Commissioner COMMONWEALTH of VIRGINIA DEPARTMENT OF TRANSPORTATION 1601 Orange Road Culpeper Virginia 22701 January 10, 2019 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Paty Satemye Re: Boyd Tavern Market — Initial Site Plan SDP-2018-00086 Review #1 Dear Ms. Saternye: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 30 November 2018, and offers the following comments: 1. Full dimensions of the shifting tapers and turn lanes must be provided on the plans. All dimensions must be in accordance with Appendix F; please refer to Figure 3-4. 2. Provide analysis showing that the provided 100' of turn lane storage is adequate; otherwise, 200' is the minimum. 3. Please note that trees within the sight distance easements or right-of-way may have to be removed if not pruned in such a way as to avoid becoming sight line obstructions. 4. Provide the VDOT WP-2 detail and note on plans the required area of mill and overlay in accordance with the WP-2 standard. Note that the entire affected lane must be included, throughout the entire width of the affected area. 5. The entrance curbing should be offset 12 feet from the edge of pavement, and extended the required length of storage and taper if a right turn lane is warranted. See Figure 4-9, Appendix F. 6. Provide a Traffic Maintenance Plan in accordance with the latest revision of the Virginia Work Area Protection Manual. 7. Note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894.
