2"d Review Comment Letter
The above -referenced minor site plan amendment (dated 10/15/2018) has been reviewed by the Planning Services
Division of the Albemarle County Department of Community Development (CDD).
The site plan is not acceptable per applicable Albemarle County Code, and is not approved at this time. The Planner
for CDD will approve the plan referred to above when the following items have been satisfactorily addressed. The
following comments are those that have been identified at this time; additional comments or conditions may be
added or eliminated based on further review. [Comments are preceded by the applicable reference to the Albemarle
County Code Chapter 18 — Zoning Ordinance (Z.O.).]
Albemarle County Planning Services (Planning): Tim Padalino (tpadalino(c�r�albemarle.org) — Requested Changes
1. [Z.O. Sections 10.4, 4.10, and 4.171: Light poles are subject to applicable area and bulk regulations,
including maximum structure height regulations. Maximum structure height is thirty-five (35) feet in
the Rural Areas (RA) zoning district. Therefore, the proposed light poles shown with a height of
seventy (70) feet are not permissible, unless a modification is applied for and granted pursuant to
Division 5 of Z.O. Section 33 (generally) and Z.O. Sections 4.10.3.2(b) and 4.17.5(a)(3) (specifically).
Please submit a Special Exception request to modify the maximum permissible structure height for the
proposed outdoor athletic lighting poles.
Comment #1 update (1/10/19): The Albemarle County Board of Supervisors (BOS) approved the
Special Exception request to modify (increase) the maximum permissible height for proposed poles
supporting outdoor luminaires at an athletic facility. This BOS approval permits the light poles to be
installed at the proposed height as shown on the plans.
However, a note must be added to identify the BOS-approved Special Exception request and to list the
condition(s) of approval; please see comment #3 (below).
2. [Z.O. Sections 4.17.2(a), 4.17.4(a), and 4.17.5(a)(2)1: Luminaires used on outdoor athletic lighting
poles are subject to the full -cutoff requirements specified in Z.O. Section 4.17.4. Therefore, the
proposed luminaires from Musco Lighting are not permissible, unless a modification is applied for and
granted pursuant to Division 5 of Z.O. Section 33 (generally) and Z.O. Section 4.17.5(a)(2)
(specifically). Please submit a Special Exception request to modify or waive the applicable standards
requiring the use of full -cutoff luminaires on the proposed outdoor athletic lighting poles.
Comment #2 update (1/10/19): The Albemarle County BOS approved the Special Exception request
to waive the outdoor lighting standards requiring the use of full cutoff luminaires for the proposed

outdoor lighting at an athletic facility. This BOS approval permits the use of the proposed luminaires as
shown on the application materials (Musco data sheets) provided via email on 12/14/2018 (attached for
reference).
However, a note must be added to identify the BOS-approved Special Exception request and to list the
condition(s) of approval; please see comment #3 (below).
3. [Special Exceptions approved 1/9/20191: The Albemarle County BOS approval of the Special
Exception requests for outdoor athletic lighting for the Crozet Park athletic facility included three
conditions of approval. The following notes must be added to the Cover Sheet (Sheet 1) of SDP-2018-
00077:
The Albemarle County Board of Supervisors approved (with conditions) two Special Exception
requests for Tax Map Parcel 056A2-01-00-072A0 (Crozet Park) on January 9, 2019. The approved
Sepcial Exceptions waived the outdoor lighting standards requiring the use of full cutoff luminaires
for the proposed outdoor lighting at an athletic facility, and modified (increased) the maximum
permissible height for proposed poles supporting outdoor luminaires at an athletic facility. This
approval is subject to the following Special Exception Conditions:
1. The maximum permissible height of the poles supporting outdoor luminaires at the Crozet
Park athletic facility shall be seventy (70) feet.
2. Outdoor lighting of the Crozet Park athletic facility shall not continue past 10:00 p.m.
3. All outdoor lighting shall meet the specifications identified in the data sheets for the light
structure system and the luminaire and driver included in the application materials submitted
by Collins Engineering under letter dated November 5, 2018, regarding Claudius Crozet Park
Phase III Athletic Field Improvements (Lighting Plan) — Request for Special Exception,
Exception Request for modification to max height of lighting & full cutoff luminaries.
4. [Z.O. Sections 32.5.2(n) and Z.O.32.6.2(k)]: The outdoor lighting specifications (Musco data sheets)
contained in the application materials provided via email on 12/14/2018 (attached for reference) must
be added to SDP-2018-00077.
