PROJECT DESCRIPTION
THE PROJECT PROPOSES TO CONSTRUCT AN APPROXIMATELY 10,000 SQUARE
FOOT ADDITION AT THE COLONNADES CONSISTING OF OF DINING AND
RECREATIONAL SPACE. SITE WORK WILL INCLUDE NEW STAIRS AND RAMPS AT
THE SOUTHWEST AND SOUTHEAST CORNERS OF THE BUILDINGS TO CONNECT
WITH THE EXISTING PATHS, ACCESS PATH TO THE SITE DURING CONSTRUCTION,
AND THE INSTALLATION OF A STORMWATER MANAMGEMENT FACILITY.

The Contractor shall designate an employee certified as the
"Responsible Land Disturber" (RLD), by the Commonwealth
of Virginia, Department of Environmental Quality (VADEQ),
who is in charge of and is responsible for carrying out the
land—disturbing activities and inspections on this project.
Contractor shall provide written documentation to Albemarle
County identifying the RLD prior to land disturbance. In the
interim until the work starts, E. Campbell Bolton, P.E.,
Draper Aden Associates, is the RLD.

MINIMUM STANDARDS
A VIRGINIA EROSION AND SEDIMENT CONTROL PLAN MUST BE CONSISTENT WITH THE FOLLOWING CRITERIA, TECHNIQUES AND METHODS:
MS -1. PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED ON ANY
PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION SHALL BE APPLIED WITHIN SEVEN DAYS TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE
BUT WILL REMAIN DORMANT FOR LONGER THAN 14 DAYS. PERMANENT STABILIZATION SHALL BE APPLIED TO AREAS THAT ARE TO BE LEFT DORMANT FOR
MORE THAN ONE YEAR.
MS -2. DURING CONSTRUCTION OF THE PROJECT, SOIL STOCK PILES AND BORROW AREAS SHALL BE STABILIZED OR PROTECTED WITH SEDIMENT TRAPPING
MEASURES. THE APPLICANT IS RESPONSIBLE FOR THE TEMPORARY PROTECTION AND PERMANENT STABILIZATION OF ALL SOIL STOCKPILES ON SITE AS WELL
AS BORROW AREAS AND SOIL INTENTIONALLY TRANSPORTED FROM THE PROJECT SITE.
MS -3. A PERMANENT VEGETATIVE COVER SHALL BE ESTABLISHED ON DENUDED AREAS NOT OTHERWISE PERMANENTLY STABILIZED. PERMANENT VEGETATION
SHALL NOT BE CONSIDERED ESTABLISHED UNTIL A GROUND COVER IS ACHIEVED THAT IS UNIFORM, MATURE ENOUGH TO SURVIVE AND WILL INHIBIT EROSION.
MS -4. SEDIMENT BASINS AND TRAPS, PERIMETER DIKES, SEDIMENT BARRIERS AND OTHER MEASURES INTENDED TO TRAP SEDIMENT SHALL BE CONSTRUCTED AS
A FIRST STEP IN ANY LAND -DISTURBING ACTIVITY AND SHALL BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISTURBANCE TAKES PLACE.
MS -5. STABILIZATION MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURES SUCH AS DAMS, DIKES AND DIVERSIONS IMMEDIATELY AFTER INSTALLATION.
MS -6. SEDIMENT TRAPS AND SEDIMENT BASINS SHALL BE DESIGNED AND CONSTRUCTED BASED UPON THE TOTAL DRAINAGE AREA TO BE SERVED BY THE TRAP
OR BASIN.
A. THE MINIMUM STORAGE CAPACITY OF A SEDIMENT TRAP SHALL BE 134 CUBIC YARDS PER ACRE OF DRAINAGE AREA AND THE TRAP SHALL ONLY
CONTROL DRAINAGE AREAS LESS THAN THREE ACRES.
B. SURFACE RUNOFF FROM DISTURBED AREAS THAT IS COMPRISED OF FLOW FROM DRAINAGE AREAS GREATER THAN OR EQUAL TO THREE ACRES SHALL BE
CONTROLLED BY A SEDIMENT BASIN. THE MINIMUM STORAGE CAPACITY OF A SEDIMENT BASIN SHALL BE 134 CUBIC YARDS PER ACRE OF DRAINAGE
AREA. THE OUTFALL SYSTEM SHALL, AT A MINIMUM, MAINTAIN THE STRUCTURAL INTEGRITY OF THE BASIN DURING A 25 -YEAR STORM OF 24-HOUR
DURATION. RUNOFF COEFFICIENTS USED IN RUNOFF CALCULATIONS SHALL CORRESPOND TO A BARE EARTH CONDITION OR THOSE CONDITIONS EXPECTED
TO EXIST WHILE THE SEDIMENT BASIN IS UTILIZED.
MS -7. CUT AND FILL SLOPES SHALL BE DESIGNED AND CONSTRUCTED IN A MANNER THAT WILL MINIMIZE EROSION. SLOPES THAT ARE FOUND TO BE ERODING
EXCESSIVELY WITHIN ONE YEAR OF PERMANENT STABILIZATION SHALL BE PROVIDED WITH ADDITIONAL SLOPE STABILIZING MEASURES UNTIL THE PROBLEM IS
CORRECTED.
MS -8. CONCENTRATED RUNOFF SHALL NOT FLOW DOWN CUT OR FILL SLOPES UNLESS CONTAINED WITHIN AN ADEQUATE TEMPORARY OR PERMANENT CHANNEL,
FLUME OR SLOPE DRAIN STRUCTURE.
MS -9, WHENEVER WATER SEEPS FROM A SLOPE FACE, ADEQUATE DRAINAGE OR OTHER PROTECTION SHALL BE PROVIDED.
MS -10. ALL STORM SEWER INLETS THAT ARE MADE OPERABLE DURING CONSTRUCTION SHALL BE PROTECTED SO THAT SEDIMENT -LADEN WATER CANNOT ENTER
THE CONVEYANCE SYSTEM WITHOUT FIRST BEING FILTERED OR OTHERWISE TREATED TO REMOVE SEDIMENT.
MS -11. BEFORE NEWLY CONSTRUCTED STORMWATER CONVEYANCE CHANNELS OR PIPES ARE MADE OPERATIONAL, ADEQUATE OUTLET PROTECTION AND ANY
REQUIRED TEMPORARY OR PERMANENT CHANNEL LINING SHALL BE INSTALLED IN BOTH THE CONVEYANCE CHANNEL AND RECEIVING CHANNEL.
MS -12. WHEN WORK IN A LIVE WATERCOURSE IS PERFORMED, PRECAUTIONS SHALL BE TAKEN TO MINIMIZE ENCROACHMENT, CONTROL SEDIMENT TRANSPORT AND
STABILIZE THE WORK AREA TO THE GREATEST EXTENT POSSIBLE DURING CONSTRUCTION. NONERODIBLE MATERIAL SHALL BE USED FOR THE CONSTRUCTION
OF CAUSEWAYS AND COFFERDAMS. EARTHEN FILL MAY BE USED FOR THESE STRUCTURES IF ARMORED BY NONERODIBLE COVER MATERIALS.
MS -13. WHEN A LIVE WATERCOURSE MUST BE CROSSED BY CONSTRUCTION VEHICLES MORE THAN TWICE IN ANY SIX-MONTH PERIOD, A TEMPORARY VEHICULAR
STREAM CROSSING CONSTRUCTED OF NONERODIBLE MATERIAL SHALL BE PROVIDED.
MS -14. ALL APPLICABLE FEDERAL, STATE AND LOCAL REQUIREMENTS PERTAINING TO WORKING IN OR CROSSING LIVE WATERCOURSES SHALL BE MET.
MS -15. THE BED AND BANKS OF A WATERCOURSE SHALL BE STABILIZED IMMEDIATELY AFTER WORK IN THE WATERCOURSE IS COMPLETED.
MS -16. UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE FOLLOWING STANDARDS IN ADDITION TO OTHER APPLICABLE CRITERIA:
A. NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME.
B. EXCAVATED MATERIAL SHALL BE PLACED ON THE UPHILL SIDE OF TRENCHES.
C. EFFLUENT FROM DEWATERING OPERATIONS SHALL BE FILTERED OR PASSED THROUGH AN APPROVED SEDIMENT TRAPPING DEVICE, OR BOTH, AND
DISCHARGED IN A MANNER THAT DOES NOT ADVERSELY AFFECT FLOWING STREAMS OR OFF-SITE PROPERTY.
D. MATERIAL USED FOR BACKFILLING TRENCHES SHALL BE PROPERLY COMPACTED IN ORDER TO MINIMIZE EROSION AND PROMOTE STABILIZATION.
E. RESTABILIZATION SHALL BE ACCOMPLISHED IN ACCORDANCE WITH THIS CHAPTER.
F. APPLICABLE SAFETY REQUIREMENTS SHALL BE COMPLIED WITH.
MS -17. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED OR PUBLIC ROADS, PROVISIONS SHALL BE MADE TO MINIMIZE THE TRANSPORT OF
SEDIMENT BY VEHICULAR TRACKING ONTO THE PAVED SURFACE, WHERE SEDIMENT IS TRANSPORTED ONTO A PAVED OR PUBLIC ROAD SURFACE, THE ROAD
SURFACE SHALL BE CLEANED THOROUGHLY AT THE END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE ROADS BY SHOVELING OR SWEEPING AND
TRANSPORTED TO A SEDIMENT CONTROL DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED ONLY AFTER SEDIMENT IS REMOVED IN THIS MANNER. THIS
PROVISION SHALL APPLY TO INDIVIDUAL DEVELOPMENT LOTS AS WELL AS TO LARGER LAND -DISTURBING ACTIVITIES.
MS -18. ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS AFTER FINAL SITE STABILIZATION OR AFTER THE
TEMPORARY MEASURES ARE NO LONGER NEEDED, UNLESS OTHERWISE AUTHORIZED BY THE VESCP AUTHORITY. TRAPPED SEDIMENT AND THE DISTURBED SOIL
AREAS RESULTING FROM THE DISPOSITION OF TEMPORARY MEASURES SHALL BE PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION AND
SEDIMENTATION.
MS -19. PROPERTIES AND WATERWAYS DOWNSTREAM FROM DEVELOPMENT SITES SHALL BE PROTECTED FROM SEDIMENT DEPOSITION, EROSION AND DAMAGE DUE
TO INCREASES IN VOLUME, VELOCITY AND PEAK FLOW RATE OF STORMWATER RUNOFF FOR THE STATED FREQUENCY STORM OF 24-HOUR DURATION IN
ACCORDANCE WITH THE FOLLOWING STANDARDS AND CRITERIA. STREAM RESTORATION AND RELOCATION PROJECTS THAT INCORPORATE NATURAL CHANNEL
DESIGN CONCEPTS ARE NOT MAN-MADE CHANNELS AND SHALL BE EXEMPT FROM ANY FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL
OR MAN-MADE CHANNELS:
A. CONCENTRATED STORMWATER RUNOFF LEAVING A DEVELOPMENT SITE SHALL BE DISCHARGED DIRECTLY INTO AN ADEQUATE NATURAL OR MAN-MADE
RECEIVING CHANNEL, PIPE OR STORM SEWER SYSTEM. FOR THOSE SITES WVHERE RUNOFF IS DISCHARGED INTO A PIPE OR PIPE SYSTEM, DOWNSTREAM
STABILITY ANALYSES AT THE OUTFALL OF THE PIPE OR PIPE SYSTEM SHALL BE PERFORMED.
B. ADEQUACY OF ALL CHANNELS AND PIPES SHALL BE VERIFIED IN THE FOLLOWING MANNER:
(1) THE APPLICANT SHALL DEMONSTRATE THAT THE TOTAL DRAINAGE AREA TO THE POINT OF ANALYSIS WITHIN THE CHANNEL IS ONE HUNDRED TIMES
GREATER THAN THE CONTRIBUTING DRAINAGE AREA OF THE PROJECT IN QUESTION; OR
(2) (A) NATURAL CHANNELS SHALL BE ANALYZED BY THE USE OF A TWO-YEAR STORM TO VERIFY THAT STORMWATER WILL NOT OVERTOP CHANNEL
BANKS NOR CAUSE EROSION OF CHANNEL BED OR BANKS.
(B) ALL PREVIOUSLY CONSTRUCTED MAN-MADE CHANNELS SHALL BE ANALYZED BY THE USE OF A TEN-YEAR STORM TO VERIFY THAT STORMWATER
WILL NOT OVERTOP ITS BANKS AND BY THE USE OF A TWO-YEAR STORM TO DEMONSTRATE THAT STORMWATER WILL NOT CAUSE EROSION OF CHANNEL
BED OR BANKS; AND
(C) PIPES AND STORM SEWER SYSTEMS SHALL BE ANALYZED BY THE USE OF A TEN-YEAR STORM TO VERIFY THAT STORMWATER WILL BE CONTAINED
WITHIN THE PIPE OR SYSTEM.
C. IF EXISTING NATURAL RECEIVING CHANNELS OR PREVIOUSLY CONSTRUCTED MAN-MADE CHANNELS OR PIPES ARE NOT ADEQUATE, THE APPLICANT SHALL:
(1) IMPROVE THE CHANNELS TO A CONDITION WHERE A TEN-YEAR STORM WILL NOT OVERTOP THE BANKS AND A TWO-YEAR STORM WILL NOT CAUSE
EROSION TO THE CHANNEL, THE BED, OR THE BANKS; OR
(2) IMPROVE THE PIPE OR PIPE SYSTEM TO A CONDITION WHERE THE TEN-YEAR STORM IS CONTAINED WITHIN THE APPURTENANCES;
(3) DEVELOP A SITE DESIGN THAT WILL NOT CAUSE THE PRE -DEVELOPMENT PEAK RUNOFF RATE FROM A TWO-YEAR STORM TO INCREASE WHEN RUNOFF
OUTFALLS INTO A NATURAL CHANNEL OR WILL NOT CAUSE THE PRE -DEVELOPMENT PEAK RUNOFF RATE FROM A TEN-YEAR STORM TO INCREASE WHEN
RUNOFF OUTFALLS INTO A MAN-MADE CHANNEL; OR
(4) PROVIDE A COMBINATION OF CHANNEL IMPROVEMENT, STORMWATER DETENTION OR OTHER MEASURES WHICH IS SATISFACTORY TO THE VESCP
AUTHORITY TO PREVENT DOWNSTREAM EROSION.
D. THE APPLICANT SHALL PROVIDE EVIDENCE OF PERMISSION TO MAKE THE IMPROVEMENTS.
E. ALL HYDROLOGIC ANALYSES SHALL BE BASED ON THE EXISTING WATERSHED CHARACTERISTICS AND THE ULTIMATE DEVELOPMENT CONDITION OF THE
SUBJECT PROJECT.
F. IF THE APPLICANT CHOOSES AN OPTION THAT INCLUDES STORMWATER DETENTION, HE SHALL OBTAIN APPROVAL FROM THE VESCP OF A PLAN FOR
MAINTENANCE OF THE DETENTION FACILITIES. THE PLAN SHALL SET FORTH THE MAINTENANCE REQUIREMENTS OF THE FACILITY AND THE PERSON
RESPONSIBLE FOR PERFORMING THE MAINTENANCE.
G. OUTFALL FROM A DETENTION FACILITY SHALL BE DISCHARGED TO A RECEIVING CHANNEL, AND ENERGY DISSIPATORS SHALL BE PLACED AT THE OUTFALL
OF ALL DETENTION FACILITIES AS NECESSARY TO PROVIDE A STABILIZED TRANSITION FROM THE FACILITY TO THE RECEIVING CHANNEL.

A. PROJECT DESCRIPTION
THIS PROJECT PROPOSES AN ADDITION TO SENIOR SUNRISE LIVING'S THE COLONNADES COMMUNITY IN ALBEMARLE COUNTY,
VIRGINIA. THE ADDITION WILL CONSIST OF ADDITIONAL RECREATIONAL AND DINING AMENITIES; NO NEW LIVING FACILITIES OR
BEDS WILL BE ADDED. SITEWORK WILL CONSIST OF THE REMOVAL OF EXISTING HARDSCAPE AND THE CONSTRUCTION OF
SIDEWALKS, STAIRS, A RAMP, A BIORETENTION BASIN, AND LANDSCAPING. LIMITED GRADING AND EARTHWORK IS
ANTICIPATED.
THE PROJECT WILL HAVE A TOTAL DISTURBED AREA OF APPROXIMATELY 0.87 ACRES. WITHIN THE LIMITS OF THE
DISTURBANCE, THERE ARE 0.66 ACRES OF MANAGED TURF AND 0.21 ACRES OF IMPERVIOUS AREA IN THE CURRENT
CONDITIONS. THE TOTAL PROPOSED POST -DEVELOPMENT WILL CONSIST OF 0.58 ACRES OF MANAGED TURF AND 0.29
ACRES OF IMPERVIOUS AREA.
THE PROJECT IS ANTICIPATED TO BEGIN IN SPRING OF 2019 AND BE COMPLETED 1N IN APPROXIMATELY ONE YEAR. THE
PROJECT WILL REQUIRE A VIRGINIA STORMWATER MANAGEMENT PROGRAM CONSTRUCTION GENERAL PERMIT THOUGH
ALBEMARLE COUNTY.
B. EXISTING SITE CONDITIONS
THE COLONNADES IS A SUNRISE SENIOR LIVING COMMUNITY IN ALBEMARLE COUNTY, VIRGINIA. THE FACILITY SITS ON
APPROXIMATELY 59 ACRES ALONG BARRACKS ROAD, JUST OUTSIDE THE CITY OF CHARLOTTESVILLE LIMITS. THE OVERALL
FOOTPRINT OF THE EXISTING BUILDINGS AND PARKING LOTS IS APPROXIMATELY 16 ACRES. THE DEVELOPMENT CONSISTS OF
INDEPENDENT LIVING APARTMENTS AND COTTAGES, ASSISTED LIVING AREAS, SKILLED NURSING AND REHABILITATIVE CARE, A
MEMORY CARE UNIT, AND AMENITIES INCLUDING A RESTAURANT STYLE DINING ROOM, FITNESS CENTER, INDOOR POOL AND
SPA, MEDICAL CLINIC, LIBRARY AND ASSEMBLY ROOMS.
THE PROPOSED ADDITION IS LOCATED ON THE SOUTH SIDE OF THE COMMUNITY CENTER WITHIN THE FOOTPRINT OF
OUTDOOR PLAZA, WHICH IS BETWEEN THE DINING ROOM AND INDOOR POOL. THE PLAZA IS A CONCRETE PATIO LINED WITH
BRICK PAVERS, LANDSCAPE BEDS, AND COLUMNS WITH AN ARCHED TRELLIS. THE AREA IS GENERALLY FLAT, SLOPING TO A
STORM INLET IN THE MIDDLE OF THE PLAZA. THE SOUTH END OF THE PLAZA IS A RETAINING WALL, WHICH DROPS OFF
APPROXIMATELY THREE- TO FIVE -FEET TO THE LANDSCAPED BEDS BELOW. LANDSCAPE AREAS AND LAWNS CONTINUE TO
THE SOUTH WITH CONCRETE AND ASPHALT WALKS. THIS AREA SLOPES GENTLY TO THE SOUTH FOR APPROXIMATELY 25-
TH 50 -FEET, WHERE A STEEP BANK LEADS DOWN TO THE WOODS AND AN EXISTING STORMWATER MANAGEMENT DETENTION
BASIN.
IN GENERAL, RUNOFF WITHIN THE LIMITS OF CONSTRUCTION FLOWS FROM NORTH TO SOUTH. AN EXISTING STORM SEWER
SYSTEM RUNS NORTH TO SOUTH, ALONG THE EAST SIDE OF THE ADDITION. THIS SYSTEM IS PART OF A LARGER EXISTING
STORM SEWER SYSTEM THAT CONVEYS THE MAJORITY OF THE RUNOFF FROM THE PROPERTY INTO A STORMWATER
DETENTION BASIN CONSTRUCTED IN THE 1980'S. ALL RUNOFF FROM THE LIMITS OF DISTURBANCE WILL FLOW INTO THE
BASIN, WHICH IS LOCATED APPROXIMATELY 300 LINEAR FEET DOWNSTREAM OF THE PROJECT. THE BASIN DISCHARGES
DIRECTLY INTO A TRIBUTARY TO MEADOW CREEK.
C. ADJACENT PROPERTY
THE COLONNADES RETIREMENT COMMUNITY IS LOCATED IN THE ALBEMARLE COUNTY ON BARRACKS ROAD, WEST OF THE
INTERSECTION OF GEORGETOWN ROAD. COLONNADE HILL DRIVE GOES THROUGH THE COMMUNITY AND IS CONNECTED TO
BARRACKS ROAD. BORDERING THE PROPERTY TO THE WEST AND SOUTH IS A FORESTED AREA AND TO THE NORTH AND
EAST ARE RESIDENTIAL AREAS.
THE COLONNADES CONSISTS OF SEVERAL RESIDENTIAL UNITS THAT SURROUND THE MAIN BUILDING, WHERE THE PROJECT IS
LOCATED. EXISTING BUILDINGS TO THE NORTH, EAST, AND WEST SURROUND THE PROJECT SITE AND A LAWN AREA IS
LOCATED TO THE SOUTH. NO DISTURBANCE OUTSIDE THE LIMITS SHOWN ON THE PLANS IS ANTICIPATED.
WITH PROPER SEDIMENT CONTROL IN PLACE TO CONTAIN SEDIMENT BEFORE ENTERING THE EXISTING STORM SYSTEM, NO
ADVERSE EFFECTS RESULTING FROM SEDIMENT DEPOSITION IS ANTICIPATED FOR ANY OF THE ADJACENT OR DOWNSTREAM
AREAS.
D. PLANNED OFF SITE ACTIVITIES
NO OFF-SITE CUT OR FILL LOCATIONS OR OTHER TYPES OF DISTURBANCE ARE ANTICIPATED, AS THERE WILL BE LIMITED
EARTHWORK ASSOCIATED WITH THE PROJECT. SHOULD ADDITIONAL OFF-SITE AREAS BE REQUIRED, A SITE PLAN AND
EROSION AND SEDIMENT CONTROL PLAN FOR THAT AREA WILL NEED TO BE PREPARED AS AN INDEPENDENT PROJECT FROM
THIS PROJECT. THE CONTRACTOR SHALL BE RESPONSIBLE FOR IMPLEMENTING THE APPROVED EROSION AND SEDIMENT

VIRGINIA DATED JULY 2, 2018 SHOWS THE MAJORITY OF SOILS ON THE SITE ARE CLASSIFIED AS CULPEPPER FINE SANDY
LOAM (HYDROLOGIC SOIL GROUP B) AND ALBEMARLE FINE SANDY LOAM (HYDROLOGIC SOIL GROUP C). A SMALL PORTION
OF THE LIMITS IS CLASSIFIED AS ALBEMARLE VERY STONY FINE SANDY LOAM (HYDROLOGIC SOIL GROUP C). FOR THE FULL
REPORT, REFER TO APPENDIX B-1. FOR CALCULATION PURPOSES, THE SITE WAS ASSUMED TO BE ALL HYDROLOGIC SOIL
GROUP C.
A GEOTECHNICAL REPORT TITLED, "SUBSURFACE EXPLORATION AND GEOTECHNICAL EVALUATION - THE COLONNADES
ADDITION" AND DATED AUGUST 24, 2018 WAS COMPLETED BE DRAPER ADEN ASSOCIATES. THIS REPORT WILL BE AVAILABLE
TO THE CONTRACTOR TO ASSIST WITH DESIGN AND EARTHWORK RECOMMENDATIONS.
F. CRITICAL EROSION AREAS
STEEP SLOPES EXIST ALONG THE SOUTH PERIMETER OF THE PROJECT AREA, WHICH CAN BECOME CRITICAL IF NOT
MANAGED CORRECTLY. PERIMETER CONTROL MEASURES SHALL BE WELL SECURED AND CHECKED FREQUENTLY TO ENSURE
THEY ARE IN GOOD CONDITION. DISTURBED STEEP SLOPES SHALL BE STABILIZED PROPERLY AS TO LIMIT EROSION.
REGULAR INSPECTIONS SHALL BE CONDUCTED ACROSS THE ENTIRE SITE TO ENSURE SLOPES DO NOT BECOME EROSIVE AS
CONSTRUCTION PROGRESSES. IN GENERAL, THE CONTRACTOR SHALL MINIMIZE THE: AREAS DISTURBED AT ONE TIME AND
SHALL IMMEDIATELY APPLY SEED AND MULCH TO DENUDED AREAS AFTER WORK IS PERFORMED.

HARDSCAPE OR OTHER LANDSCAPE. PERMANENT SEEDING SHALL ALSO BE USED ON ALL AREAS THAT ARE NOT AT
FINAL GRADE AND THAT WILL BE LEFT DORMANT FOR A PERIOD OF MORE THAN 1 YEAR. IF CONFLICTS EXIST BETWEEN
THE PROJECT SPECIFICATIONS AND THE VESCH STD. & SPEC. 3.32, THE MORE STRINGENT REQUIREMENT SHALL

4. MULCHING - 3.35
APPLICATION OF PLANT RESIDUES OR OTHER SUITABLE MATERIALS TO THE SOIL SURFACE TO PREVENT EROSION BY
PROTECTING THE SOIL SURFACE FROM RAINDROP IMPACT AND REDUCING THE VELOCITY OF OVERLAND FLOW. IT IS
ALSO USED TO FOSTER THE GROWTH OF VEGETATION BY INCREASING AVAILABLE MOISTURE AND PROVIDING

L. MAINTENANCE
PRIOR TO ANY LAND DISTURBING ACTIVITY, CONTRACTOR SHALL PROVIDE THE NAME, CERTIFICATION INFORMATION, AND
CONTACT INFORMATION OF THE DESIGNATED RESPONSIBLE LAND DISTURBER (RLD) TO THE APPROPRIATE AUTHORITIES. IN
GENERAL, ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE INSPECTED PER THE CONSTRUCTION GENERAL
PERMIT. DURING CONSTRUCTION, THE CONTRACTOR'S DESIGNATED RLD WILL BE RESPONSIBLE FOR INSPECTING AND
REPAIRING DAMAGED EROSION/SEDIMENT CONTROL MEASURES. THE FOLLOWING ITEMS WILL BE CHECKED IN PARTICULAR:

DAMAGE TO THE FABRIC. DAMAGES SHALL BE IMMEDIATTELY REPAIRED. SEDIMENT SHALL BE REMOVED WHEN THE LEVEL
OF SEDIMENT DEPOSITION REACHES ONE HALF THE HEIC3HT OF THE BARRIER.

A. STORMWATER MANAGEMENT OVERVIEW
THE PROJECT WILL HAVE A TOTAL DISTURBED AREA OF APPROXIMATELY 0.87 ACRES. WITHIN THE LIMITS OF THE DISTURBANCE, THERE ARE 0.66 ACRES
OF MANAGED TURF AND 0.21 ACRES OF IMPERVIOUS AREA IN THE CURRENT CONDITIONS. THE TOTAL PROPOSED POST -DEVELOPMENT WILL CONSIST OF
0.58 ACRES OF MANAGED TURF AND 0.29 ACRES OF IMPERVIOUS AREA.
RUNOFF FROM THE SITE GENERALLY FLOWS FROM NORTH TO SOUTH, IS COLLECTED BY A STORM SEWER SYSTEM, AND DISCHARGES INTO AN EXISTING
ONSITE STORMWATER MANAGEMENT BASIN CONSTRUCTED IN THE LATE 1980'S. ALL RUNOFF FROM THE LIMITS OF DISTURBANCE WILL FLOW INTO THE
BASIN, WHICH IS LOCATED APPROXIMATELY 300 LINEAR FEET DOWNSTREAM OF THE PROJECT. BASED ON CONVERSATIONS WITH THE PROPERTY MANAGER,
THE BASIN HAS OVERTOPPED DURING LARGE RAINFALL EVENTS IN THE PAST. IT DISCHARGES INTO A RISER AND OUTLET PIPE DIRECTLY INTO A
TRIBUTARY TO MEADOW CREEK. AT THIS POINT, THE OVERALL DRAINAGE AREA TO THE TRIBUTARY IS APPROXIMATELY 113 ACRES.
THE OVERALL PROPERTY IS DIVIDED INTO FOUR DRAINAGE AREAS FOR ANALYSIS. THE FOUR AREAS ARE TRIBUTARY TO THE EXISTING STORMWATER BASIN;
THREE THROUGH A PIPED SYSTEM AND ONE VIA SHEET FLOW. THE PROJECT AREA IS AT THE INTERSECTION OF THREE OF THESE AREAS, AND SLIGHTLY
ALTERS THE DRAINAGE PATTERNS TO THE DIFFERENT PIECES OF THE SYSTEM. DRAINAGE AREA 'SOUTH' IS THE AREA TO THE SOUTHEAST OF THE MAIN
BUILDING JUST UPSTREAM OF THE BASIN THAT FLOWS DIRECTLY INTO IT. DRAINAGE AREA 'WEST', 'CENTER', AND 'EAST' ARE ALL PIPED CONVEYANCE
SYSTEMS, WHICH DISCHARGE INTO THE BASIN. 'CENTER' AND 'EAST' COMBINE AT STORM STRUCTURE DP2197 PRIOR TO DISCHARGING INTO THE BASIN,
WHILE 'WEST ENTERS THE BASIN AT A DIFFERENT LOCATION,
THE POST -DEVELOPED CONDITION WILL REDUCE THE AREA WITHIN 'WEST' AND 'SOUTH', WHILE INCREASING THE AREA WITHIN 'CENTER'. NOTE: THE LIMITS
OF DISTURBANCE DOES NOT INCLUDE ANY AREA IN THE 'WEST' DRAINAGE AREA, BUT THE ADDITION WILL ALTER THE EXISTING ROOF DRAINAGE PATTERNS
AND DIRECT ADDITIONAL ROOF AREA INTO THE 'CENTER' DRAINAGE AREA. THE 'EAST' AREA IS UNCHANGED.
OVERALL STORMWATER CALCULATION INFORMATION
DRAINAGE AREA FLOW RATE AND ROUTING CALCULATIONS FOR THE DETENTION SYSTEM WERE PERFORMED IN THE 'HYDRAFLOW HYDROGRAPHS' PROGRAM
USING THE SCS METHOD. THE SOILS ONSITE WERE CLASSIFIED AS HYDROLOGIC GROUP B AND C BASED ON THE NRCS SOIL REPORT. BASED ON THE
ADDITIONAL INFORMATION OBTAINED IN THE GEOTECHNICAL REPORT, IT APPEARS ALL SOILS ONSITE ARE CONSISTENT, AND WOULD APPEAR TO BE BETTER
DEFINED AS GROUP C. THEREFORE, HYDROLOGIC SOIL GROUP C WAS USED FOR THE ENTIRE PROJECT AREA, CURVE NUMBERS (CN) WERE BASED ON 98
FOR IMPERVIOUS AREAS AND 74 FOIR PERVIOUS AREAS. REFER TO APPENDIX B-1 FOR ROUTING CALCULATIONS.
THE RATIONAL METHOD WAS USED TO SIZE THE STORM SEWER PIPES. RATIONAL C VALUES WERE BASED ON 0.90 FOR IMPERVIOUS AREAS AND 0.30 FOR
MANAGED TURF AREAS. REFER TO APPENDIX B-2 FOR STORM SEWER CALCULATIONS.
TIME OF CONCENTRATIONS WERE DEITERMINED BASED ON THE TR -55 METHOD. DRAINAGE AREAS WHERE THE SIZE AND SLOPES RESULTED IN A TIME OF
CONCENTRATIONS BELOW FIVE MINUTES WERE DEFAULTED TO A MINIMUM VALUE OF FIVE MINUTES. TIME OF CONCENTRATION FLOW PATHS USE MANNING'S
N -VALUE OF 0.24 FOR GRASSED AREAS, 0.030 FOR NATURAL CHANNELS, 0.013 FOR CONCRETE PIPES AND 0.012 FOR PLASTIC PIPE.
RAINFALL VALUES USED IN THE CALCULATIONS WERE BASED ON THE "NOAA ATLAS 14 POINT PRECIPITATION FREQUENCY ESTIMATES" FROM THE NOAA
WEBSITE FOR ALBEMARLE COUNTY, WIRGINIA. REFER TO APPENDIX D.
B. CHANNEL PROTECTION ANALYSIS
THE VIRGINIA STORMWATER MANAGEWENT PROGRAM (VSMP) REGULATIONS FOR CONCENTRATED STORMWATER FLOW INTO A MANMADE CONVEYANCE SYSTEM
(9VAC25-870-66 BA.A) STATES, THE MANMADE STORMWATER CONVEYANCE SYSTEM SHALL CONVEY THE POST DEVELOPMENT PEAK FLOW RATE FROM
THE TWO-YEAR 24-HOUR STORM EWENT WITHOUT CAUSING EROSION OF THE SYSTEM. THE REGULATIONS (9VAC25-870-66 B.4) STATES, THE LIMITS OF
THIS ANALYSIS ARE EITHER TO A POINT WHERE THE ENERGY BALANCE EQUATION IS SATISFIED OR WHERE BASED ON LAND AREA, THE SITE'S
CONTRIBUTING DRAINAGE AREA IS LESS THAN OR EQUAL TO ONE PERCENT OF THE TOTAL WATERSHED AREA.
ALL CONCENTRATED RUNOFF FROM THE SITE AREA IS CONVEYED VIA THE 'CENTER' STORM SEWER PIPE SYSTEM BEFORE DISCHARGING INTO THE EXISTING
STORMWATER MANAGEMENT BASIN. THE REMAINING PROJECT AREA IS NOT CONCENTRATED, BUT FLOWS INTO THE SAME BASIN. THE PIPE SYSTEM AND
STORMWATER DETENTION BASIN ARE BOTH MANMADE. THEREFORE, THE REGULATIONS INDICATE THEY ARE TO BE ANALYZED FOR EROSIVE POTENTIAL. THE
PIPE SYSTEM IS RCP, WHICH IS NON-EROSIVE. THE BASIN WILL HAVE PONDED WATER DURING STORM EVENTS AND HAS A GOOD STAND OF VEGETATION,
SO THIS AREA ALSO HAS VERY LOW POTENTIAL TO BECOME EROSIVE.
THE OUTFALL FROM THE BASIN DISCHARGES DIRECTLY INTO THE TRIBUTARY TO MEADOW CREEK. THE TOTAL DRAINAGE AREA AT THIS POINT IS
APPROXIMATELY 113 ACRES, WHICH IS MORE THAN ONE -HUNDRED TIMES THE PROJECT AREA (0.88 ACRES). THEREFORE, THE LIMITS OF ANALYSIS IS
SATISFIED AT THIS POINT AND NO ANALYSIS OF THE DOWNSTREAM NATURAL CHANNEL IS REQUIRED. ALL SYSTEMS BETWEEN THE SITE AND THE POINT
WHERE THE SITE'S CONTRIBUTING DRAINAGE AREA IS LESS THAN OR EQUAL TO ONE PERCENT OF THE TOTAL WATERSHED AREA ARE MANMADE .AND ARE
MADE OF NON-EROSIVE MATERIALS. THEREFORE, CHANNEL PROTECTION REQUIREMENTS ARE SATISFIED.
C. FLOOD PROTECTION ANALYSIS
THE VIRGINIA STORMWATER MANAGEMENT PROGRAM (VSMP) REGULATIONS FOR FLOOD PROTECTION (9VAC25-870-66 C) STATE, CONCENTRATED
STORMWATER FLOW SHALL BE RELEASED INTO A DOWNSTREAM SYSTEM WITH THE CAPACITY TO CONVEY THE POST -DEVELOPMENT PEAK FLOW FROM THE
10 -YEAR, 24-HOUR STORM EVENT. IF THE DOWNSTREAM SYSTEM DOES NOT HAVE CAPACITY, THE POST -DEVELOPMENT PEAK FLOW RATE FOR THE
10 -YEAR, 24-HOUR STORM EVENT MIUST BE RELEASED AT A RATE LESS THAN THE PRE -DEVELOPMENT PEAK FLOW RATE FROM THE 10 -YEAR, 24-HOUR
STORM EVENT.

HISTORY OF OVER -TOPPING AND NO DESIGN CALCULATIONS WERE LOCATED. THEREFORE, IT WAS DETERMINED THE BASIN DOES NOT HAVE CAPACITY FOR
ADDITION FLOW. CALCULATIONS WERE PERFORMED ON THE ENTIRE LIMITS OF DISTURBANCE TO DETERMINE THE INCREASED 10 -YEAR FLOW RATE FROM THE
IMPROVEMENTS. REFER TO THE CALCULATIONS IN APPENDIX B-1. LINE 1 SHOWS THE FLOW FROM THE LIMITS IN THE PRE -DEVELOPED CONDITION (4.88
CUBIC FEET PER SECOND (CFS)) AND LINE 2 SHOWS THE FLOW FROM THE POST -DEVELOPED CONDITION (5.188 GFS). THEREFORE, THE DEVELOPM4ENT
WOULD CAUSE A 0.31 CFS INCREASE IN THE FLOW RATE WITH NO STORMWATER MANAGEMENT MEASURES.
A BIORETENTION BASIN IS PROPOSED WITH THE PROJECT TO HELP SATISFY THE WATER QUALITY AND QUANTITY. LINE 4 IN THE CALCULATIONS SHOW THE
FLOW TO THE BIORETENTION BASIN (1.73 CFS) AND LINE 5 SHOWS THE FLOW AFTER ROUTING THROUGH THE BASIN (1.388 CFS). THEREFORE, THE
BIORETENTION BASIN WILL REDUCE THE 10 -YEAR FLOW RATE BY 0.34 CFS, WHICH IS GREATER THAN THE 0.31 CFS INCREASE CAUSED BY THE
DEVELOPMENT. FLOOD CRITERIA IS SATISFIED BY REDUCING THE FLOW RATE IN THE POST DEVELOPED CONDITION TO A RATE LESS THAN THE
PRE -DEVELOPED. NO FURTHER ANALYSIS IS REQUIRED DOWNSTREAM OF THE BASIN.
D. SHEET FLOW ANALYSIS
THE STORMWATER MANAGEMENT LAW (9VAC25-870-66 D) STATES THAT INCREASED VOLUMES OF SHEET FLOW RESULTING FROM PERVIOUS OR
DISCONNECTED IMPERVIOUS AREAS, OR FROM PHYSICAL SPREADING OF CONCENTRATED FLOW THROUGH LEVEL SPREADERS, MUST BE IDENTIFIED AND
EVALUATED FOR POTENTIAL IMPACTS ON DOWN -GRADIENT PROPERTIES OR RESOURCES.
WHILE A LARGE PORTION OF THE SITE WILL SHEET FLOW OUT OF THE LIMITS, IT ALL FLOWS INTO THE DOWNSTREAM STORMWATER DETENTION BASIN,
THEREFORE, THESE AREAS WHERE INCLUDED IN THE OVERALL STORMWATER DESIGN FOR CHANNEL AND FLOOD PROTECTION. NO SEPARATE SHEET FLOW
ANALYSIS IS REQUIRED; HOWEVER, THE AREA AND FLOW FROM THE SHEET FLOW AREA WAS DECREASED.
E. STORM SEWER SYSTEM ANALYSIS
THE STORM SEWER SYSTEM WAS ANALYZED USING THE 'HYDRAFLOW STORM SEWERS' PROGRAMS TO DETERMINE ADEQUACY. THE SYSTEM WAS ANALYZED
TO CONVEY THE POST -DEVELOPED PEAK FLOW RATE FROM THE 10 -YEAR 24-HOUR STORM EVENT WITHOUT CAUSING EROSION OF THE SYSTEM AND TO
CONFINE THE STORM EVENT WITHIN THE STORMWATER CONVEYANCE SYSTEM. THE PROPOSED SYSTEM AND THE EXISTING DOWNSTREAM SYSTEM TO
OUTFALL INTO THE STORMWATER DETENTION BASIN WAS ANALYZED AND NO CAPACITY ISSUES WERE FOUND. REFER TO APPENDIX B-2 FOR
CALCULATIONS.
F. STORMWATER QUALITY ANALYSIS
WATER QUALITY ANALYSIS WAS BASED ON THE VIRGINIA RUNOFF REDUCTION METHOD RE -DEVELOPMENT WORKSHEET - V3.0, THE TOTAL DISTURBED AREA
OF 0.87 ACRES IS USED AS THE SITE AREA. THIS AREA HAS 0.21 ACRES (24%) IMPERVIOUS IN THE PRE -DEVELOPMENT CONDITION AND 0.29 ACRES
(33%) IN THE POST -DEVELOPMENT CONDITION. COMPLETING THE SPREADSHEETS RESULTS IN THE REQUIREMENT FOR 0.20 POUNDS OF REQUIRED
POLLUTANT REMOVAL PER YEAR.
THE BIORETENTION BASIN DESCRIBED ABOVE WILL ALSO SATISFY THE WATER QUALITY REQUIREMENT. A LEVEL 1 BASIN HAS BEEN DESIGNED BASED ON VA
DEQ STORMWATER DESIGN SPECIFICATIION NO. 9 - BIORETENTION, VERSION 2.0, 2013. THE BASIN WILL PICK UP A PORTION OF THE BUILDING'S ROOF
AREA AND THE AREA IMMEDIATELY SURROUNDING IT, TOTALING 0.24 ACRES WITH 0.17 ACRES OF IMPERVIOUS AREA. AS PER THE REGULATIONS, THE
AREA OF THE BIORETENTION BASIN ITSELF IS COUNTED AS FORESTED AREA. THIS RESULTS IN THE REMOVAL OF 0.21 POUNDS OF PHOSPHORUS, WHICH IS
0.01 POUNDS ABOVE THE REQUIREMEMT OF 0.20 POUNDS. THEREFORE, WATER QUALITY REQUIREMENTS FOR THE PROJECT ARE SATISFIED. REFER TO

LIMING: WHERE THE PH OF THE SUBSOIL IS 6.0 OR LESS, OR THE SOIL IS COMPOSED OF HEAVY
CLAYS, AGRICULTURAL LIMESTONE SHALL BE SPREAD IN ACCORDANCE WITH THE SOIL TEST OR THE
VEGETATIVE ESTABLISHMENT PRACTICE BEING USED,
BONDING: AFTER THE AREAS TO BE TOPSOILED HAVE BEEN BROUGHT TO GRADE, AND IMMEDIATELY

STEP' 6. IT MAY BE NECESSARY TO RIP THE BOTTOM SOILS TO A DEPTH OF 6 TO 12 INCHES TO PROMOTE GREATER INFILTRATION.
STEP 7. PLACE GEOTEXTILE FABRIC ON THE SIDES OF THE BIORETENTION AREA WITH A 6 -INCH OVERLAP ON THE SIDES. PLACE THE
APPROPRIATE DEPTH OF #57 STONE ON THE BOTTOM, INSTALL THE PERFORATED UNDERDRAIN PIPE, AND ADD 3 INCHES OF CHOKER
STONE/PEA GRAVEL AS A FILTER BETWEEN THE UNDERDRAIN AND THE SOIL MEDIA LAYER.
STEP 8. OBTAIN SOIL THE MEDIA FROM A QUALIFIED VENDOR, AND STORE IT ON AN ADJACENT IMPERVIOUS AREA OR PLASTIC SHEETING.
AFTER VERIFYING THAT THE MEDIA MEETS THE SPECIFICATIONS, APPLY THE MEDIA IN 12 -INCH LIFTS UNTIL THE DESIRED TOP ELEVATION OF
THE BIORETENTION AREA IS ACHIEVED. SIMULATE A RAIN EVENT, WAIT A FEW DAYS TO CHECK FOR SETTLEMENT, AND ADD ADDITIONAL
MEDIA, AS NEEDED, TO ACHIEVE THE DESIGN ELEVATION.
STEP 9. PREPARE PLANTING HOLES FOR ANY TREES AND SHRUBS, INSTALL THE VEGETATION, AND WATER ACCORDINGLY. INSTALL ANY
TEMPORARY IRRIGATION.
STEP 10. PLACE THE MULCH SURFACE COVER.
STEP 11. INSTALL THE PLANT MATERIALS AS SHOWN IN THE LANDSCAPING PLAN, AND WATER THEM DURING WEEKS OF NO RAIN FOR THE
FIRST TWO MONTHS.
CONSTRUCTION INSPECTION
INSPECTIONS DURING AND IMMEDIATELY AFTER CONSTRUCTION ARE NEEDED TO ENSURE THAT ALL THE ELEMENTS OF BIORETENTION BASINS
ARE BUILT IN ACCORDANCE WITH THESE SPECIFICATIONS. USE A DETAILED INSPECTION CHECKLIST THAT REQUIRES SIGN -OFFS BY QUALIFIED
INDIVIDUALS AT CRITICAL STAGES OF CONSTRUCTION AND TO ENSURE THAT THE CONTRACTOR'S INTERPRETATION OF THE PLAN IS
CONSISTENT WITH THE DESIGNER'S INTENT. THE FOLLOWING IDENTIFIES THE CRITICAL STAGES OF CONSTRUCTION WHERE AN INTERMEDIATE
INSPECTION AND SIGN -OFF BY A QUALIFIED INDIVIDUAL IS REQUIRED SINCE THE ITEMS CAN'T BE VERIFIED AFTER CONSTRUCTION IS
COMPLETED. A CONSTRUCTION INSPECTION CHECKLIST THAT INCLUDES CERTIFICATIONS OF INSPECTION AT CRITICAL STAGES IS PROVIDED
AT THE END OF THE VA DEQ STORMWATER DESIGN SPECIFICATION NO. 9.
THE FOLLOWING REPRESENTS ITEMS THAT ARE FREQUENTLY OVERLOOKED DURING CONSTRUCTION INSPECTION BUT REPRESENT IMPORTANT
ELEMENTS FOR ENSURING THE SUCCESS OF THE BIORETENTION FACILITY DURING THE INITIAL BREAK-IN PERIOD.
• VERIFY THE PROPER COVERAGE AND DEPTH OF MULCH, VEGETATION, OR SOIL MATTING HAS BEEN ACHIEVED FOLLOWING CONSTRUCTION,
BOTH ON THE FILTER BED AND THE SIDE -SLOPES.
• INSPECT THE PRE-TREATMENT FORBAYS AND FILTER STRIPS TO VERIFY THAT THEY ARE PROPERLY INSTALLED, STABILIZED, AND WORKING
EFFECTIVELY BEFORE OPENING THE FACILITY TO RUNOFF.
• CHIECK THAT OUTFALL PROTECTION/ENERGY DISSIPATION MEASURES AT CONCENTRATED INFLOW AND OUTFLOW POINTS ARE STABLE.
UPOIN FINAL ACCEPTANCE OF THE FACILITY, LOG THE PRACTICE'S GPS COORDINATES AND SUBMIT THEM FOR ENTRY INTO THE VSMP
AUTHORITY'S BMP MAINTENANCE TRACKING DATABASE.
FIRST YEAR MAINTENANCE OPERATIONS
SUCCESSFUL ESTABLISHMENT OF BIORETENTION AREAS REQUIRES THAT THE FOLLOWING TASKS BE UNDERTAKEN IN THE FIRST YEAR
FOLLOWING INSTALLATION:
• INITIAL INSPECTIONS. FOR THE FIRST 6 MONTHS FOLLOWING CONSTRUCTION, THE SITE SHOULD BE INSPECTED AT LEAST TWICE AFTER
STORM EVENTS THAT EXCEED 1/2 INCH OF RAINFALL.
• SPOT RESEEDING. INSPECTORS SHOULD LOOK FOR BARE OR ERODING AREAS IN THE CONTRIBUTING DRAINAGE AREA OR AROUND THE
BIORETENTION AREA, AND MAKE SURE THEY ARE IMMEDIATELY STABILIZED WITH GRASS COVER.
• FERTILIZATION. ONE-TIME, SPOT FERTILIZATION MAY BE NEEDED FOR INITIAL PLANTINGS.
• WATERING. WATERING IS NEEDED ONCE A WEEK DURING THE FIRST 2 MONTHS, AND THEN AS NEEDED DURING FIRST GROWING SEASON
(APRIL -OCTOBER), DEPENDING ON RAINFALL.
• REMOVE AND REPLACE DEAD PLANTS. SINCE UP TO 10% OF THE PLANT STOCK MAY DIE OFF IN THE FIRST YEAR, CONSTRUCTION
CONTRACTS SHOULD INCLUDE A CARE AND REPLACEMENT WARRANTY TO ENSURE THAT VEGETATION IS PROPERLY ESTABLISHED AND
SURVIVES DURING THE FIRST GROWING SEASON FOLLOWING CONSTRUCTION. THE TYPICAL THRESHOLDS BELOW WHICH REPLACEMENT IS
REQUIRED ARE 85% SURVIVAL OF PLANT MATERIAL AND 100% SURVIVAL OF TREES.
MAINTENANCE INSPECTIONS
IT IS HIGHLY RECOMMENDED THAT A SPRING MAINTENANCE INSPECTION AND CLEANUP BE CONDUCTED AT EACH BIORETENTION AREA. THE
FOLLOWING IS A LIST OF SOME OF THE KEY MAINTENANCE PROBLEMS TO LOOK FOR:
• CHECK TO SEE IF 75% TO 90% COVER (MULCH PLUS VEGETATIVE COVER) HAS BEEN ACHIEVED IN THE BED, AND MEASURE THE DEPTH
OF THE REMAINING MULCH.
• CHECK FOR SEDIMENT BUILDUP AT CURB CUTS, GRAVEL DIAPHRAGMS OR PAVEMENT EDGES THAT PREVENTS FLOW FROM GETTING INTO
THE BED, AND CHECK FOR OTHER SIGNS OF BYPASSING.
• CHECK FOR ANY WINTER- OR SALT -KILLED VEGETATION, AND REPLACE IT WITH HARDIER SPECIES.
• NOTE PRESENCE OF ACCUMULATED SAND, SEDIMENT AND TRASH IN THE PRE-TREATMENT CELL OR FILTER BEDS, AND REMOVE IT.
• INSPECT BIORETENTION SIDE SLOPES AND GRASS FILTER STRIPS FOR EVIDENCE OF ANY RILL OR GULLY EROSION, AND REPAIR IT.
• CHECK THE BIORETENTION BED FOR EVIDENCE OF MULCH FLOTATION, EXCESSIVE PONDING, DEAD PLANTS OR CONCENTRATED FLOWS, AND
TAKE APPROPRIATE REMEDIAL ACTION.
• CHECK INFLOW POINTS FOR CLOGGING, AND REMOVE ANY SEDIMENT.
• LOOK FOR ANY BARE SOIL OR SEDIMENT SOURCES IN THE CONTRIBUTING DRAINAGE AREA, AND STABILIZE THEM IMMEDIATELY.
• CHECK FOR CLOGGED OR SLOW -DRAINING SOIL MEDIA, A CRUST FORMED ON THE TOP LAYER, INAPPROPRIATE SOIL MEDIA, OR OTHER
CAUSES OF INSUFFICIENT FILTERING TIME, AND RESTORE PROPER FILTRATION CHARACTERISTICS.
EXAMPLE MAINTENANCE INSPECTION CHECKLISTS FOR BIORETENTION AREAS CAN BE ACCESSED IN APPENDIX C OF CHAPTER 9 OF THE
VIRGINIA STORMWATER MANAGEMENT HANDBOOK (2010).
SUGGESTED ANNUAL MAINTENANCE ACTIVITIES FOR BIORETENTION
MAINTENANCE TASKS FREQUENCY
• MOWING OF GRASS FILTER STRIPS AND BIORETENTION TURF COVER AT LEAST 4 TIMES A YEAR
• SPOT WEEDING, EROSION REPAIR, TRASH REMOVAL, AND MULCH RAKING TWICE DURING GROWING SEASON
• ADD REINFORCEMENT PLANTING TO MAINTAIN DESIRED THE VEGETATION DENSITY AS NEEDED
• REMOVE INVASIVE PLANTS USING RECOMMENDED CONTROL METHODS AS NEEDED
• STABILIZE THE CONTRIBUTING DRAINAGE AREA TO PREVENT EROSION AS NEEDED
• SPRING INSPECTION AND CLEANUP ANNUALLY
