To be paid after staff review for public notice:
Most applications for a Special Use Permit require at least one public hearing by the Planning Commission and one public
hearing by the Board of Supervisors. Virginia State Code requires that notice for public hearings be made by publishing
a legal advertisement in the newspaper and by mailing letters to adjacent property owners. Therefore, at least two fees
for public notice are required before a Special Use Permit may be heard by the Board of Supervisors. Applications
reviewed by the Board of Zoning Appeals, however, only require one public hearing and therefore require just one fee for
public notice.
The total fee for public notice will be provided to the applicant after the final cost is determined and must be paid before
the application is heard by a public body. Staff estimates the total cost of legal advertisement and adjacent owner
notification to be between $400 and $450 per hearing. This estimate reflects the average cost of public notice fees for
Special Use Permit applications, but the cost of certain applications may be higher.

Project Proposal
Rivers Edge Holdings LLC and Rivers Edge Associates LLC ("the applicant") collectively are the owners of property
located in Albemarle County, Virginia (the "County") designated on County Tax Maps as parcels 03200-00-00-005A
and 03200-00-00-005A1 (collectively "the property"). The property is approximately 32.52 acres in the aggregate.
The applicant requests to rezone the property from Rural Areas to PRD (planned residential development) to allow
for approximately sixty (60) residences. The property is located approximately 1,000 linear feet north of the
intersection of Lewis and Clark Dr. and U.S. Route 29 and just south of the National Ground Intelligence Center
(NGIC)within the Hollymead Community, a designated Growth Area within Albemarle County.

The property is located at the North Fork of the Rivanna River, in close proximity to various employment
opportunities, with the two major employers within a quarter mile of the development being the University of Virginia
and NGIC. The location of the site and the unique natural qualities of the site create the opportunity for a distinctive
development of cottages. The project will feature sixty-five (65) small-footprint detached units. The cottages are
anticipated to range in size from 550-1,200 square feet.As aforementioned,the property is located in close proximity
to several major employers and these homes will appeal to residents looking for convenient access to work and a
unique rental product that varies from other rental products available in Northern Albemarle County. It is intended for
these units to be rentals under single ownership.
Consistency with the Comprehensive Plan
The comprehensive plan identifies the developable area of the parcels as neighborhood density residential,
recommending a density of three (3) to six (6) dwelling units per acre. A portion of the site is designated as
greenspace on the Comprehensive Plan. Additionally portions of the site are environmentally protected areas in
preserved slopes,the floodplain, and riparian buffer. The table below outlines the recommended density for the site.

The project will directly contribute to Objective 4 of the Housing Chapter of the adopted 2015 Albemarle
Comprehensive Plan, "provide for a variety of housing types for all income levels and help provide for increased
density in the Development areas." The proposed rental units will diversify the housing stock of available rentals in
the area. This development will appeal to those who like the physical footprint of an apartment but are looking for the
privacy of a detached unit.
Impacts on Public Facilities&Public Infrastructure
The proposed development will connect to public water and sewer. There are minimal anticipated impacts on public
facilities and infrastructure from the development.
Impacts on Environmental Features
All design and engineering for improving the property will comply with applicable County and State regulations. A
special use permit request has been submitted for disturbance of preserved slopes to allow for an accessway to the
site.
