The ARB last reviewed this proposed Initial Site Development Plan at its meeting on May 7, 2018. At that time, the board forward the following recommendations to the Agent for the Site Review Committee regarding requirements to satisfy the design guidelines as per §18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB: 1. Revise the site layout to locate the building adjacent to the EC with a building front facing the EC. Alternatively, a revised layout that successfully integrates the building and canopy so that both structures maintain a presence on the EC will be considered. 2. Delineate the utility easements on the landscape plan (C-600) and the site & utility plan (C-300). Increase planting area to ensure that there are no conflicts between the proposed plants and extant/proposed utilities/easements. 3. Reduce the dimensions of the fuel pump canopy footprint to establish a human scale that does not overpower the corridor, that reduces impacts on the 1 surroundings, and that more closely meets the canopy standards. 1 The applicants have appealed the ARB’s May 7th decision;that appeal is slated to be presented to the Board of Supervisors on July 5. Staff met with the applicants Tuesday of last week (6/12/18) to discuss any proposed changes to the site development plan, and recommended this work session so that the ARB could comment. At that meeting, the applicants discussed raising the building height at the attic three feet, so that the building is seen over the fuel pump canopy. This suggested alteration is the applicant’s response to the first condition, i.e. [to] Revise the site layout to locate the building adjacent to the EC with a building front facing the EC. Alternatively, a revised layout that successfully integrates the building and canopy so that both structures maintain a presence on the EC will be considered. Architectural renderings were not submitted for review; staff has not reviewed this design (or the previous designs) for consistency with the guidelines. 2 On Friday, 6/15, the applicants circulated two revised landscape plans and four renderings for consideration during today’s work session. This rendering presents the current site, on the left, from Rt. 29 (traveling south) 3 This rendering presents the site, on the left, from Rt. 29 (traveling south), with the projected visibility of the Wawa canopy, signage, and additional landscaping. The applicants noted that the large trees on the adjacent property to the north (Sentara) help mitigate the development’s visibility. During the meeting with staff last Tuesday, a suggestion to obtain a landscape easement on the Sentara property was made, to retain the mature trees that help with screening and to add more landscaping along the northern property line (on Sentara land) to further mitigate visibility of the building’s side elevation. 4 This rendering shows the site from the intersection of Airport/Profitt roads with Rt. 29 (looking westward). Please note that Airport Rd is also an Entrance Corridor. 5 This rendering shows the site from the intersection of Airport/Profitt roads with Rt. 29 (looking westward) with the proposed fuel-pump canopy, building, and additional landscaping. Staff is unsure whether this rendering takes into account the suggestion to raise the building height 3 feet or not. 6 Changes illustrated in this revised landscape plan were made to address the second condition made by the ARB at the May 7th meeting, i.e. [to] Delineate the utility easements on the landscape plan (C-600) and the site & utility plan (C-300). Increase planting area to ensure that there are no conflicts between the proposed plants and extant/proposed utilities/easements.In this plan, the applicant has shown the original landscape plan in grey and the revisions in red. As you can see, the landscaping has changed: more shrubbery has been added across the site; trees on the southern property line were removed due to interference with a gas line as well as a sight-distance line; more large shade trees have been added to the southeast corner of the site; and 13 larger river birches on the northern property line have been replaced by 4 American elms, 1 white oak, and 3 river birches. 7 This is the revised landscape plan. Staff has had limited time to review this plan (a colored version is on the poster board), but provides the following comments 1.The trees proposed along the EC are small ornamentals chosen because large shade trees would potentially conflict with an overhead electric line; small ornamentals do not meet the Design Guideline criterion #32, which calls for large shade trees of 3.5” caliper spaced 35’ on center. 2.The shrubbery planted on the EC will be planted on a berm that drops 4-6’ below the grade of the street. With an average mature height of 4’ tall, the position of some of these shrubs on the downward slope may not help mitigate the negative impacts of the development 3.Staff is concerned that some of the proposed trees in the southeast may be planted too closely together 4.Staff suggested the northern property line be planted more densely; while changes have been made to the northern property line’s proposed landscaping, it is unclear whether the new plant layout will result in a denser appearance. Similarly, staff previously recommended screening the five parking spaces in the northwest corner of the site; this revised plan still shows a large gap in the planting that would leave those parking spaces visible from the EC. It also leaves a 8 clear angled view in to the canopy. 8 At the last meeting, the applicant raised the issue of the third condition, i.e. [to] Reduce the dimensions of the fuel pump canopy footprint to establish a human scale that does not overpower the corridor, that reduces impacts on the surroundings, and that more closely meets the canopy standards. The applicant stated that none of the fuel pump canopies on the ECs which he surveyed and presented to the ARB on March 19th meet these criteria; therefore, the applicants find it arbitrary and capricious that their proposed fuel pump canopy should be held to the Design Guideline standards. Staff has taken some time to attempt to verify this discrepancy. Staff checked the ARB-approved Site Plans for the five most recently approved gas stations in the ECs: 1.Greenbrier 7-11 (ARB2011-87), approved in 2011; 2.Shadwell Market (ARB2013-4), approved in 2013; 3.Restore’n Station (ARB2008-151), approved in 2013; 4.Costco (ARB2013-157), approved in 2013; and 5.Briarwood Shell (ARB2016-60), approved in 2016; In all instances, the ARB-approved drawings showed dimensions that met the Design Guideline criteria regarding canopy height. 1.The approved drawing for the Greenbrier 7-11 shows a front elevation with a 14’- 9 6” clearance + a 3’ fascia height, which is in compliance with the DG; 2.The approved drawing for Shadwell Market does not provide dimensions, but when measured to scale, the eastern end of the canopy (closest to the building) has a 14’-6” clearance and drops to 16’-6” clearance on the west end as the slope drops 3.The approved drawing for Restore’n Station shows the front canopy’s dimensions as 14’-6” tall + a 3’-tall fascia and 42’ wide; the rear canopy is shown as 14’-6” + 3’ tall fascia and 20’ wide 4.The Costco approved drawing shows the proposed canopy as 120’ long (narrow end oriented to the EC) x 25’-6” wide x 17’-6” TOTAL (including the 3’ fascia), which is in compliance 5.The Briarwood Shell drawings show Canopy 1 as 14’-6” tall on the south end and 15’-4” on the north end of the west elevation and 16’-10” on the south end and 17’-0” on the north end of the east elevation; Canopy 2 is shown as 14 -6” on the south end and 14-6.5” on the north end of the west elevation and 16’-8.5” on the south end and 16’-8.5” on the north end of the east elevation –showing that the canopies attempt to meet the clearance maximum at the highest points of grade but the slope of the topography does not ensure a 14’-6” standard at all four points. 9 Staff then went out in the field and measured the canopies to see if they were constructed according to the ARB-approved dimensions. The results were mixed: 1.Greenbrier 7-11, at its lowest height, was measured as 15’-5.4”, which is not in compliance with the approved drawings and its CoA. (four corners were: 15’-9”, 16’-3”, 16-3” and 15’-5.4”) 2.Shadwell Market, at its lowest height, was measured as 15’-8.4”. This is not in compliance with the approved drawings or CoA. (It was 16-4.8” to the bottom of the eave; it is 19’ tall by the entrance to the store.) 10 1.Restore’n Station was in compliance with its approval: the northwest corner of the canopy measured exactly 14’-6” clearance, while the northeast corner measured 15’ due to slope. Furthermore, it has a sign in the northwest corner of the canopy that confirms a clearance of 14-6” 11 1.The Costco canopy has a sign in the southwest corner which states a clearance of 13’-6”, which is well below the 14’-6” maximum and in compliance with its approval and CoA. Lastly, the Briarwood Shell was found to be not in compliance with the approved drawing and CoA, as its minimum height dimension was 15’-6” clearance. In sum, all five of these structures were approved with final site development drawings that shows maximum heights (including fascias) as 17’-6”, which meets the DG standards and criteria. However, three out of five were built taller and therefore not in compliance with the DG or their CoAs. Two, however, do meet the clearance and height standards established in the DG, and as we drove down the ECs, staff measured or witnessed signs posted on three other gas stations that suggest a 13’ or 14’ clearance is not problematic: The BP at Airport Rd has a sign that says its clearance is 14’-6” The Shell at Greenbriar has a sign that says its clearance is 13’-6” And we measured the Citgo across from Restore’n Station, on 250W, and it’s southwest corner measures a clearance of 14’-3”. 12 So there are at least five fuel stations in the EC that do meet the maximum height as outlined in the DG; staff has not had the time to verify the measurements of all of the gas stations within the EC Overlay District. 12 In addition, staff has attempted to identify what other localities’ standards are for fuel-pump design and in particular, clearance measurements. The standards from various other American localities vary from 13 to 16 feet, but as you can see, a number of places request a maximum height of approximately 14’, suggesting that fuel vehicles are able to navigate these lower canopies. The Virginia Department of Motor Vehicles has produced a booklet that explains the size, weight, and equipment requirements for trucks, trailers, and towed vehicles and gives a maximum height for all vehicles as 13’-6”. 13 Lastly, staff would like to draw the board’s attention to this letter prepared by Senior Planner, Tim Padalino, the County’s lead planner on the Wawa Site Development Plan. This updated review comment letter suggests that the proposed Wawa site plan is in excess of its maximum parking limitations by 18 spaces. The applicant must either reduce the number of proposed parking spaces or seek a modification or waiver unless the applicant is able to provide a schedule for the building’s proposed usages which would re-categorize the site’s use. Staff finds this nuance important because the reduction of parking spaces could allow for more landscaping at the very least. 14 Just to remind everyone of the status of this Initial Site Development Plan for Wawa fuel stations (a proposal is to construct a fuel station with a 6,001 sf building, a 4,290 sf fuel-pump canopy, and associated site improvements on 1.431 acres): The ARB first reviewed this proposed Initial Site Development Plan at its meeting on February 12, 2018. At that time, the applicants proposed a 6,001 sf building and a 6,000 sf fuel-pump canopy. The reduction in dimensions of the fuel-pump canopy is the only change to the site plan set since the first review in February. 1 During the February 12th meeting, the applicant presented the board with architectural renderings of the proposed building and proposed fuel pump canopy that were not included in the Initial Site Plan for staff review. Please NOTE: No architectural drawings of the proposed building or fuel pump canopy were submitted for staff review with either of the Initial Site Plan submittals; consequently, a complete review of the proposed architectural designs has not been completed by staff at this time. 2 After discussion, the board voted 4:1 (Stoner objected) that three changes were required prior to Initial Site Plan approval. The three requirements were as follows: 1. Relegate the fuel pumps and canopy away from the Entrance Corridor. 2. Illustrate the utility easements on the landscape plan (C-600) and ensure that there are no conflicts between the proposed planting placement and utilities. 3. Reduce the dimensions of the fuel pump canopy to comply with the Standards for Fuel Pump Canopies as outlined in Appendix B of the EC Design Guidelines. The ARB also made two recommendations in which they asked the applicants to consider alternative landscaping materials and placement. In addition, 31 required revisions to the final site plan were noted. The ARB asked the applicants to revise the Initial Site Plan and to resubmit it for further review. 3 In the interim, the applicants returned to the ARB for two work sessions. In the first, held during the March 19th ARB meeting, the applicants produced two exhibits that showed the proposed site layout rotated 90 and 180 degrees. The applicants considered both alternative site layouts infeasible. 4 Another exhibit prepared by the applicants showed two diagrams of fuel pump canopies, one that measured 42' x 78' and one that measured 96' x 55'. The applicant stated that the larger canopy size was ideal for safety reasons. 5 Discussion resulted in the ARB recommending that: 1. The applicant should continue to pursue measures to mitigate the visual impact of the fuel pump canopy and to bring the design in line with the Entrance Corridor design guidelines. Canopy location, orientation, mass, size, scale and roof shape are some of the design elements that could be revised for reduced impact. 2. Some ARB members thought that the site layout could be revised to position the canopy behind the building as viewed from the EC while still achieving a functional site. 3. The building deserves attention. The building and canopy architecture should be compatible and relate more directly. Consider the frontality of the building and the fenestration. Show how the two elements can be more compatible. 6 At the second work session, held during the April 2 nd ARB meeting, the applicants presented the board with revised drawings and renderings of the building, in which the flat roof had been changed to a hipped-roof form,… 7 and the fuel pump canopy, in which the shed roof had been revised to a side -gable form; the height of the canopy had been reduced to 14’-10” from grade to the bottom of the eaves (20’-8” from grade to ridgepole); and the length of the canopy had been shortened from 96’ to 78’ (the width remained constant, at 55’). A submitted photographic simulation showed the gable-roofed fuel pump canopy in its proposed location on the EC, sunken approximately 4’ below the grade of the street. 8 Another exhibit showed a revised site layout in which the building was placed on the western half of the parcel (closer to the EC), while the fuel pump canopy area was relegated behind the building. An accompanying slide presentation which surveyed 33 extant gas stations along the County’s Entrance Corridors illustrated that there are no examples of fuel stations in which the fuel pump canopy is relegated behind the building. The board discussed the site layout, the size of the canopy, the design of the canopy, the size of the building relative to the size of the parcel and how this limits site configuration, and the proposed design as it relates to other gas station/convenience stores already established in the Entrance Corridors without reaching a consensus 9 At the April 16th ARB meeting, staff addressed the applicant's survey of existing gas stations in the ECs, noting dates of building and canopy construction relative to the establishment of the ECs. The conclusion was that out of the 33 total fuel stations that Mr. Fontaine had presented to the ARB on April 2, 2018, 13 predate the establishments of ECs in 1990, two predate the designation of Rio Rd E as an EC in 2005. and 18 post-date 1990; similarly, 13 fuel pump canopies are known to have been built prior to 1998, when the Appendix to the Design Guidelines relating to the standards and criteria for fuel pump canopies was adopted. 10 Several of the gas stations built after 1990 have site layouts in which the gas stations and fuel pump canopies are either integrated or are side-by-side on the EC. In the case of the Crozet Convenience Store, for instance, previous gas station development on the site included a store and two pump islands on the corner; the design solution was to integrate the canopy and new building 11 Staff has continued to research the site histories of the 33 gas stations on the ECs that were presented by Mr. Fontaine and to update the presentation staff made on April 16th. Staff has focused on the most recent developments in particular in which a pre - existing gas station did not exist (i.e., where the site was not a redevelopment of an older fuel station). Staff’s conclusion is that when faced with a previously undeveloped site (or a site previously developed but not as a gas station with underground fuel tanks to take into consideration), many of the design solutions included side-by-side placement of building and canopy. Bottom L: site previously occupied by a farmhouse from 1937- 2005; all structures demolished by 2007. 12 In the last week, staff has also researched other proposed Wawa locations in which design review has accomplished variations on the standard corporate architecture, such as Doylestown, PA, in which a smaller building (4,736 sf) and a 6 -pump (12 station) canopy are proposed for a 1.73-acre site on their Main Street. While the rendering is hard to assess, the canopy appears smaller and more human -scaled. Note that the gable ends of the canopy are closed, which would reduce the concern about illumination spillage across the site and onto the public right -of-ways. 13 This is the image of a new Wawa (opened December 2017) on Second Street Pike in Northampton Township, PA. One difference between this design and what has recently been proposed for the site here in Albemarle is the enclosure of the fuel - pump canopy’s gable ends. Enclosing the ends may be appropriate in the smaller scale canopies, but not on the larger ones. 14 Again, in this proposal, the fuel pump canopy is a very conspicuous accessory structure on the site, even with the reduction in size. It is anticipated that the canopy and fuel pumps will visually overwhelm the corridor, the site and the building. A smaller canopy and a location that allows the building to have an equal position as viewed from the EC, would establish greater integration along the corridor. Therefore, staff has recommended that the initial plan not be approved until the site layout is revised to allow the store building to have a presence on the EC. Staff has also recommended that the dimensions of the fuel-pump canopy be revised to comply with the Standards for Fuel Pump Canopies as outlined in Appendix B of the EC Design Guidelines. In sum, staff recommends that the ARB forward the following recommendations to the Agent for the Site Review Committee regarding requirements to satisfy the design guidelines as per §18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB: 1. Revise the site layout to locate the building adjacent to the EC with a building front facing the EC. Alternatively, a revised layout that successfully integrates the building 15 and canopy so that both structures maintain a presence on the EC will be considered. 2. Delineate the utility easements on the landscape plan (C-600) and the site & utility plan (C-300). Increase planting area to ensure that there are no conflicts between the proposed plants and extant/proposed utilities/easements. 3. Reduce the dimensions of the fuel pump canopy footprint to establish a human scale that does not overpower the corridor, that reduces impacts on the surroundings, and that more closely meets the canopy standards. Furthermore,in consideration of these recommendations, staff believes the following should be today’s primary points of discussion relative to the Initial Site Plan: 1. The relative positions of the fuel pump canopy, the convenience store, and the EC street; the need to balance the visual presence of the canopy and building on the EC street. 2. The size of the fuel pump canopy; the need to reduce the footprint to establish a human scale that does not overpower the corridor, that reduces impacts on the surroundings, and that more closely meets the canopy standards. 3. The proposed landscape plan and potential utility conflicts; the need to increase planting area along the Rt. 29 and Proffit Road frontages. Staff also recommends the following as the primary points of discussion relative to the conceptual architectural designs presented at the work sessions: 1. The frontality of the convenience store building. 2. The guidelines requirement for a minimalist design for the canopy; the height of the canopy. 3. The potential for glare from the lights in the fuel pump canopy. 4. The potential benefit of enclosing the gable ends of the canopy. 15 Reminder: If the board is not ready to approve the initial plan, your action must be based on the guidelines, in particular those that relate directly to initial plan requirements.
