Subject: SUB201600092 North Pointe Subdivision Section 1— Road Plans
I have reviewed the road plans referenced above and have the following comments. Additional comments or
conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable
reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [Comment] List conditions of SP2015-03 on the plan set (attached).

2. [Comment] Include landscape plan sheets with next submittal in accordance with proffer requirements from
ZMA2013-07 and conditions of SP2015-03.

Comment addressed with previous submittal and North Pointe Middle Entrance Plans (now approved and
under construction).
3. [Proffer 2.2] Screening/landscaping of stormwater management facility 2 must be approved by the design
planner prior to approval of road plans.

4. 4. [Proffer 2.1] Ensure that 40-foot buffer along the Route 29 Entrance Corridor will be provided for in
accordance with Proffer 2.1. Show buffer locations and any proposed plantings within landscape plan
sheets.

5. S. [SP2015-03 Condition 3] Provide a landscape plan showing details as required by condition 3 (attached)
for design planner review.

6. 6. [SP2015-03 Condition 4] Include design details of retaining walls for design planner review.
Rev1: Include details for design planner review including column cap design, peir design, and stone finish.
There are no columns or piers with this segmental block wall design — applicable details have been
provided on C-11A. Since the retaining wall block will not be chosen until a later date, the following
note has been added to sheets C-3 and C-3A: "Owner and Albemarle County Planning Division to
approve segmental block finish prior to retaining wall installation."
7. 7. [32.7.9.51 Provide street trees along all proposed streets in accordance with this section and show on
landscaping plan sheets. Street trees are required to be bonded with road plans or with final plat. Applicant
stated an intention to bond street trees along Route 29 entrance road with these road plans. Please show
these trees on plan as well.
Rev1: Provide species and size of street trees. Provide trees on both sides of all roadways. Trees should be
placed 50' on center. Where utility conflicts exist, trees may be slightly shifted, but the overall number of
trees should not be reduced.
Trees are spaced approximately 50' on center on both sides of the roadway where feasible and utility
conflicts have been corrected. Exact number of trees, species, and sizes shall be provided with a future
submittal from a landscape architect.
8. 8. [ZMA2013-07 Application Plan] Per previous discussions, a variation will be required for the modified
alignment of the entrance road. Please submit variation application and fee for staff review. Additional
variations may be needed based on future subdivision plats/site plans for this phase of development.
Rev1: Comment not addressed. Variation required prior to road plan approval.
Required variation has since been addressed (no longer outstanding).
9. 9. [ZMA2013-07 Application Plan] Provide landscaping in the medians in accordance with the concept plan.
Rev1: Provide species and size for median plantings.
Tree have been shown in the median where feasible and utility conflicts have been eliminated. Exact
number of plantings, species, and sizes shall be provided with a future submittal from a landscape architect.
10. 10. [ZMA2013-07 Application Plan] Are bike lanes provided on North Pointe Blvd and Crosscreek Drive?
Provide street cross sections to more clearly show road details and to allow for comparisons to application
plan road sections.

Bike lanes are to be provided and have been noted on the street cross sections shown on sheet C-9C.
Rev1: New comments
1. [14-422(A)] Sidewalks are required on both sides of each new street. Show a sidewalk around all permanent
cul-de-sacs.
Plans have been revised to extend sidewalk around permanent cul-de-sacs. See sheet C-3B.
2. [Comment] Provide road names on plans.
Street names have been shown throughout plans, including street tree plan on C-10.
