. Please add anticipated locations of relocated junction box and traffic control cabinet to the plan
and add landscaping to screen the view of these items from Rt. 250.
8. Add a note to the plans clarifying that no changes are being made to the relocated pole lights and
that the pole lights meet all requirements of the lighting ordinance (4.17).
9. Add the standard lighting note to the plans: Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to
reflect light away from adjoining residential districts and away from adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one-half footcandle.
10. Increase the planting size of trees on Pantops Mountain Road to 2½” caliper minimum.
11. Add the standard plant health note to the landscape plan: “All site plantings of trees and shrubs

Note: Not all road plan review agencies are currently reviewing the site plan, but Engineering
anticipates few if any new Road Plan review comments not already addressed via site plan review
comments. Drainage /roadway improvements must be bonded, which requires a Road Plan. (Rev.
1) Not addressed. A Road Plan is a stand-alone plan, with Application and fee. Engineering
approves road plans, but not Site plans; similarly, Planning approves Site Plans, but not road plans,
so the Applications are separate. Site plan and road plan improvements are inspected by different
personnel, have different bond requirements, and are maintained in separate physical locations
within Albemarle County.
ROAD Plan (SUB201800156) received 8/31/18. Engineering has no objection to Site Plan approval,
and intends to notify Applicant of Engineering review approval of Road Plan. Final Road Plan

This letter is to document and respond to second submission Agency review comments for the
above referenced project. Our responses are as follows:
VDOT—Adam J. Moore,P.E.—September 13, 2018
1. Comment: This plan will require a signal modification plan be submitted and
approved by VDOT prior to permit issuance.
Response: This is understood. The selected signalization contractor will prepare
and submit the required document to be approved by VDOT prior to land use
permit issuance.
2. Comment: Our records do not reflect the same right of way line. Approval of this
plan does not represent concurrence with the line shown.
Response: We understand that the right of way issue does not impact ability of
VDOT to approve this plan. The Owner's representative is in contact with
Mr. DeNunzio of VDOT to affect right of way resolution.
3. Comment:No sign is required at stop bar at signalized intersections.
Response: The R1-5C sign has been deleted.
4. Comment: The pedestrian ramps should be arranged in a manner that directs
pedestrians across the street linearly and perpendicular to the road.
Response: The pedestrian ramp/cut-through has been revised to comply with your
request.

opposite side of U.S. Rt. 250. (Rev. 1) Addressed. Applicant response: The last paragraph of the
Temporary Traffic Control /Maintenance of Traffic Plan Narrative on Drawing No. C-10 indicates
that the Contractor is required to submit a temporary Traffic Control Plan to VDOT for review and
approval /compliance with VDOT Land Use Permit at which time advance warning signs will be

appear additional impervious area is proposed upslope of Str. 4, so if design rationale shows need
for this structure with Phase 2, it is needed with Phase 1. It may prove easier to install with Phase
1; it appears possible to install clear of travel lane with Phase 1. The situation differs with Phase 2.

21. C-9: Provide sight distance easement for sight distance left. Any obstruction along this sight line
will prevent adequate sight for operators of vehicles stopped at the proposed future new entrance.

19. Provide and label dimensions of permanent OP /riprap, Str. #1 (L X W X D). Although an ESC
measure, it should appear on Site Plan.
20. If drainage Str. 4 is required for Phase 2, provide and show constructed with Phase 1. It does not
appear additional impervious area is proposed upslope of Str. 4, so if design rationale shows need
for this structure with Phase 2, it is needed with Phase 1. It may prove easier to install with Phase
1; it appears possible to install clear of travel lane with Phase 1. The situation differs with Phase 2.
21. C-9: Provide sight distance easement for sight distance left. Any obstruction along this sight line
will prevent adequate sight for operators of vehicles stopped at the proposed future new entrance.
22. C-10, Temporary Traffic Control /Maintenance of Traffic Plan Narrative: Ref. to VDOT signal
control box. See #7 above, and perhaps other reviewers' site plan comments (Kevin McDermott).
23. L 1.0: Ensure median planting (Ilex vomitoria `Nana') mature height does not exceed 3.5' relative
to road pavement, else clear line of sight of pedestrians in crosswalk may be obscured.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Westminster Canterbury -Minor Amendment and
VSMP Plan, dated June 04, 2018 and offer the following comment.
Land use
1. How will signal detection be modified by this plan?
2. Our records so not reflect the same right of way line. Approval of this plan does not
represent concurrence with the line shown.
3. The sign marked on the legend as "3" should not be installed at this location.
4. Please refer to the attached IIM regarding design of the pedestrian refuge (page A9).
Please include a detail.

I have reviewed the plan with revision date of 6-4-2018 for the above referenced project and have the
following comments:
1. A separate sign application is required for the signs illustrated on the site plan amendment. The
sign location and design are not approved with the site plan amendment. If you choose to keep the
sign information on the site plan amendment drawings, include a note indicating your
understanding that the sign is not approved with the amendment and will be applied for under
separate permit. Please see the zoning ordinance chapter 18 section 4.15 for sign regulations. In
particular, see 4.15.9 and 4.15.12. Also see the Entrance Corridor Sign guidelines which apply to
signs in this location. Note that the ARB will require a level of coordination among the
freestanding signs in the vicinity of this entrance and along the Rt. 250 frontage.
2. The ground -mounted up -lights must emit less than 3,000 lumens. This proposed lighting can be
included with the sign permit application. Add information indicating the maximum lumens
emitted by the fixtures.
3. Entrance Corridor sign guidelines require that ground -mounted fixtures be screened from the road
by landscaping. Please include this landscaping in the sign application.
4. The existing landscaping shown west of the entrance road does not appear to reflect the current
condition. Revise the plans to show the current condition, including tree line, shrubs, and signage.
Show that the proposed landscaping is coordinated with the existing landscaping.
5. Provide additional detail on what "selective tree cutting" means, west of the entrance road.
6. Provide additional detail on what "existing landscaping to be trimmed and removed" means on
Sheet L -key.
7. Please add anticipated locations of relocated junction box and traffic control cabinet to the plan
and add landscaping to screen the view of these items from Rt. 250.
8. Add a note to the plans clarifying that no changes are being made to the relocated pole lights and
that the pole lights meet all requirements of the lighting ordinance (4.17).
9. Add the standard lighting note to the plans: Each outdoor luminaire equipped with a lamp that
emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and away from adjacent roads.
The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one-half footcandle.
10. Increase the planting size of trees on Pantops Mountain Road to 2%2" caliper minimum.
11. Add the standard plant health note to the landscape plan: `All site plantings of trees and shrubs
shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. "
12. Proposed grading encroaches into the landscaping at the base of the Commonwealth sign. Revise
the grading or note on the plan how the loss of plants will be mitigated.
13. 72 Ilex are drawn on the plan; 73 are listed in the plant schedule. Please resolve the discrepancy.
