County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied for reasons listed, below. The
VSMP application content requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain
(1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Please consider:
a. Sec. 1, VPDES Registration Statement:
i. Item 1: complete Construction Activity Operator information (may use property owner
data).
ii. Item 8: revise estimated start date, completion date.
iii. Item 12: sign /date Certification (recommend Engineer /SWPPP preparer sign).
b. Sec. 2: A DEQ general construction permit is not required for residential single-family dwelling
construction -related land disturbance.
c. Sec. 3: Recommend revise anticipated start date.
d. Sec. 5: Provide a SWM Plan. See SWM Plan comments, below.
e. Sec. 6/D.: List a named individual responsible for pollution prevention practices; may be
Engineer /SWPPP preparer /residential property owner.
f. Sec. 8: Similar to e., list a named qualified individual responsible for inspections.
g. Sec. 9: Engineer should sign /date.
h. Sec. 10 may be used to delegate VPDES permit compliance and inspection authority to another
named individual, prior to /during /after project -Engineering preconstruction meeting, where a
Grading Permit is issued.

B. Pollution Prevention Plan (PPP) — (Rev. 1) Addressed
The PPP content requirements can be found in County Code section 17-404.

C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.
This plan is disapproved for reasons outlined, below. The stormwater management plan content
requirements can be found in County Code section 17-403.
1. C-1.5
a. Increase scale of tabular blocks of information beneath Drainage Area A.
b. Ensure both Drainage Area A and blocks beneath it are readable; they are not.
c. Drainage Area A relies on an existing wet pond as BMP practice in VaRRM .xls.
i. Reference BMP Clearinghouse 2011 Design Specifications for Practice 14, Wet ponds
(https://www.swbMp.vwrrc.vt.edu/). Provide:
1. As -built existing parameters of pond to show that the pond is suitable and
eligible to claim phosphorus reduction credits assigned to it for areas in D.A. A.
2. Reference and provide all relevant pond parameters for a Level 1 pond listed in
Table 14.21 Level I and 2 Wet Pond Design Guidance.
3. Include VA DEQ Stormwater Design Specification No. 14 Sec. 9.3, `Inspections
and Ongoing Maintenance Tasks' on the plans.
4. Provide Deed of Dedication and Easement for the existing wet pond.
5. Provide access to existing pond; show on plans. (SWM Facilities Maintenance
Agreement ensures county access for inspection. Access and periodic inspection
are required.)
6. Provide As -built drawing of existing pond (consistent with county policy) with
detail sufficient to evaluate performance relative to Level 1 wet pond (design)
criteria. Ref. As -built drawing requirements at:

7. Include Attached Wet Pond O&M Checklist on plans.
d. Alternative (to c.): Purchase of 0.66 lb. nutrient credits is an option that eliminates need for: As -
built drawing, Maintenance Agreement, deed, ongoing maintenance /periodic inspection. The
county believes homeowner should be advised and prepared for effort, effect, and expense of these
items.
D. Erosion and Sediment Control Plan (ESOP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan
is disapproved, for reasons listed in comments, below. The erosion control plan content requirements can be
found in County Code section 17-402.
Title sheet:
1. Revise title to reference WP0201800082.
2. Revise Sequence of Construction Note 6. by adding `with county inspector approval.'
3. Include VOF Easement information in Site Data table.
4. Albemarle requests Applicant provide copy of correspondence with VOF confirming that proposed
development is consistent with and allowable under terms of VOF conservation easement. (Note: VOF
contacted Albemarle County to explain a VOF easement exists on this parcel; county can share VOF
contact information with Applicant, if helpful. VOF requested details of proposed development.)
5. Site Data /Source of Topography: provide date of Roger W. Ray & Assoc., Inc. survey; topographic data
should be recent, within past 12-months.
6. Provide Vicinity Map at scale no greater than 1"=2,000'.
7. C-1.1, C-1.2: Revise steep slopes labels to read `critical slopes.'
8. C-1.3: Include VESCH, 31 Edition, 1992 Table 3.32-C on plans.

The VSMP permit application and all plans may be resubmitted for approval when all comments have been
satisfactorily addressed. For re -submittal, please provide two 2 copies of the VSMP Plan with a completed
application form. Note: A .PDF of SWPPP only is welcome; please submit print copies of rev. VSMP /WPO Plan.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this
review.
Process
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request
form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and
check parcel and easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash,
certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County
Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The
County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will need to be submitted along with court recording fees.
Stormwater Management Facility plat with Deed of Dedication and Easement, SWM Facility Access, and SWM
Facility Maintenance Agreement must be recorded prior to issuing a Grading Permit.
After bonding and agreements are complete, the County can hold a pre -construction conference. Applicant will need
to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The
form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked
by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At
the pre -construction conference, should everything proceed satisfactorily, a grading permit will be issued by the
County so that work may begin.
