[14-302(A)4.] Private easements. Please include the owner(s) of record for the private easements that are shown on this plat, and include any additional private easements on this property. Comment addressed. 2. [14-302(A)5.] Public easements. Please provide the locations and dimensions of all public easements on this property, including the deed book and page numbers and public owner(s) of record. According to the Albemarle County Service Authority, there are ACSA water and sewer easements on this property. Comment addressed. 3. [14-302(A)6.] Alleys and shared driveways. Provide the width of the proposed shared driveway easement. Comment addressed. 4. [14-302(A)16.] Dam break inundation zones. This property is within the limits of a state dam break inundation zone. Please show the limits of this dam break inundation zone. Comment addressed. 5. [14-400, 14-4031 Minimum lot requirements; Lot frontage. The proposed Lot 1 does not meet the required minimum lot requirements or lot frontage of the R2 zoning district. It appears from the supplemental information provided that the applicant is proposing to use the 5% street tree zoning bonus as found in Albemarle County Zoning Ordinance, Chapter 18, Section 14.4.1. This bonus level would allow for a smaller lot size of 14,520 square feet, which would be sufficient for the proposed size of Lot 1 as 0.356 acres. However, for this street tree zoning bonus to be considered, please provide a landscape plan as a part of the plat, showing where the street trees are to be located. This landscape plan must be in accordance with Section 32.7.9 of the Albemarle County zoning ordinance. In addition, please be advised that either the landscaping must be planted prior to approval of the plat, or that the landscaping must be bonded prior to approval. Also, if there is not sufficient right-of-way width for the street trees, then the required landscaping must be placed in a landscape easement. After discussions with other staff members in CDD regarding the process for bonding the required landscaping, it has been determined that an additional note can be added to the plat in place of bonding the landscaping, as the amount for the bond would be relatively small with only four street trees. As such, please add the following note to the plat: "This subdivision has received a bonus density for the installation of street trees as allowed by Chapter 18, Section 14.4.1 of the Code of Albemarle County. Required street trees shall be installed prior to the issuance of the first certificate of occupancy." 6. [14-414] Public water and sewerage systems. Please include a note on the plat indicating that this property is within the Albemarle County Service Authority's jurisdictional area and shall be served by public water and sewer. Comment addressed. 7. [General Comment] Please be advised that the accessory dwelling units (ADUs) as shown in the supplemental "Additional Project Information" would not be allowed. As found in Section 5.1.34 of the Albemarle County zoning ordinance: a. An accessory apartment shall be perrnitted only within the structure of the main dwelling to which it is accessory. Usage of freestanding garage or other accessory structure for an aeccssoryapartarent is expressly prohibited_ Not more than one (1) accessory apartment shall be permitted within any single-family detached dwelling. As currently shown on the proposed plan, it appears that the accessory apartments are structures separate from the main dwelling units. Advisory Comment: The preliminary site plan submitted with this subdivision application is considered supplementary information and will not be approved together with the subdivision plat and landscape plan. Approval of the subdivision plat and landscape plan does not mean that the site plan will necessarily be approved as well. Site plans for single-family homes are approved by the Zoning Division at the time an application for a building permit is submitted. Approval of SUB2018-00146, when granted, will only refer to the subdivision plat and landscape plan submitted as part of this application.
