This waiver request is seeking a modification to the requirements for parking locations for residential uses within Block A and Block B of the project and commercial uses within Block A and Block B of the project. In addition, this waiver request is seeking a modification to the calculation of minimum number of parking spaces required for residential uses in Block B only. The proposed project is intended to be a mixed -use, mixed -income community with two blocks of distinct use and density, Block A and Block B. Per the Code of Development, Block A will have a density range between 80 - 150 residential units and will permit certain, neighborhood -centric, non- residential uses regulated by size. Block B will have a density range between 70 - 300 residential units. Block B will permit a variety of residential and non-residential uses at a higher intensity than Block A. The following characteristics of the project support the proposed modifications: • The proposed project intends to encourage a resident -driven process in which, by the time of site planning and subdivision plat submission, residents will design their own neighborhoods within the project. The proposed project intends to encourage an additional bus stop within the development. Below, please find a summary of the required location for parking spaces for the non-residential and residential uses in question per this request for waiver and Code of Development. Required and Proposed Residential Parking Space Locations: Required Parking Space Locations: 4.12.5 WCATION OF PA RI ING AREAS The following requirements shall apply to establishing the location orall parking areas, except as othcrvise oxpressly provided: a_ Parking areas on same fat as primary use; exception. It is not required that parking requirements be met on a parcel/lot. Calculations shall be balanced at each subdivision plat submission and parking is to be within a 200' radius of the associated parcel/lot as taken from any point along the boundary line. All other parking requirements are to meet requirements of Chapter 18 section 4.12. Required and Proposed Minimum Number of Parking Spaces: Required Parking Space Locations: 4.12.6 1IENIMUM NUMBER OF REQUIRED PARiCING SPACES FOR SCHEDULED USES Except when alternative parking is approved as provided in section 4.12.8, the following schedule shall apply to determine the number of required off-street parking spaces to be provided in a particular situation_ If a particular use is not scheduled, then section 4.12.7 shall apply_ Dwellings: (Amended 2-5-03) Single family detached (including manufactured homes): Two (2) spaces per unit, except when the Virginia Department of Transportation requires three (3) spaces to offset the loss of ancillary onstreet parking because a reduced urban sheet width has been permitted in accordance with the "VDOT Subdivision Street Requirements_" Multifamily units, including duplexes, single family attached, and townhouses, but excluding student suites: Number of Parking Bedrooms Unit Svaces/iJnit Any unit of 500 square feet or less 125 One (1) bedroom 1.50 Two (2) or more bedrooms 2.00 In addition if parking is provided on individual lots, such as for duplexes and single family attached townhouses, rather than in lots or bays that are shared by all units in the development; then one (1) guest space per four (4) units shall be provided_ Student suites- One and one -quarter (1 1A) spaces per bedroom Multifamily dwellings for the elderly_ One and one -quarter (1 1/4) spaces per unit plus one (1) space per employee on the largest shift; provided that for a congregate care facility, one (1) space per unit plus one (1) space per employee on the largest shift_ Bruce wardell,aia kurt keesecker, associate 112 fourth street ne charlottesville virginia 22902 [p]434.971 .71 60 [f]434.971.7166 www.brucewardell.com Proposed Parking Space Locations: As an aggregate total, the ratio of parking spaces to residential dwelling units (as determined by density count) for Block B will be a minimum of 1.5 spaces per dwelling unit.
