The property is approximately 32.52 acres in the aggregate. The applicant requests to rezone the property from Rural Areas to PRD (planned residential development) to allow for approximately sixty (60) residences. The property is located approximately 1,000 linear feet north of the intersection of Lewis and Clark Dr. and U.S. Route 29 and just south of the National Ground Intelligence Center (NGIC)within the Hollymead Community, a designated Growth Area within Albemarle County. The location of the site and the unique natural qualities of the site create the opportunity for a distinctive development of cottages. The project will feature sixty-five (65) small-footprint detached units. The cottages are anticipated to range in size from 550-1,200 square feet.As aforementioned,the property is located in close proximity to several major employers and these homes will appeal to residents looking for convenient access to work and a unique rental product that varies from other rental products available in Northern Albemarle County. It is intended for these units to be rentals under single ownership. Consistency with the Comprehensive Plan The comprehensive plan identifies the developable area of the parcels as neighborhood density residential, recommending a density of three (3) to six (6) dwelling units per acre. A portion of the site is designated as greenspace on the Comprehensive Plan. Additionally portions of the site are environmentally protected areas in preserved slopes,the floodplain, and riparian buffer. The table below outlines the recommended density for the site. The proposed rental units will diversify the housing stock of available rentals in the area. This development will appeal to those who like the physical footprint of an apartment but are looking for the privacy of a detached unit. There are minimal anticipated impacts on public facilities and infrastructure from the development.
