An update on the status of this initial site plan, SDP2018-00078:
1) The Architectural Review Board has one comment that they would like to have addressed prior to granting
approval of the initial site plan, regarding the height dimension of the fuel -pump canopy. For more information,
contact Heather McMahon at hmcmahon@albemarle.org or at 434-296-5832 ext. 3278.
2) Planning has decided that we could grant conditional approval of the initial site plan for Wawa. However, the
changes listed in the comment letter provided to you last Thursday would have to be addressed in the final site
plan. In addition, the County would not grant approval of Wawa's final site plan unless either the road, access,
and streetscape improvements are shown on Wawa's plan, or Justin Shimp's Pantops Corner final site plan is
approved, with the road, access, and streetscape improvements either built or bonded.
3) VDOT still has some concerns before recommending approval of the initial site plan. A copy of Justin Shimp's
recently -submitted Pantops Corner final site plan (for your reference, SUB2018-00089) has been transmitted to
VDOT for their review and comparison with the Wawa plan before they make their final decision. However, I
would recommend reaching out to VDOT directly to discuss their concerns about the Wawa initial site plan.

Please find the action letter following Monday's ARB meeting attached. You'll see the one condition for the approval of
the Initial Site Plan is that the height dimension should be lowered to meet the Standards of Fuel Pump Canopies in the
EC Design Guidelines. Staff will not need a revised site plan set for such, but will need two copies of revised elevations of
the proposed canopy.

Hi Ryan,
Thank you for your telephone message and for helping me resolve the confusion as to the origin of the Wawa material
samples. With two current Wawa development proposals, it's easy to get the disparate pieces mixed when they are
submitted piecemeal and without any transmittal letters. I am surprised to hear that Tim Padalino requested a glass
sample for the Wawa on Rt. 29, though, as window opacity is strictly an ARB concern and Tim is not ARB support staff. I
believe that glass was intended for me but misdirected, which added to the confusion.
I suppose for which Wawa store the materials board and window -glass sample is intended is moot, since they are the
same product. If the store on Pantops Corner proposes to use the same window glass as that proposed for the store on
Rt. 29, you may forgo sending a sample, but please send manufacturer's specifications so that I can make sure the brand
and VLT/VLR values are the same. Similarly, other building material samples will not be necessary if you are proposing
the same as the store on Rt. 29. Please note that you needn't submit that information before the December 3rd ARB
meeting, but it will be requested with the Final Site Plan review, in future.

As previously discussed, for your benefit as well as the members of the Board we feel it is beneficial to provide a quick
narrative of the changes that appear in our most recent submittal. As you know we participated in a work session on
October 15t where we presented our project for the first time to the ARB. We requested a work session versus a formal
submittal so that we could garner feedback and work the comments into our formal submittal package. At the work
session we presented the exterior elevations and the layout of the site, which are attached, along with the revisions that
were recently submitted. Feedback was provided during the work session and 7 comments were sent to us to help guide
our resubmittal (action letter attached). Below I will address each comment and note the changes made:
1. Canopy is overscaled: the fuel canopy submitted during the work session housed 12 MPDs in a 43 arrangement. It
was clear that the Board had issues with the scale of the canopy in relation to the building as well as the number of
pumps doubling from the first Wawa project presented at Route 29 and Proffit. After reviewing competition in the
vicinity and reassessing the site Wawa was willing to pull back to a 3x3 arrangement and is now only proposing 9 MPDs
for this location, depicted on our latest plans. Doing so will dramatically reduce the scale of the canopy as requested and
get it more inline with the size of the convenience store.
2. is rotating the canopy an option? We feel this orientation has the least impact on the Monticello viewshed and is the
standard layout that Wawa uses on their sites.
3. Switching positions of the store and canopy, how can design be revised so that the canopy doesn't diminish the
stores appearance? As discussed in great detail during the work session swapping the orientation doesn't fit Wawas
model. It would mean the rear of the building would face Richmond Road and even push the loading area and parking
up closer to the road. As discussed above reducing the canopy from 12 to 9 MPDs will lessen the emphasis of the canopy
and promote a better view to the building. Furthermore, Wawa has been a leader in Retail Fuels for over 20 years. The
site layout and design details are the end product of thousands of hours of expert consideration and professional
insight. Fuel Pumps have historically been located in front of their retail service building for over one -hundred (100)
years.
4. options for making canopy and building more consistent in appearance: The brick columns match the brick on the
building, the grey standing seam metal roof on the canopy adds consistency, the white structure of the canopy blends in
well with the building, and the column cadence is repeated at the front porch of the building which also mimics those at
the canopy.
5. Sloped or flat canopy a better option? Wawa is fine with either option but chose to submit the fuel canopy with the
A -frame roof which matches what was designed out at the Route 29 and Proffit site. The A -Frame canopy is believed to
be more architecturally appropriate, pedestrian friendly and best addresses the concerns of the Monticello viewshed
6. more robust landscaping along Richmond Road: the landscaping has been significantly increased along the Richmond
Road frontage as well as internal to the site since the original concepts/renderings were submitted.
7. Solid panel railings should more accurately resemble historic conditions: Wawa's architect tried to put their personal
take on the railing design but it has been modified as requested to more closely resemble the historic detail. See the
attached elevations. Wawa's intent is to make these panels historically appropriate and is willing to coordinate with the
ARB to their mutual satisfaction to achieve the desired look.
