Response Letter
We have reviewed all of your comments from November 8, 2018 and made the necessary
revisions. Please find our responses to the comments below in bold lettering.
1. Clear zone is based on vehicles per day, design speed, and fore and back slopes. Please
provide the basis for the proposed clear zones. Lateral offset is not appropriate in new
construction with new (and future) right-of-way.
The road has been designed with a clear zone of 20' in accordance with page A-28 for 45 mph
over 6,000 ADT. Typical sections have been updated.
2. Landscaping must be clear zone appropriate. Please see landscaping on the new section
of Berkmar Drive, as well as Appendix B (1) of the Road Design Manual.
Trees have been removed from clear zone.
3. What is the trigger for the future widening of this section of Lewis & Clark Drive? Is this
proffered or is there an allowance for future growth?
The proffers give a clear delineation that the applicant has the discretion to widen the road
from 2 to 4 lanes when traffic volumes create the need for such widening. With that being
said, a typical 2-lane roadway can accommodate an ADT of approximately 10,000. Once the
ADT crosses this threshold, the roadway would need to be widened to its ultimate 4-lane
section.
4. Provide the anticipated future ADT for this section of Lewis & Clark Drive.
Per the Kimley-Horn traffic study provided, the anticipated total build -out volumes of the site
in 2047 on Lewis & Clark Drive will be approximately 7,500 ADT. This is a calculation based on
the volumes included in Figure 10 of the report, not an actual ADT provided in the report.
5. The provided typical section appear to have gutter in sections that slope away from the
curb and CG-2 in sections that slope toward the curb. Please explain.

Sections of this road are super elevated in accordance with VDOT TC-5.11, 45 MPH Urban Low
Speed design standards. Curb and gutter has been located in accordance with MS-2 standard,
Road and Bridge Standard Sheet 202.04.
6. Cut and fill slopes must be 3:1 or flatter; see Note 5 on the GS-7 sheet in Appendix A.
VDOT memorandum MD 340-10 allows for slopes up to 2:1. The surrounding property is to be
owned by UVA Foundation and is not residential property owners. A slope easement will be
provide if requested.
7. Provide AutoTurn analysis for the Quail Run intersection movements to confirm that the
median geometry is adequate.
AutoTurn exhibit will be emailed to Adam Moore.
8. Remove stop signs and bars, both existing and proposed, from Lewis & Clark Drive at the
Quail Run intersection. Stop signs and bars are instead needed on Quail Run.

9. Please revisit the western curb return at the Quail Run entrance. Instead of the 10'
radius this curb should be offset.
Curb has been revised.
10. The pavement at the end of the eastern curb return at the Quail Run entrance needs to
be tapered in to the proposed pavement, not a 90-degree angle as proposed.
Pavment has been updated.
11. The next submission will also be reviewed by the Culpeper District Traffic Engineering
Section to review pavement markings and transitions.

12. Due to its size Culvert 1 must be reviewed and approved by the Culpeper District
Structure & Bridge Section, as well as the Culpeper District Hydraulics Sections. Note
that Structure & Bridge will require a Geotechnical report. Please see the VDOT Manual
of Instructions Chapter 3 for those requirements.
