Heather:
We have not encountered this proposal in any other context, so it is difficult to understand the breadth, scope or
impacts beyond what is being presented to the ARB as a potential design. There are, however, a number of parameters,
based on the requirement from the code of development for the Stonefield property overall that might have an impact
on the design of the building proposed. On the property of "Stonefield", somewhere, there needs to be greenspace or a
common open area as well as multimodal (i.e. pedestrian, bicycle, transit,...) connections. Furthermore, there needs to
be mixed -use buildings, as well as the parking necessary to serve the property as a whole. It appears as if this
application may accommodate some if not all of these considerations, the property as a whole has not met all of these
requirements. As the property as a whole completes its development, there are fewer and fewer options to address
these property -wide requirements. Consequently, there may be some or all of these requirements it is currently not
addressing — e.g. greenspace. If the only place left to meet this condition is the lot where this building is proposed, then
it is conceivable that this design would have to accommodate this requirement (e.g. on half of the current lot). Thus, the
ARB should bear in mind these considerations as it evaluates the design in front of them, in order to better advise the
applicant on the items that are directly under their purview.
