Nelson, Senior Planner Division: Planning Services Date: December 27, 2018 Fax 434-972-4126 Subject: SUB201800202 — Advance Mills, Tax Map 20, Parcel 6C — Two -lot Division The County of Albemarle Division of Planning Services will grant or recommend approval of the Two -lot Division referenced above once the following comments have been addressed. [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-309 & 14-310] Soil evaluation; health director approval of wells and septic systems. Approval by the Charlottesville/Albemarle Health Department is required before the plat can be approved. Soils information provided by the applicant was forwarded to the health department for review. 2. [14-317] Instrument evidencing maintenance of certain improvements. Provide the required road maintenance agreement. A copy of the County's required template for that agreement is attached. 3. [14-302 (A) (1)] Name of Subdivision: The plat is incorrectly titled as a "Rural Subdivision Plat." The Albemarle Subdivision Ordinance defines a Rural Subdivision as: a type of subdivision that is located in the rural areas which results in two or more lots for the purpose of transfer of ownership or building development, such that: (i) each lot created is at least five (5) acres in area; and (ii) each lot created has at least two hundred fifty (250) feet of frontage on an existing public street which is part of the primary system or secondary system of state highways. Revise the plat title by removing the rural subdivision plat reference. 4. [14-302 (A) (3)] Existing or platted streets: Revise the plat to indicate the right-of-way width for State Route 743. 5. [14-412] Revise the plat to include the following required note: The streets in this subdivision may not meet the standards for acceptance into the secondary system of state highways and will not be maintained by the Virginia Department of Transportation or the County of Albemarle. The existing and/or proposed right-of-way is of adequate width and horizontal and vertical alignment to accommodate a travel way passable by ordinary passenger vehicles in all but temporary extreme weather conditions, together with area adequate for maintenance of the travel way, as required by Section 14-412 of the Albemarle County code. 6. Miscellaneous: Provide a latest revision date on the plat.
