WPO Plan must be approved before road plan can be approved. Rev. 1: Comment still valid. 2. VDOT approval must be obtained before road plan can be approved. Rev. 1: Comment still valid. 3. Revise title as discussed with the County Engineer. Contact Frank Pohl with any questions. Rev. 1: Comment addressed. 4. Provide a sheet showing overall development with approved plan #'s (WPOs and SUBs, etc) to clarify areas covered with each plan. Rev. 1: Comment addressed. Overall location map on sheet C-201 is sufficient. 5. Please clarify on the existing conditions sheet that Stella Lane is not built yet. Show approved plan number or note with explanation that it is not truly the existing condition as of the time of this plan. Rev. 1: Comment not addressed. 6. A SWM access road and existing residence road are shown. Please clarify how these will be affected. SWM says to be removed, so will there be new access provided? Rev. 1: Comment not addressed. 7. Sheet C-201 has a note regarding topography, however, dashed lines or arrows according to the not are not apparent on this sheet. Rev. 1: Comment not addressed. 8. Storm easements are not shown. A08 to A07 is just one example which needs an easement because it is taking water from ROW to offsite. Rev. 1: Comment addressed. Easement shown. Plat is necessary. 9. All velocities in storm pipes must be 15ft/s or lower. A02 to A01 is 17.55 ft/s. Please revise. Rev. 1: Comment not addressed. 10. Ensure correct HGL calculations are shown per VDOT LD-347. Rev. 1: Comment addressed. Rim elevation explained. 11. Provide sight distance profile for intersection of Road I and Stella Lane. Rev. 1: Comment not addressed. 12. Fire Rescue (Shawn Maddox) 1. Rev. 1: No objections as of 11/29/18. ACSA (Jeremy Lynn) 1. Still under review. ACSA communicating directly with applicant. GIS (Elisa Kiewra, Rev. 1 Andrew Walker) 1. See attached comment letter dated 7/23/18. Rev. 1: No objections as of 11/27/18. ARB (Heather McMahon) Address all of the ARB comments made in the previous round of review (7/27/18): 1. Delineate the extents of the Dunn cemetery on Block 19 (the historic Brookhill property) on the site plan set. Fulfill the requirements of Proffer #9 Historic Resources in regards to the delineation and treatment plan of the Dunn cemetery with this first phase of development. 2. Provide the proposed design and materials of the historical marker for the historic Brookhill property, as stipulated in the Code of Development. 3. Call out/label the historical marker's location on the landscape plan (C-701). 4. Ensure that there are no potential conflicts between the proposed placement of large- and medium-sized trees and proposed utilities and their easements. One GD (Kentucky Coffeetree) on the south side and 4 GD (Kentucky Coffeetrees) on the north side of Road 1B, at its western end, appear too close to or atop a proposed sanitary sewer line. 5. Ensure the quantities and subtotals listed in the plant schedule on C-701 are correct and correspond to the symbols illustrated. In addition, the proposed location for the historic marker for Brookhill manor differs in this site plan from that submitted by Scott Collins for the Preliminiary Site Plan for Block 8B. This discrepancy needs to be rectified and a letter between the engineers should be provided to reflect that this discrepancy has been acknowledged and resolved. A survey of the extents of the Dunn cemetery is required before approval of the re- alignment of the driveway to the Brookhill manor can be considered, as the re -alignment may affect the cemetery and its contents. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Re: Brookhill 1B Block 3A — Road Plans SUB-2018-00115 Review #2 Dear Ms. Cox: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Bohler Engineering, revised 26 October 2018, and offers the following comments: 1. Provide turn lane warrant analyses for all intersections and entrances. 2. The sag K-value at STA 18+22 is less than the minimum value for a 30 mph design speed. 3. The provided intersection sight distance lines are for a 25 mph design speed, not 30 mph. 4. Intersection sight distance lines cannot pass through parallel parking spaces. 5. There is a proposed street tree within 30 feet of the curb return at the Stella Lane intersection that must be removed. 6. At least 1 foot of right-of-way is required behind sidewalks. 7. The proposed sanitary manholes must be moved outside the sidewalk as this creates a tripping hazard. 8. Add crossdrains as appropriate (CD-1's at —STAB 12+00 & 14+25, CD-2 at —STA 18+25). Crossdrains must also be shown in planview tying in to drainage structures. Please provide two copies of the revised plan along with a comment response letter.
